Minutes for the City Council meeting on April 18, 1955

The City Council of the City of Jonesboro, Arkansas, met in regular session, on the above named date at 7:30 p.m. in the City Hall. There were present: Mayor, City Clerk, City Attorney and the named Councilmen: Powell, Hamilton, Stricklin, Snow, Copeland, Hendrix, Hart, Johnson and Taylor.

 

Mr. Hamilton offered the following Ordinance:

 

AN ORDINANCE ABANDONING AN ALLEY IN BLOCK “F” OF GREGGS SUBDIVISION OF LANE’S ADDITION TO THE CITY OF JONESBORO.

 

Mr. Taylor made the motion, seconded by Mr. Johnson, that the rules be suspended and the Ordinance be placed on the second reading. Roll was called. All members voting aye. Motion carried. The Ordinance was then read for the second time. Mr. Stricklin then made the motion seconded by Mr. Hamilton that the rules be suspended and the Ordinance be placed on the third and final reading. Roll was called, all members voting aye. Motion carried. Mr. Stricklin made the motion that the Ordinance be adopted as read. Mr. Powell seconded the motion. Roll was called. All aye. Motion carried. The ordinance was given the number 896.

 

Mr. Taylor offered the following Ordinance:

 

AN ORDINANCE ANNEXING A PART OF THE NORTHWEST QUARTER OF THE SOUTHWEST QUARTER OF THE SOUTHEAST QUARTER OF SECTION 13, TOWNSHIP 14 NORTH, RANGE 3 EAST , TO THE CITY OF JONESBORO, ARKANSAS.

 

Mr. Hamilton made the motion that the rules be suspended and the Ordinance be placed on the second reading. Mr. Copeland seconded the motion. Roll was called. All member voting aye. Motion carried. After reading the Ordinance for the second time, Mr. Powell made the motion seconded by Mr. Hamilton that the rules be suspended and the Ordinance be placed on the third and final reading. Roll was called. All voting aye. Motion carried. Mr. Hamilton then made the motion that the Ordinance be adopted as read. Mr. Johnson seconded the motion. Roll was called. All members voting aye. Motion carried.  The ordinance was given the number 899.

 

Mr. Powell made the motion that the Council give the State College Theater Players permission to hang banner advertising play subject to the approval and cooperation of the City Water and Light. Mr. Hamilton seconded the motion. Roll was called. All aye. Motion carried.

 

Mr. Snow made a report for the Street Committee recommending that the City grade and gravel Marshall Street. Said street to be 24 feet.

 

Mr. Hamilton made the motion, seconded by Mr. Powell, that the Council accept Mr. Hall’s resignation with regret. All aye.

 

Mr. Snow offered the following Ordinance:

 

AN ORDINANCE REGULATING TRAFFIC AND PLACING STOP SIGNS ON CERTAIN INTERSECTIONS OF STREETS AND AVENUES IN THE CITY OF JONESBORO; PROVIDING PENALTIES FOR VIOLATION AND FOR OTHER PURPOSES:

 

Mr. Snow made the motion, seconded by Mr. Powell, that the rules be suspended and the Ordinance be placed on the second reading. Roll was called. All members voting aye. Motion carried. The Ordinance was then read for the second time with Mr. Hamilton making the motion that the rules be suspended and the Ordinance be placed on the third and final reading. Mr. Powell seconded the motion. Roll was called. All members voting aye. Motion carried. Mr. Hendrix made the motion, seconded by Mr. Taylor, that the Ordinance be adopted as read. Roll was called. All members voting aye. Motion carried. The roll was then called on the emergency clause, with all members voting aye. Motion carried. The ordinance was given the number 897.

 

Mr. Hamilton made the motion, seconded by Mr. Stricklin, that the Cemetery Committee’s recommendation of placing the Cemetery lots for sale on time payments be accepted and the City Attorney be instructed to draw up a contract stating within that the down payments would be as follows: New Section $50.00 down on full lot (10 grave) and $25.00 for half lot. Old Section $25.00 down on full lot, $15.00 on half lot. All lots to be paid in full in 12 mo. Roll was called. All members voting aye. Motion carried.

 

Mr. Taylor offered the following Ordinance:

 

AN ORDINANCE TO PREVENT AND PROHIBIT PARKING ON CERTAIN PORTIONS OF BRIDGE, MONROE AND FLINT STREETS WITHIN THE CITY OF JONESBORO: PROVIDING PENALTY FOR VIOLATIONS AND FOR OTHER PURPOSES:

 

Mr. Hendrix made the motion that the rules be suspended and the Ordinance be placed on the second reading. Mr. Snow seconded the motion. Roll was called. All voting aye. Motion carried. Mr. Hendrix made the motion after the Ordinance was read for the second time that the rules be suspended and the Ordinance be placed on the third and final reading. Mr. Johnson seconded the motion. Roll was called. All voting aye. Motion carried. Mr. Hendrix then made the motion, seconded by Mr. Powell, that the Ordinance be adopted as read. Roll was called. All aye. The roll was called, on the Emergency Clause, with all members voting aye. Motion carried. The ordinance was given the number 898.

 

Mr. Hendrix made the motion, seconded by Mr. Hamilton, that the purchase of the Police Car be referred to a committee to contact the dealers for an itemized bid and give the Committee power to place the order. Roll was called. All aye. Motion carried.

 

The Mayor then appointed the Finance Committee to meet with the dealers bidding on the car and place the order.

 

Mr. Hamilton made the motion, seconded by Mr. Powell, that the bills as okayed by the Finance Committee be paid. Roll called. All aye. Motion carried.

 

Mr. Taylor offered the following Resolution:

 

RESOLUTION AUTHORIZING THE SALARY OF THE CITY CEMETERY SEXTON BE RAISED TO $200.00 A MONTH

 

The resolution was given the number 1955:08.

 

Mr. Powell made the motion, seconded by Mr. Hamilton, that the purchase of gravel for the use of re-graveling City Streets be referred to the Street Committee and request that they ask for written bids as to the gravel to be used during the balance of this year. Roll was called. All aye. Motion carried.

 

Mr. Hamilton made the motion, seconded by Mr. Powell, there being no further business that Council adjourn. All aye. Council adjourned.

 

***Correction of above minutes Council meeting May 2, 1955.***

In the resolution offered by Mr. Taylor the name of John Gordon was left out. His salary was increased to $225.00 at that time, and voted on and passed along with the sexton of City Cemetery.
