CITY COUNCIL MEETING JANUARY 17, 1977

 

The Jonesboro City Council met in regular session, Monday, January 17, 1977, at 7:30 p.m. After the Oath of Office had been administered to Mr. Hannah, the following answered roll call: Mayor, City Clerk, City Attorney, and the following aldermen: Park, Sanderson, Hinson, Shelton, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Smith and Shepard.

 

Mr. Stricklin offered the following ordinance: (1st reading Rezoning)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES

 

Mr. Stricklin offered the following ordinance: (1st reading Annexation Caraway Road)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Park moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hannah, all aye.

 

Mr. Sanderson offered the following ordinance: (1st reading annex Wood Springs Rd).

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY R-1 AND C-3; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Park moved that January 25th and 27th be approved as dates for Public Hearings for the purposes of revising Senior Citizens Site. The motion was seconded by Mr. Smith with all council voting aye.

 

Mr. Bridger moved that Don Smith and Larry Ball be reappointed to the Metropolitan Area Planning Commission, seconded by Mr. Minx, all voted aye.

 

Mr. Shelton offered the following ordinance:

 

AN ORDINANCE TO ESTABLISH FIRE LANES AT CARAWAY PLAZA SHOPPING CENTER AND TO PLAN AND RECORD SAME WITH THE CITY CLERK AND FOR OTHER PURPOSES

 

Mr. Hinson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Ms. Haigler, all voted aye.

 

The following ordinance was offered by Ms. Haigler:

 

AN ORDINANCE TO ESTABLISH FIRE LANES AT INDIAN MALL SHOPPING CENTER: TO PLAN AND RECORD SAME WITH CITY CLERK: AND FOR OTHER PURPOSES

 

Mr. Park moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Hinson.

 

Mr. Shelton moved that the proposed handbook for new employees be accepted, seconded by Ms. Haigler, all voted aye.

 

Mr. Hannah moved that Paragraph 3.9 dealing with age be deleted; seconded by Mr. Bridger, roll call voting aye: Park, Sanderson, Hinson, Shelton, Bridger, Hannah, Stricklin, Province and Shepard. Voting nay: Minx, Haigler and Smith.

 

On motion by Mr. Hannah, seconded by Mr. Stricklin, the Personnel Director, Mr. Pickens will serve on General Committee of Council, by unanimous vote.

 

Mr. Stricklin moved that Jim Hannah be elected to serve as Vice Mayor, seconded by Mr. Park, with all voting aye, except Mr. Hannah who passed.

 

Mr. Stricklin suggests that council go on record as commending City Employees for the work done the past two weeks during the inclement weather.

 

There being no further business, council adjourned.
