Minutes for the City Council meeting on November 13, 1968

The City Council of the City of Jonesboro met in regular session Wednesday night, November 13, 1968, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Turner, Bowers, Ledbetter, Darling, Stricklin, Minx, Pardew, Copeland, Young, Johnson and Knight.
The following ordinance was on the third and final reading:
AN ORDINANCE DESIGNATING PORTIONS OF RAINS STREET AND COBB STREET AS ONE WAY STREETS; AND FOR OTHER PURPOSES
Mr. Minx moved with Mr. Copeland seconding the motion that the ordinance be amended to read “only when school is in session and when portable signs are properly displayed”. On calling the roll, all voted aye and the motion carried. Mr. Minx moved with Mr. Young seconding the motion that the ordinance be adopted as amended. All voted aye and the motion carried. Mr. Pierce moved with Dr. Bowers seconding the motion that the emergency clause be adopted. All voted aye and the motion was carried. The ordinance was given the number 1215A.
Mr. Knight offered the following resolution and moved for its adoption with Dr. Bowers seconding the motion. All voted aye and the motion carried.
RESOLUTION TO LEVY A 5 MILL TAX ON ALL REAL AND PERSONAL PROPERTY TO CARRY ON THE GOVERNMENT OF THE CITY OF JONESBORO
The resolution was given the number 1968:31.
Mr. Pierce offered the following resolution and Mr. Knight moved with Mr. Darling seconding the motion that the resolution be adopted. All voted aye and the motion carried.
RESOLUTION TO LEVY A 1 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR A PUBLIC CITY LIBRARY TAX
The resolution was given the number 1968:30.
Mr. Stricklin offered the following resolution and Mr. Knight moved with Mr. Darling seconding the motion that the resolution be adopted. All voted aye and the motion carried.
RESOLUTION TO LEVY A .6 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE POLICEMAN’S PENSION AND RELIEF FUND
The resolution was given the number 1968:29.
Mr. Young offered the following resolution and moved for its adoption with Dr. Bowers seconding the motion. Mr. Copland and Mr. Knight voted nay, Mr. Minx passed and all other members voted aye. Motion carried.
RESOLUTION TO LEVY A .25 MILL TAX ON ALL REAL AND PERSONAL PROPERTY FOR THE FIREMAN’S PENSION AND RELIEF FUND
The resolution was given the number 1968:28.
Mr. Pierce offered the following resolution and moved with Mr. Turner seconding the motion that the resolution be adopted. All aye and the motion carried.
A RESOLUTION PLEDGING SURPLUS REVENUES OF THE CITY WATER AND LIGHT PLANT TO THE PAYMENT OF PRINCIPAL OF AND INTEREST ON CERTAIN GENERAL OBLIGATION BONDS BEING ISSUED BY THE CITY OF JONESBORO, ARKANSAS, AND PRESCRIBING OTHER MATTERS RELATING THERETO
The resolution was given the number 1968:27.
Mr. Knight moved with Mr. Pardew seconding the motion that the bills as okayed by the Finance Committee be paid. All aye and the motion carried.
The Mayor appointed the following to examine privilege license indiscretions and report back to Council: Turner, Bowers and Young.
Mr. Young moved with Dr. Bowers seconding the motion that the Council establish a retirement commission for all city employees and the commission be graduated to serve 1 to 5 years. Roll was called and all voted aye. Motion carried.
There being no further business, Council voted unanimously to adjourn.
