The Metropolitan Area Planning Commission met on Thursday, November 11, 1976 at 7:00 P.M. in the Court Room at City Hall.
 
The meeting was called to order by the Chairman, Mr. Ralph Morrison.  
 
MEMBERS PRESENT: Morrison, Cooper, Smith, Ball, McDaniel, Gott, and Mrs. Morse.
 
MEMBERS ABSENT: Wheeless and Brown.
 
OTHERS PRESENT: Larry Fugate, Gene Martz, Joe Tomlinson, Mike Cameron, and Shirley Watkins.
 
Items for business were as follows:
 
Item #1.  Jerry Bookout requests a rezoning from Residential Two to Commercial One for the following described property.  Lots 7 and 8 of Block 5 of Broadaways Addition to the City of Jonesboro, Arkansas less and except the west 20.0 feet of said Lots 7 and 8; and a part of Lot 9, Block 5 of Broadaway Addition to the City of Jonesboro, said part of Lot 9 being more particularly described as follows:  Begin at the Southwest corner of said Lot 9 (said point being 140.0 feet south of the northwest corner of Lot 9) thence east 100.0 feet; thence north 140.0 feet; thence west 100.0 feet, thence 140.0 feet to the po9int of beginning proper less and except the west 20.0 feet of said part of Lot 9.  General location is described as being on the east side of Bridge Street commencing approximately 158.0 feet north of Washington Avenue continuing north of Hope Street.  This item was tabled by the MAPC at their regular scheduled meeting in October 1976 for the reason of requesting additional information from the developer.  A motion was made by Mr. Smith and seconded by Mr. Gott to DENY the request.  A vote was taken and the motion was passed unanimously.  
 
Item #2.  Mrs. Alfred Watkins requests a rezoning from Residential One to Residential Two at the following described location.  Lots 4, 5, 6, 7, and 8 of Watkins Addition to the City of Jonesboro.  General location of this property is described as being on the west side of Scott Street commencing approximately 307.7 feet southeast of Greensboro Road.  Mrs. Watkins AMENDED the request to include only Lots 7 and 8 to be rezoned to R-2.  A motion was made by Mr. Smith and seconded by Mr. Ball to APPROVE the request subject to the dedication of 30 feet of right of way from the center line of Belt Street and subject to curbs and gutters and a drop inlet being installed on Belt Street as required by the City of Jonesboro.  A vote was taken and the motion was passed unanimously.
 
Item #3.  Developers Mutual, A Partnership requests a zoning of Commercial Three for a parcel of property abutting the present city limits of the City of Jonesboro.  Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for the zoning classification prior to the subject property being annexed to the city.  The MAPC is also asked to make a written statement as to what effect the proposed annexation of this property would have on the city accepting said land. Subject property described as follows:  A part of the Southwest Quarter of the Southeast Quarter of Section 28, Township 14 North, Range 4 East, being more particularly described as follows:  Begin at the northeast corner of the Southwest Quarter of the Southeast Quarter of Section 28 aforesaid; thence south 89.0 degrees, 57.0 minutes west along the 40 acre line 487.1 feet to the point of beginning proper; thence south 0 degrees  42.0 minutes west 335.8 feet, thence south 89.0 degrees, 52.0 minutes west 425.0 feet; thence north 0 degrees 42.0 minutes east 336.3 feet to the 40 acre line; thence north 89.0 degrees 57.0 minute east along said line 425.0 feet to the point of beginning proper, containing 3.2787 acres, and being subject to a 20 foot easement along the north side thereof and a 10 foot easement along the south side thereof.  General location of this property is described as being north of the Craighead Memorial Hospital being approximately 350.0 feet east of Arkansas Highway #1.  A motion was made by Mr. Cooper and seconded by Mr. McDaniel to APPROVE the request.  A vote was taken and the motion was passed unanimously.
 
Item #4.  Kenneth D. Jones and Marlene Jonesboro requests a rezoning from Residential Two to Industrial One at the following described location:  Lot 1 of Elisha Enoch Bond replat of a part of Cobb and Lee Survey of the Southwest Quarter of the Southeast Quarter of Section 22, Township 14 North, Range 4 East.  General location of this property is described as being on the north side of Arkansas Highway 18 East being approximately 285.0 feet east of Arch Street.  This item was WITHDRAWN and no action was taken.
 
Item #5.  John White requests final approval of a property development plan that entails the placement of two buildings on one lot, specifically being two buildings 30' x 170'.  Each building contains 10 apartment units.  General location of this property is described as being on the northeast corner of State and Johnson Avenue.  A motion as made by Mr. Cooper and seconded by Mrs. Morse to APPROVE the request subject to the installation of curb and gutter along State Street.  A vote was taken and the motion was passed unanimously.  
 
Item #6.  Wade Quinn requests final approval of a replat of Lots 1 and 2 of a replat of Lots 57, 58 and a part of 59 of College Place Addition to Jonesboro, Arkansas.  Subject replat changes the present lot dimensions and designates the lots as Lots A and B. The general location of this property is described as being on the southwest corner of State and Johnson Avenue.  A motion was made by Mrs. Morse and seconded by Mr. Ball to APPROVE the request subject to the installation of proper curbs and gutters on State Street and subject to proper ingress and egress on State Street; also subject to Arkansas State Highway Dept. approval for ingress and egress on Johnson Avenue.  A vote was taken and the motion was passed unanimously.    
 
Item #7.  Mrs. Dale Reaves requests final approval of a replat of a part of Block 3 of Wilson's Second Addition to Jonesboro, Arkansas.  Subject replat combines Lots 10, 11, 12, 13, and 14 into two lots to be known as Lots A and B.  General location of this property is described as being on the north side of Huntington Avenue between Gee and Puryear Streets.  A motion was made by Mr. Cooper and seconded by Mrs. Morse to APPROVE the request subject to the dedication of right of way on Huntington Avenue that will conform with the Jonesboro 2000 Master Plan.  A vote was taken and the motion was passed unanimously.
 
The meeting was adjourned at 9:20 P.M.
