DECEMBER 27, 1984
The Metropolitan Area Planning Commission met Thursday, December 27, 1984, at 12:00 p.m. in the Council Chambers, for a Special Meeting at 314 West Washington, Jonesboro, Arkansas to consider the following requests:
MEMBERS PRESENT: Mr. Johnny White, Acting Chairman; Larry Ball, Jerry Orr, Gene Vance, Herbert Blalock, and Jimmy Doyle Hunt
MEMBERS ABSENT: Mr. Roy Cooper, Chairman; Rosalie Barber, and Aubrey Scott
OTHERS PRESENT: Tim Ray, Linda West, Joe Tomlinson and Curt Hodges.
#1 Hubert Brodell, Randy Shanks, Billy Joe Bailey, David Hughey, and Dr. Hermie Plunk request a rezoning from Residential One (R-1) to Commercial Three (C-3), the following described property: A part of the East Half of the Northeast Quarter of the Southwest of Section 29, Township 14 North, Range 4 East. The general location of this property is West of Brown’s Lane and South of Windwood Condominiums.
Mr. Ball made the motion to approve with the stipulation as follows:
a) That the Right-of -Way easement on all of Race Street be 41' along North side and streets to be constructed and commitment of street as property develops.
Seconded by Mr. Vance. REQUEST APPROVED UNANIMOUSLY.
#2 Realty Associates Company, Inc., requests approval of site development plans for an addition of Caraway Plaza Shopping Center property.
Mr. Vance made the motion to approve a conditional approval to erect the steel shell of the building with the stipulation that the text of the letter written by Dennis Zolper, Attorney, dated December 26, 1984 be included. (Attached to original minutes) Seconded by Mr. Blalock. MOTION APPROVED UNANIMOUSLY.
#3 H and S Construction Company requests preliminary approval of plans for Manor Heights Addition, a planned unit development which is to be located on part of the Northwest Quarter of the Southeast Quarter of Section 23, Township 14 North, Range 3 East. The development covers 1.7 acres and contains 20 units in five (5) buildings, for a density of 11.76 units per acre. The general location of the property is South of West Nettleton Avenue and West of Smoot Drive.
Mr. Jon Coleman was the representative for H and S Construction and Mr. Dan Mulhollen is the Engineer for this development. After Mr. Coleman and Mr. Mulhollen presented their plans Dr. and Mrs. Yates, Mrs. Finley, Mr. Rainey and Mr. Ollie presented their opposition.
Mr. Ball made the motion to table this request based on the information available regarding the rules of the Planned Unit Development requiring two (2) acres. Seconded by Mr. Hunt. REQUEST TABLED.
#4 Carroll Caldwell requests final approval of construction plans for Marshall Estates, a subdivision to be located on a part of the Northwest Quarter of Section20, Township 14 North, Range 4 East, containing 29.028 acres more or less. The development will contain 59 lots with the general location being South of East Matthews Avenue and West of Marjorie Drive.
Mr. Ball made motion to approve securing a 10' easement on profess acres. Seconded by Mr. Vance. REQUEST APPROVED UNANIMOUSLY.
#5 H and E Distributors (Keith Felkins) questions on previous replat and site development plan to place building on back of lot - property owner asked about City’s plans for Church Street.
Mr. Vance made the motion to take no action. Seconded by Mr. Hunt. REQUEST TABLED.
