JULY 14, 1983
The Metropolitan Area Planning Commission met Thursday, July 14, 1983 at 7:30 p.m. in the Council Chambers at 314 West Washington, Jonesboro, Arkansas.
The meeting was called to order by Chairman, Mr. Roy Cooper.
MEMBERS PRESENT: Mr. Cooper, Mr. Ball, Mr. Tilton, Mr. White, Mrs. Barber, Mr. Vance, Mr. Blalock.
MEMBERS ABSENT: Mr. Farmer and Mr. Scott.
Others Present: John Broadaway, Joe Tomlinson, Steve Kent, Lee Ann Spigner, Shirley Watkins.
#1. Carroll Caldwell requests a rezoning from Commercial Three (C-3) to Residential Two (R-2) the following described property: Block J of Marlo Acres 7th Addition to Jonesboro, Arkansas. The general location of this property is north of Stroud Street and west of Greenbriar Drive. A motion was made by Mr. Tilton and seconded by Mr. White to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#2. William R. Byrd and Jean Byrd request a rezoning from Residential Two ( R-2 ) to Commercial Four ( C-4 ) the following described property. Lots l and 18 and the East ½ of Lots 2 and 17 of Markle Addition to the City of Jonesboro, Arkansas. The general location of this property is north of Nettleton Avenue and east of Church Street. Sherry Parish represented the property owner and submitted an additional drawing to help show the surrounding streets and parcels. Jane LeBlanc and Win Thompson represented property owners opposed to the request. The property owner decided to request the commission to TABLE the item for 30 days. A motion was made by Mr. Vance and seconded by Mr. White to TABLE the request for30 days. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#3 Robert Rees, James M. Robinette, Larry Payton and Roy Cooper request a zoning classification of Commercial Three ( C-3 ). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what affect the proposed annexation would have on the City accepting said land. The property is described as follows:
Tract #1. A part of the South Half of the Southwest Quarter of Section 27, Township 14 North, Range 4 East, containing 2.99 acres.
Tract II. A part of the Northeast Quarter of the Northwest Quarter of Section 34, Township 14 North, Range 4 East, containing 2.72 acres.
Tract III: A part of the Northeast Quarter of the Northwest Quarter of Section 34, Township 14 North, Range 4 East, containing 6.58 acres.
Tract IV: A part of the South Half of the Southwest Quarter of Section 27, Township 14 North, Range 4 East, containing 2.77 acres.
Tract V: A part of the South Half of the Southwest Quarter of Section 27, Township 14 North, Range 4 East, containing 2.09 acres.
Tract VI: A part of the Northeast Quarter of the Northwest Quarter of Section 34, Township 14 North, Range 4 East, containing 3.00 acres.
The above described property all being contiguous to the City of Jonesboro and containing a total of 20.15 acres, lies along both sides of the U. S. #63 Bypass just west of Willow Road. David Rees, attorney, represented the property owners. After discussion, a motion was made by Mr. Tilton and seconded by Mr. Vance to TABLE the item for 30 days.
#4. Rickey Lovins requests a replat of Lots 11 and 12 of Block B of Sunset Hills Section Addition to Jonesboro, Arkansas. The general location of this property is north of Vicki Drive and west of Airport Road. A motion was made by Mrs. Barber and seconded by Mr. Ball to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#5. David Lamberth requests a replat of a part of the Southeast Quarter of the Southwest Quarter of Section 29, Township 14 North, Range 4 East. The general location of this property is north of the U. S. 63 Bypass and west of Brown’s Lane. A motion was made by Mr. Ball and seconded by Mr. Vance to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#6 The Saudi Customs Cultural Association of Jonesboro requests a replat of Lots 26-37 of Block 8 of E. C. Stuck Addition to Jonesboro, Arkansas into one lot. The general location of this property is south of Johnson and East of Rogers Street. A motion was made by Mr. Ball and seconded by Mr. Tilton to TABLE the request until next month for a replat showing adjacent property. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#7. Harold Graham requests a replat of Lots 4, 5, 9 and 10 of Sloan’s Re-subdivision of Blalock A of Sloan’s Addition to Jonesboro, Arkansas. The general location of this property is south of Richmond Avenue and east of Haltom Street. A motion was made by Mr. Tilton and seconded by Mr. White to approve the request subject to two stipulations:
(1) That lots 9 and 10 be replatted into one lot
(2) Subject to the approval of 3rd reading by Jonesboro City Council on Richmond Street closing on one side of property; that is leaving access for the neighbor.
A vote was taken and the MOTION PASSED UNANIMOUSLY.
#8. B&H Associates request a replat of Lots 5 & 6 of Driftwood East Addition to Jonesboro, Arkansas into one lot. The general location of this property is south of King Street and west of Stadium Road. Jim Burnett represented the property owner. A motion was made by Mr. Tilton and seconded by Mr. Barber to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#9 John White, Jr., Ronnie White and David Conrad request preliminary approval of subdivision plans for Fox Meadow Village. This subdivision is to be located on a 23.6 acre tract of land north of Fox Meadow Lane and east of Caraway Road. The commission requested that Mike Cameron review this development for street requirements before final approval. A motion was made by Mr. Ball and seconded by Mr. Blalock to approve the preliminary request. A vote was taken and the MOTION PASSED UNANIMOUSLY. Mr. White abstained his vote.
#10 Roger Moore requests a replat of a part of Lots 123 and 127 of College Place Addition to Jonesboro, Arkansas. The general location of this property is south of Johnson Avenue and east of Marshall Street. A motion was made by Mr. Ball and seconded by Mr. Blalock to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#11. Roger Moore request approval of a site development plan to be placed on the above mentioned replat. The general location of this property is south of Johnson Avenue and east of Marshall Street. A motion was made by Mr. Ball and seconded by Mr. Tilton to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#12. John Wheeler request a replat of Lots 16, 17, 18 & 19 of Wheeler Heights Subdivision, Jonesboro, Arkansas into four lots. The general location of this property is south of U. S. Hwy 49 North and either side of Oriole Drive. A motion was made by Mr. White and seconded by Mr. Tilton to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#13 Brenda Dacus requests a replat of Lots 1& 2 of Block F of Rankin’s Oak Forest Third Addition to Jonesboro, Arkansas into two lots. The general location of this property is south of White Cr and north of Turtle Creek Dr. A motion was made by Mr. Tilton and seconded by Mr. White to approve the request. A vote was taken and the MOTION PASSED UNANIMOUSLY.
#14 Tommy Rankin requests approval of site development plans for three additional apartment units to be added to White Oak Apartments which is located north of Johnson Avenue, just east to State Street. Mr. Don Harding represented the property owner. A motion was made by Mr. Bell and seconded by Mr. Tilton to approve the request. MOTION PASSED UNANIMOUSLY.
#15. Guaranty Mortgage Company requests a replat of Block E of Scenic Hills 4th Addition to Jonesboro, Arkansas. This replat represents a revision to the Planned Unit Development which includes this area. The general location of this property is east of Freeman Street and South of Rainwood. A motion was made by Mr. Vance and seconded by Mr. White to approve the request.
