CITY COUNCIL MINUTES MAY 3, 1982

 

The Jonesboro City Council met in regular session, May 3, 1982, at 7:30 P.M. Present: Mayor City Attorney, City Clerk and all aldermen.

 

The minutes of April 19, 1982, were approved as mailed on motion by Mr. Sanderson, second by Mr. Park.

 

Mr. Ben Cooper addressed council concerning political signs on city owned property, specifically Main at Nettleton. He contended the signs caused a traffic hazard on Main Street traveling north. Mr. Sanderson requested that the Traffic Safety Officer check intersection for traffic hazards.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS

 

Mr. Johnson offered the following ordinance:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY THE COUNTY COURT DATED MAY 15, 1978; ASSIGNING SAID ANNEXED LANDS TO WARD 5; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE DESIGNATING CERTAIN TRAFFIC CONTROL DEVICES; PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

Mr. Shelton moved the rules be suspended and the ordinance be placed on third and final reading, second by Mr. Mays, all voted aye. Mr. Hannah then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Hinson, all voted aye and the ordinance was assigned #1799.

 

On motion by Mr. Park, second by Mr. Haggenmacher, permission was granted for placing a mobile home at 318/320 N. Main. Answering roll call and voting aye: Park, Stricklin, Hinson, Shelton, Bridger, Smith, Mays and Haggenmacher. Voting nay: Hannah, Johnson, Sanderson and Province.

 

Mr. Stricklin moved for the appointment of Gordon McKenzie to the CW&L Board, representing the Jonesboro School District. Motion was seconded by Mr. Park and all council voted aye.

 

Council was presented a list of telephone bids that had been sought for baseball equipment. Mr. Park informed council that the season would begin on May 10 and there would not be adequate time to advertise for sealed bids. After discussion on the matter, City Attorney Henson informed council that she felt the City could not legally cause its own emergency (pertaining to state bidding procedures). Mr. Hannah moved that the City advertise for sealed bids on the baseball equipment and the Purchasing Agent, be authorized to accept the low bids meeting the specifications. Motion seconded by Mr. Shelton, all voted aye.

 

Permission was granted for advertising for sealed bids for a hand held, radar on motion by Mr. Stricklin, second by Mr. Shelton, all voted aye.

 

Mayor reminded council of the District meeting of the Arkansas Municipal League to be held on May 7 and 8 at the Ramada Inn.

 

With there being no further business, council adjourned.
