Minutes from the City Council meeting on September 6, 1994

The Jonesboro City Council met at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney and all council members.

 

The minutes of August 15, 1994, were approved as amended by motion of Councilman Harpole seconded by Councilman Perrin. The minutes were amended in the first paragraph fifth line from the bottom, changing "Councilman Kelton informed the Council that he had recommended to Mr. Seeman that he get a survey to clear up any questions regarding utility easements" to read "Councilman Kelton informed the Council that he had recommended to Mr. Seeman that he contact City Water & Light if he felt City Water & Light had incorrectly marked the sanitary sewer easement." A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Harpole moved, seconded by Councilman Kelton to appropriate $45,000.00 from the unallocated sales tax fund for the purpose of hiring a qualified traffic engineer to conduct feasibility studies on the recommendations given by the Citizens Planning Committee. Councilman Bowers requested a monthly report be given to the Council. Councilman Vance stated a monthly report is already being given to the Council, but agreed a break down by both MATA committees would be beneficial. A roll call vote was taken resulting in all council members voting aye. Those voting aye were: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Evans offered the following ordinance for the first reading:

 

AN ORDINANCE TO VACATE THE UNIMPROVED PORTION OF NORTH CHURCH STREET

 

Councilman Evans moved, seconded by Councilman Wise to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

The following ordinance was on the third reading

 

AN ORDINANCE TO AMEND ORDINANCE 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (HARVEY ESTATES)

 

Councilman Vance moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. The ordinance was given the number 2575.

 

Councilman Kelton offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 2556 TO PROVIDE FOR A CORRECT LEGAL DESCRIPTION

 

Councilman Vance moved, seconded by Councilman Bowers to suspend the rules and place on the second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. Councilman Vance moved, seconded by Councilman Perrin to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. Councilman Vance moved, seconded by Councilman Kelton for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. The ordinance was given the number 2576.

 

Councilman Harpole moved, seconded by Councilman Bowers to pull the condemnation request for property located at the 5000 block of E. Parker Rd., owned by Charles B. Davis because the house had already been removed. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Councilman Mays moved, seconded by Councilman Harpole to adopt a resolution requesting City Water and Light to provide free electrical service to the islands for the adopt an intersection project located at 1911 East Matthews Avenue. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. The resolution was given the number 1994:46.

 

Councilman Harpole moved, seconded by Councilman Perrin to adopt a resolution certifying Consolidated Molding Technologies LLC to participate in the Arkansas Enterprise Zone program. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. The resolution was given the number 1994:47.

 

Councilman Hannah moved, seconded by Councilman Evans to adopt a resolution authorizing the necessary steps to place the issue of an increase in the money charged (from $1.00 to $2.00) for mosquito control on the ballot for a referendum at the next General Election. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah. The resolution was given the number 1994:48.

 

The following bids were reviewed:

 

94:39 - Side walk replacement - Street Department

Councilman Mays moved, seconded by Councilman Vance to accept the low bid which met specifications. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

94:40 - Pickup Size Ice Control Spreader - Street Department

Councilman Mays moved, seconded by Councilman Harpole to table the bid for two weeks for clarification of specifications as recommended by the Street Committee. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

94:41 - Ice Control Spreader - Street Department

Councilman Mays moved, seconded by Councilman Vance to table the bid for two weeks for clarification of specifications as recommended by the Street Committee. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

94:42 - 25 Cu. Yard Garbage Truck - Sanitation Department

Councilman Hannah moved, seconded by Councilman Harpole to accept the low bid meeting specifications plus a five year warranty for an additional $549.00 as recommended by the Sanitation Committee. A roll call vote was taken resulting in all council members voting aye. Those members voting aye are as follows: Wise, Evans, Ingram, Province, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays and Hannah.

 

Under new business Mayor Brodell commended Mr. Doug Little, Code Enforcement Officer for breaking Jonesboro's compliance record with 318 compliances. Mayor Brodell also informed the Council of a meeting with the Corp of Engineers and all utility companies, scheduled for September 15, 1994, at 10:00 a.m. regarding the Higginbottom Creek and Moore's Ditch project.

 

Councilman Bowers informed the Council of an auction conducted by the Police Department September 17, 1994, at 9:00 a.m. at the Justice Complex.

 

Councilman Kelton informed the Council of a public hearing September 8, 1994, at 7:00 p.m. at City Hall to discuss a proposed Home Builder's registration ordinance.

 

Councilman Hannah reported that Mr. Mueller, head of Sanitation has assured him that everyone will be able to participate in the Recycling Program by January 1, 1995.

 

With no further business the meeting was adjourned at 8:00 p.m.
