MAPC MINUTES

JUNE 9, 1988

body

The Metropolitan Area Planning Commission met Thursday, June 9, 1988 at 7:00 p.m. in the Council Chambers, 314 W. Washington. The requests considered are as follows:

MEMBERS PRESENT: Mr. McCracken, Mr. Vance, Mr. Lusby, Mr. Lamberth, Mr. Blalock

MEMBERS ABSENT: Mr. Sloan, Mr. Smock, Mr. Harris, Mr. McDonald

Preceding consideration of items on the agenda was discussion by the members of the Commission about changing the meeting date for the MAPC. As of now it was explained that meeting on the second Thursday of the month causes items requiring City Council action to be delayed an average of 17.5 days. Changing from the second Thursday to the second Tuesday of the month would reduce this average to 7.2 days before reaching the City Council. If the meeting date were to be scheduled on the first Thursday it would be only slightly better with approximately 14 days between MAPC and the Council and could also be a problem with deadlines for plans to be submitted. A rezoning could conceivably take three months for approval or denial with the meeting date of the second Thursday. A request will be made to the City Attorney for him to check the ordinances to see if they set a specific meeting date and if so what would have to be done to change the date.

Mr. Vance made a motion on behalf of the Commission that it is their intent to change the MAPC meeting date from the second Tuesday beginning in August provided there are no conflicts with the ordinances that would require action by the City Council. Mr. Lusby seconded the motion. All members present voting aye. MOTION APPROVED.

#1 Mr. Lamberth made a motion to approve a rezoning request from Ag-1 to I-1 for Mr. & Mrs. Raymond Palmer subject to their being no conflict with City Ordinances related to the flood way and flood plain. The property is located north of Hwy. 18 and west of Commerce Drive. Mr. Vance seconded the motion. All members present voting aye. MOTION APPROVED.

#2 W. H. “Dutch” Noe and Polly Bibbs requests a replat of Oak Meadow North for all of Block C and part of Blocks B, D and E. The general location of this property is north of Oak Meadow Drive and west of Oak Meadow Blvd.

There was considerable discussion as to whether this was a continuance of a PUD or a subdivision and who the responsible parties are for maintaining the “common” property areas. The developer stated that all maintenance on the new common property area would be maintained by the property owner’s association and the original development by the existing property owners’ association and that then complete the two would become one.

Mr. Vance made a motion to approve this request with the stipulation that before it is recorded that the City Attorney examine and approve the Master Deed and Bylaws to make sure all property owners have a responsibility for maintaining the common property and also that the developer would finish the streets according to City specifications. The motion was seconded by Mr. Lamberth. All members present voting aye. MOTION APPROVED.

#3 A Motion was made by Mr. Lusby to approve a replat request by Mike McNabb for Lots 11 through 14, Block B of Heatheridge II Subdivision, located west of Heatheridge Drive. The motion was seconded by Mr. Blalock. All members present voting aye. MOTION APPROVED.

#4 Mr. Lamberth made a motion to approve a subdivision name change from Williamsburg Addition to Heatheridge III Subdivision for Mike McNabb. Mr. Lusby seconded the motion. All members present voting aye. MOTION APPROVED.

#5 Carroll Caldwell requests preliminary approval of plans for Southwest Square, a subdivision located on the SE corner of the NE 1/4, NW 1/4, of Sec.30, T14N, R4E. The development covers 9.70 acres, more or less, and will have 25 lots. The property is located east of Park Place and west of Marlo Acres Third Addition.

Mr. Lamberth made a motion to approve the request for preliminary approval with the stipulations that an additional one foot of right-of-way be granted on Southwest Drive from centerline and that the 25' drainage and utility easement be split to reflect a 15' drainage easement and a 10' utility easement. Mr. Lusby seconded the motion. All members present voting aye,

MOTION APPROVED.

#6 Mr. Vance made a motion to approve a replat of Lots 20 and 21 of Upper Duckswater for James Schrantz, Upper Duckswater 1st Revision. The property is located west of Bloom Meadow. The motion was seconded by Mr. Blalock. All members present voting aye. MOTION APPROVED.

In other business:

Mr. McCracken read a letter of resignation from Tom McDonald in which was stated that a busy travel schedule prevents him from attending many meetings of the MAPC.

The meeting was adjourned at 8:15.
