CITY COUNCIL MINUTES - AUGUST 19, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all the Aldermen with the exception of Mr. Mays and Mr. Shelton who were unable to attend.

 

The minutes of August 5, 1991, were approved as mailed by motion of Mr. Stricklin, seconded by Mr. Hannah. All voted aye.

 

Mr. Hannah offered the following ordinance for first reading:

 

THAT ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS, BE AMENDED AS RECOMMENDED BY THE METROPOLITAN AREA PLANNING COMMISSION BY THE CHANGES IN ZONING CLASSIFICATIONS.

 

Mr. Hannah moved, seconded by Mr. Stricklin to suspend the rules and place on second reading. All voted aye.

 

Mr. Hannah then moved, seconded by Mr. Stricklin to further suspend the rules and place on third and final reading. A roll call vote was taken. All voted aye with the exception of Mr. Evans, Mr. Bridger, and Mr. Sanderson who voted nay.

 

Mr. Hannah offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 2018, THE FLOOD PREVENTION ORDINANCE, BY ADOPTING THE OFFICIAL FLOOD INSURANCE STUDY DATED JANUARY 18, 1991, AND THE FLOOD INSURANCE RATE MAP AND THE FLOOD BOUNDARY FLOOD WAY MAP EFFECTIVE SEPTEMBER 27, 1991.

 

Mr. Hannah moved, seconded by Mr. Strauser to suspend the rules and place on second reading. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Strauser to further suspend the rules and place on third reading. All voted aye. Mr. Hannah moved, seconded by Mr. Strauser to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given number 2354.

 

Mr. Evans moved, seconded by Mr. Hannah to set a Public Hearing for the vacating and abandonment of Michael Lane, Byrne Wood Drive, and a portion of Brookwood Place for 7:00 p.m. on Tuesday, September 3, 1991. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Evans to set a Public Hearing for the formation of a Street Improvement District regarding Colony Road for 7:10 p.m. on September 3, 1991. All voted aye.

 

The following bid was up for review:

 

91-35 - Public Officials Liability - Gallayber & Co.

Mr. Hannah moved, seconded by Mr. Strauser to accept the low bid meeting specifications. All voted aye.

 

Mr. Hannah offered the following traffic resolutions to be taken one at a time:

 

(A) -20 MPH Speed Limit sign on Peachtree Avenue from Bridger Road to Pleasant Grove Road. Discussion followed by the Aldermen concerning the 20 MPH being too slow. Mr. Hannah conveyed Captain Rainey’s feelings concerning his obligation to recommend what he considered a safe speed. A roll call vote was taken which resulted in a tie. All voted aye with the exception of Mr. Province, Mr. Sanderson, Mr. Strauser, Mr. Hinson, and Mr. Nix. Mayor Brodell broke the tie by voting aye.

 

(B) -30 MPH Speed Limit sign on Bridger Road, from Hwy 49 North to Peachtree Avenue. Mr. Hannah moved, and Mr. Strauser seconded the motion to adopt the resolution. All voted aye. The resolution was given number 1991:33.

 

(C) -30 MPH Speed Limit sign on Woody Lane from Dan Street to where Woody Lane dead ends. Mr. Hannah moved, and Mr. Strauser seconded the motion to adopt the resolution. All voted aye. The resolution was given number 1991:34.

 

(D) -“NO PARKING” sign on Washington Avenue at the Northwest corner of the Justice Complex Parking Lot, and to remove markings indicating existing parking. Mr. Nix moved, and Mr. Stricklin seconded the motion to adopt the resolution. All voted aye. The resolution was given number 1991:35.

 

(E) -“STOP” signs at the following locations:

-Bridger Road at Peachtree Avenue

-Lynette Drive at Bridger Road

-Woody Lane at Dan Street

 

Mr. Hannah moved, and Mr. Evans seconded the motion to adopt the resolution. All voted aye. with the exception of Mr. Sanderson who voted nay. The resolution was given number 1991:36.

 

Mr. Hannah offered a resolution to pay Arkansas State Highway and Transportation Department for the installation of flashing signals with gates at the referenced railroad crossing in the sum of $14,915.00 to come from the unappropriated Street Fund. Mr. Evans moved, seconded by Mr. Stricklin to adopt the resolution. A roll call vote was taken and all voted aye. The resolution was given number 1991:37.

 

Under new business Mr. Hannah motioned, seconded by Mr. Evans that the Council Meeting scheduled for September 2, 1991, be moved to Tuesday, September 3, 1991. All voted aye.

 

Mr. Hinson requested the Aldermen to review a resolution to set the cost of purchasing a cemetery lot owned by the City of Jonesboro, Arkansas prior to the next Council Meeting.

 

With no further business the meeting was adjourned.
