AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT DATED JANUARY 18, 1960; ASSIGNING SAID ANNEXED TERRITORY TO WARDS; DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES

WHEREAS, a petition for the annexation of certain lands to the City of Jonesboro, Arkansas hereinafter described was duly filed in the County Court of Craighead County, Arkansas, Western District, on December 15, 1959; and
WHEREAS, said petitions for the annexation of said land was signed by a majority of the total number of real estate owners, owning more than one-half of the acreage to be annexed to the City of Jonesboro; and
WHEREAS, an order setting a hearing, and a hearing upon said petition was duly had and held in the County Court on January 18, 1960, at which hearing it was duly found and declared that said petition for annexation was right and proper and that such lands hereinafter described should be annexed to the City of Jonesboro, whereupon an order of annexation was made and entered; and
WHEREAS, 30 DAYS HAS EXPIRED SINCE THE ODER OF ANNEXATION DATED January 18, 1960, and no proceedings to prevent said annexation having been filed in the Circuit Court for the Western District of Craighead County, Arkansas, said annexation proceedings was in all things confirmed by the County Court by its order February 23, 1960.
NOW, THEREFORE, BE IT ORDAINED, AND ENACTED by the City Council of the City of Jonesboro, Arkansas:
Section 1: The territory and lands annexed to the City of Jonesboro, Arkansas, by order of the County Court of Craighead County, Arkansas, Western District, by its order of January 18, 1960, be and are hereby accepted by the City of Jonesboro, Arkansas, and said territory hereinafter described shall be hereafter deemed and taken to be a part and parcel of the limits of the City of Jonesboro, Arkansas, and the inhabitants residing therein, shall have and enjoy all of the rights and privileges of the inhabitants within the original limits of the City of Jonesboro, Arkansas.
Section 2: The lands and territory hereby annexed to and accepted by the City of Jonesboro, Arkansas, are more particularly described as follows, to-wit:
TRACT #1: Begin at a point where the South line of the North Half of the South Half of Section 22, Township 14 North, Range 4 East, intersects with the North and East right-of-way line of the St. Louis and San Francisco Railroad Company; thence run Northwesterly along said right-of-way line to the point where same intersection with the West line of said Section 22, Township 14 North, Range 4 East; thence run South to a point 653.5 feet North of the Southeast Corner of the Northeast Quarter of the Southeast Quarter of Section 21, Township 14 North, Range 4 East; thence run West 1080 feet along the North line of Lot 12 of the Turtle Creek Ranch Addition to the City of Jonesboro, Arkansas; thence run Northwesterly along the center line of the ditch to a point where same intersects with the South line of Lot 10 of said Turtle Creek Ranch Addition produce Eastward; thence run West along said line produced Westward to the Northeast corner of Lot 11 of said Turtle Creek Ranch Addition; thence run South 295 feet; thence run West 200 feet to the West line of the Southwest Quarter of said Section 21; thence run South on said line 642.2 feet to the Southwest Corner of the Northwest Quarter of the Southeast Quarter of said Section 21; thence run West to the Southwest Corner of the Northwest Quarter of the Southwest Quarter of said Section 21; thence run North a distance of 1.650 feet; thence run East a distance of 660feet, more or less, to the West boundary line of Noble Acres Addition to the City of Jonesboro; thence run North to the Northwest corner of said Noble Acres Addition; thence run East to the Northeast corner of Guy A. Pardew Sub-division of a Part of the west Half of the East Half of the Southeast Quarter of Northwest Quarter of Section 21; thence South 990 feet to the North line of the South Half of South Half of South Half of the Northwest Quarter of said Section 21; thence run East to the North and East right-of-way line of the St. Louis and San Francisco. Railroad Company; thence run Northwesterly along the right-of-way line to the point where same intersects with the East line of the West Half of said Section 17, Township 14 North, Range 4 East; thence South to the center of said Section 20; thence run East 1015 feet; thence run South 660feet; thence run West to the West line of said Section 20; thence run South on said Section line to the Southwest corner of the Northwest Quarter of the Southwest Quarter of said Section 20; thence run East to the Northeast corner of the Northwest Quarter of the Southwest Quarter of the Southwest Quarter of said Section 20; thence run South to the Southeast corner of the Northwest Quarter of the Southwest of the Southwest Quarter of said Section 20; thence run West to the Northeast corner of Lot 14 of Senter and Company’s Addition to Jonesboro, Arkansas; thence run South along the East line of said Lot 14 to the North line of the Old Nettleton Road thence run West along said North line to the West line of the existing right-of-way of State Highway No.1., produced Northward; thence run South along said right-of-way line to the pint of intersection with the South line of the Northeast Quarter of Section 30, Township 14 North, Range 4 East; thence run East along the Half Section line to the Southwest corner of the East Half of the East Half of the Northeast Quarter of Section 30, Township 14 North, Range 4 East; thence run North to a point 477.25 feet South of the South right-of-way line of Highway No.18; thence run East parallel with said Highway No.18 to the West line of the Northwest Quarter of Section 29, Township 14 North, Range 4 East; thence run North along said Section line to a point 300 feet South of the South right-of-way of Highway No.18; thence run East parallel with said Highway No.18 to the West line of the East Half of the Northeast Quarter of said Section 29; thence run South to the Southwest corner of the said East Half of the Northeast Quarter of the Northwest Quarter of said Section 29; thence run East to the Southeast corner of said East Half of the Northeast Quarter of the Northwest Quarter of said Section 29; thence run South to the Southwest corner of the North Half of the Southwest Quarter of the Northeast Quarter of Section 29; Township 14 North Range 4 East; thence run East to the Southeast corner of the North Half of the Southwest Quarter of the Northeast Quarter of said Section 29; thence run North to the Southwest corner of the Northeast Quarter of the Northeast Quarter of said Section 29; thence run East to the Southeast corner of said Northeast Quarter of the Northeast Quarter of said Section 29; thence run North to a point 150 feet South of the South right-of-way of Highway 18; thence run East on a line parallel with said Highway No.18 to the West line of the Northeast Quarter of Northwest Quarter of Section 28. Township 14 North, Range 4 East; thence run South to the Southwest corner of the North Half of the Southeast Quarter of the Northwest Quarter of said Section 28; thence run East to Southeast corner of said North Half of the Southeast Quarter of the Northwest Quarter of said Section 28; thence run South to the half section line of said Section 28; thence run East along said half section line through Section 27 and Section 28, Township 14 North, Range 4 East to the Southwest Corner of the Southeast Quarter of the Northwest Quarter of Section 27 to the Northeasterly right-of-way line of the drainage ditch of Drainage District No.20; thence run in a Northwesterly direction along the Northeastern line of said ditch to the North line of the Northwest Quarter of the Northwest Quarter of the Northwest Quarter of said Section 27; thence run East to the Northeast corner of the Northwest Quarter of the Northwest Quarter of said Section 27; thence run North to the point of beginning.
Tract No.2: Begin at the Southwest Corner of the Northwest Quarter of the Northwest Quarter of Section 24, Township 14 North, Range 3 East; thence East 990 feet to the point of beginning.
Tract No.3: Begin point of intersection of East line of Section 27, Township 14 North Range 4 East with the South line of Sarah Street; thence East 153.2 feet; thence North along the East line of Earl Keich Addition and Earl Keich Fourth Addition 660 feet; thence East 1470 feet to the East line of Veon C. Keich Addition; thence North 600 feet West 1623.2 feet or to the East line of Section 22, Township 14 North, Range 4 East; thence South along the East line of Section 22 Section 27, Township 14 North, Range 4 East to the point of beginning.
Tract No.4: Begin at the Northeast corner of Southeast Quarter of the Southwest Quarter of Section 24, Township 14 North, Range 3 East, thence West to center line of Christian Creek; thence South along center line of Creek to the South line of Section 24, Township 14 North, Range 3 East; thence East on Section line to Quarter corner Section 24, and Section 25, Township 14 North, Range 3 East; thence South on Quarter Section line to center of Section 25, Township 14 North, Range 3 East; thence West 660 feet; thence South to South line of Northeast Quarter of Southwest Quarter of Section 25, Township 14 North, Range 3 East; thence West to the Northwest corner of Southeast Quarter of Southwest Quarter of Section 25, Township 14 North, Range 3 East; thence South to South line of Section 25, Township 14 North, Range 3 East; thence East along aforesaid line to the Southeast corner of Southwest Quarter of Southeast Quarter of Section 25, Township 14 North, Range 3 East; thence South along the West line of Northeast Quarter of Northeast Quarter of Section 36 to Southwest corner of Northeast Quarter of Northeast Quarter of Section 36; thence East to Range line; thence North on the Range line to East Quarter corner of Section 25, Township 14 North, Range 3 East; thence West on Quarter Section line to East line of Old flint Street Road or Wood Street; thence North and Northeasterly along said road to point where same intersections the South line of Section 24, Township 14 North, Range 3 East; thence West on said South line to Quarter corner Section 24, Township 14 North, Range 3 East and Section 25, Township 14 North, Range 3 East; thence North on Quarter Section line to Northeast corner of Southeast Quarter of Southeast Quarter of Southwest Quarter of Section 24, Township 14 North, Range 3 east to the point of beginning; LESS AND EXCEPT the South Half of the Southwest Quarter of the Southeast Quarter of Section 25, Township 14 North, Range 3 East, containing 20 acres, more or less. The Southeast Quarter of the Southeast Quarter of the Southwest Quarter of Section 25, Township 14 North, Range 3 East, less and excepting a tract of land 210 feet North and South by 420 feet East and West out of the Northwest corner thereof, containing less said exception 8 acres, more or less, containing the aggregate 28 acres, more or less.
Section 3: The lands and territory annexed to the City of Jonesboro and hereby accepted by the City of Jonesboro are hereby assigned and attached to the following Wards of the City of Jonesboro, Arkansas, as follows:
The lands and territory hereinabove described as Tract #2, same being North of Cherry Avenue and South of Washington Avenue, be and is hereby assigned and attached to Ward No.3.
All that portion of the lands and territory hereinabove described lying East of Patrick Street and North of East Matthews Avenue and East Matthews extended is hereby assigned and attached to Wart No.2.
All of that portion of the lands and territory hereinabove, described lying East of Patrick Street, North of Eason Avenue and Eason extended eastwardly to the easternmost line of the corporate limits of the City of Jonesboro, and South of East Matthews Avenue and East Matthews Avenue extended eastwardly be and is hereby assigned and attached to Ward No.3.
All of the lands and territory hereinabove described lying North of Wilkins Avenue and Wilkins Avenue produced eastwardly, and South of Easton Avenue and Easton Avenue produced eastwardly be and is hereby assigned and attached to Ward No.4.
All of the lands and territory hereinabove described lying South of Neville Avenue, South of College Avenue from Frierson Street to Church Street, South of Wilkins Avenue from Church Street running eastwardly along the center of Wilkins Avenue and Wilkins Avenue extended to the Western limits of Nettleton Ward be and are hereby assigned and attached to Ward No.5.
Section 4: It is hereby found and declared by the City Council of the City of Jonesboro, Arkansas that there is now an extreme urgency that the territory herein be immediately annexed to and accepted by the City of Jonesboro to that said property may be included in the cities 1960 census count; and that it is in the interest of the City of Jonesboro and the citizens and property owners of said territory that same be annexed to the City so that the said territory can be entitled to fire, police, zoning and other protection and benefits, and that said benefits and protection are urgently needed now in order to allow the growth and development of said lands and territory. Therefore, an emergency is hereby declared to exist, and this ordinance being necessary for the preservation and protection of the public peace, health and safety, shall take effect and be in full force from and after its passage.
