Jim Pitts, the newest member of the commission was welcomed.

 

Minutes from the July 18, 1994, and August 9, 1994, meetings were approved as submitted.

 

#1 SP94-20 Kraft General Foods requests approval of expansion plans for their existing manufacturing plant. The new addition will contain 50,000 square feet and will approximately double the size of the existing facility. The property is located on the northeast corner of Commerce Drive and C. W. Post Road.

 

Ms. Shaw made a motion to approve the request, seconded by Mr. Damron. Five voted aye, 0 no, 3 absent for vote. REQUEST APPROVED.

 

#2 RZ94-27 Johnny White, Jr. requests approval of rezoning from R-1 to R-2 for part of Lot 3 of the Loyd Subdivision. The property is located on the West side of Airport Road, South of Hill Drive.

 

It was noted that a variety of uses were in effect in the area, including multi-family and a daycare.

 

Mr. Phillips made a motion to approve the request subject to Lot 1 being replatted to show 60' frontage on Airport Road. Mr. Damron seconded, with 5 voting aye, 3 absent, and one abstaining, REQUEST APPROVED.

 

#3 RZ94-28 Sloan Farms Incorporated requests approval of rezoning from R-2 to C-1 for Lots 10, 11, 12 and the East 24'of Lot 13 and the North 27.5' of Lot 16 of Homer Parr Addition.

 

Ms. Shaw made a motion to approve the request with right of way being addressed when property is replatted. Mr. Damron seconded the motion, 5 voted aye, 0 no, 3 absent for vote. REQUEST APPROVED.

 

#4 PP94-14 Keith Petrek requests preliminary approval of subdivision plans for Hannah Hills containing 12 lots on 5.25 acres. The property is located north of Hunters Ridge Drive, East of Culberhouse Street and South of Brentwood Drive.

 

Carlos Wood, engineer for the project, addressed the commissioners about drainage proposals for the subdivision. Mr. Boyd and Mr. Sitz, homeowners in the Brentwood Subdivision, with property adjoining this subdivision, voiced concern for drainage on the North side of Hannah Hills. Mr. Damron made a motion to approve the request subject to drainage between Lots 5 and 6 being worked out and drainage on Lot 12 should be worked out by Mr. Lowes, the project engineer and Mr. Boyd before coming back for final approval. Ms. Finley seconded the motion with 4 voting aye, 2 no, and two absent, REQUEST APPROVED.

 

#5 PP94-15 Lawrence Stallings requests preliminary approval for subdivision plans for Sunny Meadow Acres containing 6 lots on 1.10 acres. The property is located on the South side of Sunny Meadow Lane, East of Caraway Road.

Ms. Finley made a motion to approve the preliminary with th recommendation from the Fire Chief that there not be a temporary/permanent cul-de-sac. It is expected that the road will continue East then North to Parker Road. Mr. Damron seconded the motion, 4 voted aye, 0 no, 3 abstained, one absent for vote, REQUEST APPROVED.

 

#6 FP94-15 Skip Macon requests final approval of subdivision plans for Pecan Grove containing 17 lots on 7.76 acres. The property is located on the West side of Aggie Road, North of Fielder Drive.

Ms. Finley made a motion to approve the final plans, seconded by Mr. Damron. Six voted aye, 0 no, one abstained and one absent for vote, REQUEST APPROVED.

 

# 7 PUD94-2 John Marcom requests preliminary approval of plans for Quail Ridge 4th Addition, a Residential Planned Unit Development containing 78 lots with one dwelling unit per lot. The subdivision is a continuation of Quail Ridge Drive eastward, South of Vail Drive.

 

Mr. Little made a motion to approve subject to the following items being shown on the final plat.

 1. Provide additional access East and West

 2. Consult with City Engineer for possible alignment with Horne Road

 3. Provide proper notification and verification of signatures

 4. All streets need to be named

 5. Christian Creek needs to be addressed

Mr. Damron seconded the motion, 8 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#8 FP94-16 Kenny Griggs requests final approval of subdivision plans for Wilderness Run Subdivision containing 32 lots on 37.08 acres. The property is located on the North side of Lawson Road, East of Culberhouse Street.

 

Mr. McCracken made a motion to approve the request subject to the following stipulations:

1. Curb and gutter and underground drainage should be approved by the City Engineer.

2. Street Improvement Agreement for Lawson Road

3. Satisfy the City Engineer with regard to drawings for contours not matching existing surfaces

Mr. Damron seconded the motion with 8 ayes, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#9 SP94-18 Cooper Construction Company requests approval of site plans for a shopping center and Dixie Cafe. The shopping center contains 15,000 square feet and the restaurant contains 7,100 square feet. The property is located on the East side of Caraway Road, North of Super 8 Motel. Ms. Shaw made a motion to approve the request, seconded by Ms. Finley. Eight voted aye, 0 no, REQUEST APPROVED.

 

#10 SP94-19 Aycock Pontiac requests approval of site plans for a car dealership to be located on the North side of Stadium Square, East of Parker Road. The proposal includes two buildings containing a total square footage of 17,750. Ms. Shaw made a motion to approve the request, seconded by Mr. McCracken. Eight voting aye, 0 no, REQUEST APPROVED.

 

#11 PP94-18 Ted Troutman requests preliminary approval of subdivision plans for Troutman's Subdivision containing 6 lots on 4.75 acres more or less. The property is located on the East side of Crowleys Ridge Road, North of Branchwood Lane.

 

Mr. McCracken made a motion to approve the request subject to:

1. Comments in the staff report

2. Offset Troutmans Cove with Branchwood

3. Acknowledge there may be a seventh lot

Mr. Damron seconded the motion, 7 voting aye, 0 no and one absent for vote, REQUEST APPROVED WITH STIPULATIONS.

 

#12 PP94-19 Bill McMasters requests preliminary approval of subdivision plans for McMasters Southwest Drive Addition containing 19 lots on 7.81 acres. The property is located on the West side of Southwest Drive, 1/4 mile South of Kellers Chapel Road.

 

Clay Kenward, property owner across from this proposed development, spoke in opposition. He believes the land will be used only as a gravel pit operation, would destroy the value of his home, and is illegal.

 

Mr. McMasters has been barred by court injunction from hauling gravel from of this land. The zoning is R-1 which makes it illegal to operate a business in this particular zoning. He stated he would move gravel as contracts were obtained.

 

Mr. Little made a motion to disapprove the request based on excessive cuts in contours, implication of mining operations, and appearance for an entrance into the city. If a subdivision is the main priority it can be done utilizing existing terrain. Ms. Shaw seconded the motion, 8 voting

aye, 0 no, REQUEST DENIED.

 

#13 SP94-21 Ruben Shaw requests approval of site plans for an apartment complex on 1.23 acres located on the West side of North Church Street, North of Cedar Street.

 

Mr. Evans, who lives immediately South of this property, spoke about concerns for runoff from this property onto his. Water now backs up near his rear door and with the property built up and developed next door it will only add to his problem.

 

Ms. Finley made a motion to approve the request with the following stipulations:

1. Right of way on North Main Street needs to be included on plat

2. Developer, his engineer and the city engineer, meet and work out drainage details

3. Curbed entrance on North Church Street

4. Open ditch on North Church Street

Mr. Little seconded the motion with 7 voting aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#14 SP94-24 Franklin Springle requests approval of revised plans for a shopping center to be located on the southwest corner of Nettleton Avenue and National Road.

 

Ms. Shaw made a motion to approve the request subject to the following stipulations:

1. Drainage to be worked out on final plat to meet approval of City Engineer

2. Curb and gutter and underground drainage along Nettleton to be replaced with Street Improvement Agreement because of possible changes required by MATA Plan

3. Ditch along Nettleton not deep enough and grades to flat

Mr. Little seconded the motion with 7 voting aye, one no, REQUEST APPROVED WITH STIPULATIONS.
