CITY COUNCIL MINUTES - SEPTEMBER 8, 1987

 

The Jonesboro City Council met at 7:30 p.m. at City Hall. Present were Mayor, City Clerk, City Attorney and all Aldermen.

 

The Minutes of August 17, 1987, were approved as mailed on motion by Mr. Evans, seconded by Mr. Stricklin. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Hinson for the placement of a mobile home at 208 Hickory by Dickie Goad. A roll call vote was taken and all voted aye.

 

Mr. Bruce Biggin, representing the American Constitution Committee presented Mayor Brodell and the City of Jonesboro with a framed painting depicting the Declaration of Independence and a book. Mayor Brodell read a proclamation commemorating the Bicentennial.

 

Mr. Mayor offered a resolution regarding plans and procedures for the standards and policies of the Annexation Committee. Mr. Mays then moved, seconded by Mr. Evans for the adoption of the resolution. All voted aye. The resolution was given the number 1987:31.

 

Mr. Sanderson offered the following ordinance for first reading: (Amend #954 mini-ware-houses)

 

AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE, PROVIDING FOR ESTABLISHMENT OF ENUMERATED PERMITTED USES AND FOR OTHER PURPOSES.

 

The following ordinance was on third reading: (Annex/R. Griffin, et al, Hwy18 E, 33.7 acres)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY A-1 AND I-1; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Joe Tomlinson requested a 1-200 scale plat be provided. Attorney Skip Mooney concurred. Mr. Stricklin moved, seconded by Dr. Strauser for the adoption of the ordinance with the stipulation that a 1-200 scale plat be provided and with the emergency clause. All voted aye. The ordinance was given the number 2046.

 

The following ordinance was on third reading; (Annexation/ G. Stem, Lots 13 & 14 of Heritage Hts. 2nd phase)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY (R-1, AS SHOWN ON THE ANNEXATION PLAT); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Evans for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2047.

 

The following ordinance was tabled on August 3, 1987: (Annexation/Henry Turner, off Hwy 226, 90 acres)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Attorney Dennis Zolper presented the Director of Public Works with a recorded right-or-way deed regarding the proposed annexation. Mr. Park moved, seconded by Mr. Stricklin to remove the ordinance from tabled status. All voted aye. Mr. Hannah requested the ordinance contain the same stipulation placed on other recently adoption annexation of land whereby if streets or other improvements are made, it will be done at the present or future property owners expense, and the city will not bear the expense, and this will be recorded and included in the abstract. Mr. Park then moved, seconded by Mr. Stricklin for the adoption of the Ordinance with the emergency clause and with the stipulation that a 1-200 scale map be provided and including the recommendation by Mr. Hannah. All voted aye. The ordinance was given the number 2048.

 

Mr. Stricklin moved, seconded by Mr. Shelton to approve the Public Sale #87:04. All voted aye.

 

Mr. Evans moved, seconded by Mr. Hinson to allow the placement of a mobile home at 904 Logan by Barbara Butler. All voted aye.

 

Mr. Bridger moved, seconded by Mr. Shelton for the condemnation of structures a 640 W. Johnson and 229 S. Bridge. All voted aye.

 

Mr. Shelton moved, seconded by Mr. Bridger for the adoption of the Rules and Regulation of the Jonesboro Police Dept. All voted aye.

 

Mayor Brodell announced that the third dog catcher will be hired in order to provide the city with additional coverage seven days a week from 6 a.m. - 10 p. m. The position will be filled through November 20, 1987, as no additional appropriation will be necessary.

 

Mayor Brodell presented a summary of Grass and Weeds and car removal and announced that 400 complaints have been worked since Jan. 1 and expressed progress in the area.

 

Mr. Bridger offered a resolution setting a Public Hearing regarding the vacating an abandonment of Carol Circle at 7:15 p.m. on Sept. 21. Mr. Bridger then moved, seconded by Mr. Shelton for the adoption of the resolution. All voted aye. The resolution was given the number 1987:32.

 

Dr. Strauser, Chairman of Finance Committee recommended the purchase of a cash register be allowed for the City Collectors Office and to draw additional funds from the General Budget. Mr. Shelton moved, seconded by Mr. Hannah to approve the recommendation. All voted aye.

 

Dr. Strauser presented a Finance Committee recommendation to appropriate $20 thousand from the unappropriated Capital Improvement to the Sanitation Fund for fill dirt at the Landfill. Dr. Strauser then moved, seconded by Mr. Hannah to approve Finance Committee recommendation. All voted aye.

 

Aldermen Strauser moved, seconded by Mr. Bridger to impose a 90-day moratorium on the initiation of new applications on annexations until the city can have an opportunity to deal with the proposals currently before them and to allow the annexation committee to develop standards regarding same. The moratorium excludes any annexation proposals currently before the council and the two which will be presented to the MAPC on Thursday, Sept. 10, 1987. All voted aye. Mayor Brodell stated the 90-day moratorium period is not definite, but a guideline. If the annexation policies are squared away sooner, new applications could be accepted, or the embargo extended if necessary.
