Minutes for the City Council meeting on March 1, 1954

The City Council of the City of Jonesboro, Arkansas, met in regular session on the above named date at 7:30 p.m. in the City Hall. There were present: Mayor, City Clerk, City Attorney and the following named Councilmen: Berry, Rogers, Booker, Stricklin, Snow, Stephens, Copeland, Hendrix, Johnson and Taylor.

 

Mr. Booker made the motion on the Mayor’s recommendation that the following men be appointed as Parking Authority Board:

 

Bud Schoenfield, 1 year

Joe Burns, 2 years

J.D. Weatherly, 3 years

James Patrick, 4 years

Beryl Smith, 5 years

 

Mr. Stephens seconded the motion, roll was called all voting aye.

 

Mr. Johnson made the motion, seconded by Mr. Booker, that Bob Cameron be granted a permit to open a fixit shop. Roll was called. All aye. Permit granted.

 

Mr. Copeland made the motion, seconded by Mr. Stephens, that Hugh Harrington be granted a permit to operate a tire repair shop. Roll was called. All voted aye. Permit granted.

 

Mr. Booker made the motion seconded by Mr. Stricklin that J.C. Penney and Co. be granted permission to build a small building as per specifications to house an air conditioning unit. Roll was called. Nine voting aye, one pass. Permission granted.

 

Mr. Booker made the motion, seconded by Mr. Berry, that the Booker T. Washington P.T.A. be granted permission to solicit for a period of two weeks for the purpose of buying equipment for the playground. All aye.

 

Mr. Booker made the motion, seconded by Mr. Berry, that Wes Mooneyham be granted a temporary leave as Chief of Police. Roll called. Nine voting aye. One pass. Motion carried.

 

Mr. Berry made the motion, seconded by Mr. Booker, that the Council affirm the Mayor’s appointment of Dewitt B. Haynes as temporary acting Chief of Police. Roll called. Eight voting aye, one No and one pass. Motion carried.

 

Mr. Stephens made the motion, seconded by Mr. Booker, that the temporary Chief of Police draw the Chief’s present pay. Roll called. Eight voting aye, two no. Motion carried.

 

Mr. Johnson made the motion, seconded by Mr. Booker, that the City Council work with the Colored Ministerial Alliance and that permits for soliciting have their endorsement before being granted. All aye.

 

Mr. Booker offered the following resolution:

 

RESOLUTION REGARDING SALARY FOR THE TEMPORARY CHIEF OF POLICE, DEWITT HAYNES, AT THE CURRENT CHIEF OF POLICE’S CURRENT PAY

 

Mr. Berry made the motion, seconded by Mr. Booker, that the resolution be adopted as read. Roll called. All aye. The resolution was given the number 1954:05.

 

Mr. Hendrix made the motion, seconded by Mr. Booker, that the Mayor be authorized to take the necessary steps as to repairs for the property on the corner of Church of Cate. Roll called. All aye.

 

Mr. Booker made the motion, seconded by Mr. Stephens, that the bills be paid as okayed by the Finance Committee. Roll called. All aye.

 

Mr. Booker made the motion, seconded by Mr. Stephens, that the shirts for the Fire and Police Departments be purchased from Gordon Matthews and the order of February 1, 1954, be rescinded. Roll called. All aye.

 

Mr. Snow made the motion, seconded by Mr. Booker, that the Fire Department four chemical fire extinguishers at $65.00 each. Roll called. All aye.

 

Mr. Berry made the motion that the resolution passed and adopted by the Parking Authority be accepted to wit:

 

RESOLUTION OF THE DULY CONSTITUTED AND ACTING PARKING AUTHORITY OF THE CITY OF JONESBORO, ARKANSAS, CALLING FOR CONDEMNATION PROCEEDINGS AGAINST CERTAIN LAND REQUIRED FOR OFF-STREET AUTOMOBILE PARKING FACILITIES AND FOR OTHER PURPOSES

 

Mr. Booker seconded the motion. Roll called. All aye. The resolution was given the number 1954:04.

 

Mr. Berry made the motion, seconded by Mr. Booker, that the Council adjourn. All aye. Council adjourned.
