The minutes of the March 12, 1991 meeting were approved subject to the attendance being added on a motion by Mr. Patteson and second by Mr. Coleman. All voted aye.

 

Item #1 RZ91-11 John W. Carter requested rezoning from R-1 to C-3 for .185 acres located north and west of Stadium Blvd. (Hwy 1), north of Harrisburg Road.

 

A motion to approve the request was made by Mr. Patteson and seconded by Mr. Blalock. Voting was 6 in favor, 0 opposed. REQUEST APPROVED.

 

Item #2 RZ91-12 Junior Haggenmacher and C.E. Burrow requested rezoning from R-1 to C-3 for Lots 1 & 2 of the Mitchell Subdivision. The property is located on the east side of Richardson Road, north of Highway 63 Bypass.

 

Mr. Coleman made a motion to approve this request subject to the property owners entering into a street improvement agreement for Richardson Road. The motion was seconded by Mr. Blalock. Voting was 7 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

Item #3 SU91-5 Alma Jones requested approval of placement of a mobile home at 2315 N. Patrick Street.

 

A motion to approve this request was made by Mr. McCracken and seconded by Mr. Damron. Voting was 7 in favor, 0 opposed. REQUEST APPROVED.

 

Item #4 MP91-11 Kevin Watkins requested approval of a one (1) lot minor plat containing 1.27 acres. The property is located on the west side of Duncan Road, north of Blankenship Road.

 

There was considerable discussion about whether or not an agreement was needed for the future dedication of a street across the northern portion of Mr. Watkins property. Without the dedication of a street, further development will be prohibited west of Mr. Watkins property. Ending the discussion was a motion by Mr. Damron and second by Mr. Coleman to approve the request. Voting was 6 in favor, 1 opposed. REQUEST APPROVED.

 

Item #5 RP91-10 Kenny Findley requested a replat of Lot 1, Block A of Woodsprings Estates I and Lot 24, Block A of Rankin’s Oak Forest Sub. 6thAdd. The property is located on the south side of Woodsprings Road, north of Catharine Drive.

 

A motion to approve was made by Mr. McCracken and seconded by Mr. Little. Voting was 7 in favor, 0 opposed. REQUEST APPROVED.

 

Item #6 RP91-11 Ted Hubbard and Gary Cox requested a replat of Lots 11 and 14 of Minx Estates. The property is located on the west side of Minx Lane, south of Woodsprings Road.

 

Mr. McCracken made a motion to approve the request subject to the utility easements conforming to the actual easements and being shown on the plat. The motion was seconded by Mr. Coleman. Voting was 7 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

Item #7 MP91-16 Realty Associates Brokerage, Inc. requested approval of a two (2) lot minor plat containing .918 acres. The property is located on the north side of Race Street, east of Caraway Road.  

 

This item TABLED by owner’s request.

 

Item #8 RP91-12 David Oesterbald requested a replat of Lot 1 of Fair Park Addition. The property is located on the south side of Highland Drive, east of Caraway Road.

 

Mr. McCracken made a motion to approve this request with the stipulations that a site plan be submitted and approved prior to issuance of a building permit and with the statement that the Commission still has concerns about where the proposed street (Fair Park Blvd.) is going to be and why it is not lining up with Bittle Street. It was further stated that the possibility exists that the 25’ feet on the east side of this property or a portion of the 25’ may be needed for right-of-way to allow for turn lanes onto Highland Drive. The motion was seconded by Mr. Damron. Voting was 7 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

Item #9 RP91-13 Lance Sloan requested a replat of Lots 11 and 12 of Mabrey Meadows. The property is located on the south side of Roleson Lane, west of Wood Street.

 

It was noted that there is a large drainage pipe located behind Lot 12 for which there is no easement for drainage or maintenance. An easement is needed to be able to properly channel the water in the future when the need arises.

 

A motion to approve the request was made by Mr. Patteson subject to a 7.5’ drainage easement being provided on Lot 12, next to Lot 13 on the east side. The motion was seconded by Mr. Damron. Voting was 7 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

Item #10 MP91-17 The Catholic Diocese of Little Rock requested approval of a one (1) lot minor plat containing 4.52 acres. The property is located on the northeast corner of Johnson Avenue and Pierce Drive. 

 

A motion to approve was made by Mr. Little and seconded by Mr. Patteson. There was some discussion, but no action taken, on the gravel lane west of this property, located on the Greenleaf property. The lane is a private street with private ingress and egress easements. Voting was 7 in favor, 0 opposed. REQUEST APPROVED.

 

Item #11 SP91-3 The Catholic Diocese of Little Rock requested site plan approval for student center to be built. The property is located on the northeast corner of Johnson Avenue and Pierce Drive.

 

Mr. Patteson made a motion to approve the request subject to this owner providing street improvements on the west side of the site beginning at the entrance to the parking lot and continuing to Johnson Avenue. The motion was seconded by Mr. Damron. Voting was 7 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

Item #12 FP91-2 Wayne Kelso requested final approval of Murray Creek Subdivision, Phase II containing 18 lots on 4.93 acres. The property is located on the east side of Paragould Drive, south of Mockernut Drive.

 

A motion to approve this request was made by Mr. McCracken subject to Crape Myrtle Cove being eliminated and the lot lines being redrawn and designed to meet the City Engineer’s approval. A statement is also needed from the land surveyor stating that all lots meet or exceed the 8,000 sq. Ft. minimum. The motion was seconded by Mr. Coleman. Voting was 7 in favor, 0 opposed. REQUEST APPROVED WITH STIPULATIONS.

 

Other business:

 

A motion was made by Mr. McCracken to extend the deadline for submitting minor plats and re-plats until 2:00 p.m. on Friday, ten (10) days prior to the meeting date. There was some discussion about changing site plans to this same date, but it was decided that there would not be enough time for adequate review of site plans. The Motion was seconded by Mr. Blalock. All voted aye. MOTION APPROVED.
