The City Council of the City of Jonesboro met in regular session at City Hall, Monday night, July 7, 1958, at 7:30 p.m. There were present: Mayor, City Attorney and the following named Councilmen: Keister, Johnson, Snow, Brickell, Heern, Field, Parks, Copeland, Hamilton, Ebbert, Griffin and Williams.

 

Attorney Archer Wheatley appeared before Council and filed a petition for abandonment of an alley between Cherry and Oak. Mr. Hamilton offered the following resolution:

 

RESOLUTION TO SET A PUBLIC HEARING REGARDING THE ABANDONMENT OF AN ALLEY RUNNING BETWEEN OAK AVENUE AND CHERRY AVENUE

 

Mr. Ebbert made the motion, seconded by Mr. Brickell, that the resolution be adopted. Roll was called. All aye. Motion carried. The resolution was given the number 1958:27.

 

Attorney E.L. Westbrooke appeared before Council and filed a petition asking that Ordinance #964 be repealed (Monroe one-way). Mr. Copeland made the motion, seconded by Mr. Brickell, that the matter of one-way traffic on Monroe be turned over to the Street Committee and Police Chief to study and recommend to Council. Roll was called. All aye. Motion carried.

 

After Mr. Elmer Stuck discussed with Council the changes in the bid for the new City Hall, Mr. Copeland offered the following resolution:

 

RESOLUTION TO ACCEPT THE BID FOR A NEW CITY HALL AND CENTRAL FIRE STATION

 

Mr. Brickell made the motion, seconded by Mr. Keister, that the resolution be adopted. Roll was called. Mr. Ebbert voted no. All other members voted aye. Resolution was adopted. The resolution was given the number 1958:28.

 

Mr. Heern made the motion, seconded by Mr. Hamilton, that W.O. Dudley be granted a permit to construct a trailer camp as set out in his application. Roll was called. All aye. Motion carried.

 

At Fire Chief Coleman’s request, Mr. Snow made the motion, seconded by Mr. Field, that the Fire Department be authorized to construct sleeping quarters and toilet, the cost not to exceed $600.00 for material and plumbing and the firemen to do the labor. Roll was called. All aye. Motion carried.

 

Mr. Johnson made the motion, seconded by Mr. Keister, that the City accepts the deed from Arkansas State College Foundation for the site for the proposed sub-fire station and that said deed be recorded. Roll was called. Voting aye - Keister, Johnson, Heern, Parks, Copeland, Hamilton, Griffin and Williams. Voting no - Brickell and Field. Snow and Ebbert passed. Motion carried.

 

Mr. Keister offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 905, SECTION 2, PARAGRAPH 5, SAME BEING AN ORDINANCE PROVIDING FOR PURCHASES OF BUSES AND EQUIPMENT; ISSUANCE OF BONDS FOR PURCHASE, PLEDGING RESERVES OF PAYMENT OF BONDS; APPOINTING A COMMISSION OF PUBLIC TRANSPORTATION; RECITING OTHER MATTERS RELATING TO TRANSPORTATION AND DECLARING AN EMERGENCY

 

Mr. Johnson made the motion, seconded by Mr. Brickell, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Heern made the motion, seconded by Mr. Hamilton, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Copeland made the motion, seconded by Mr. Field, that the ordinance be adopted. Roll was called. All aye. Motion carried. The ordinance was given the number 966.

 

Mr. Snow offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE ESTABLISHING STOP SIGNS AS CERTAIN STREET INTERSECTIONS WITHIN THE CITY OF JONESBORO; PROVIDING A PENALTY THEREFORE AND FOR OTHER PURPOSES

 

Mr. Snow made the motion, seconded by Mr. Parks, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye. Motion carried. Mr. Hamilton made the motion, seconded by Mr. Ebbert, that the rule be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. Mr. Johnson made the motion, seconded by Mr. Keister, that the ordinance be adopted. Roll was called. All aye. Motion carried. The ordinance was given the number 967.

 

Mr. Heern offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE REMOVING STOP LIGHT AT INTERSECTION OF FLINT AND CHERRY AND PLACING FOUR-WAY STOP AT SAID INTERSECTION, PROVIDING PENALTY AND FOR OTHER PURPOSES

 

Mr. Keister made the motion, seconded by Mr. Johnson, that the rule be suspended and the ordinance be placed on the second reading. Roll was called. Voting aye - Keister, Johnson, Brickell, Heern and Parks. Voting no - Snow, Field, Copeland and Ebbert. Hamilton, Griffin and Williams passed. Motion failed.


Mr. Heern made the motion, seconded by Mr. Johnson, that the Mayor appoint a 5-member committee of the Council to work with a 5-member committee of the Chamber of Commerce to make a thorough study of City Manager form of government for the City of Jonesboro and to make a definite recommendation back to Council as speedily as possible. Roll was called. All aye. Motion carried. The Mayor appointed the following to serve on this committee: Keister, Johnson, Heern, Griffin and Copeland.

 

Mr. Snow made the motion, seconded by Mr. Parks, that the Mayor instructs the Chief of Police to make an extensive drive for the collection of all delinquent occupation taxes as certified by the City Collector and for payment of all city vehicle tags. Roll was called. All aye. Motion carried.

 

Mr. Hamilton made the motion, seconded by Mr. Brickell, that the bills as okayed by the Finance Committee by paid. Roll was called. All aye. Motion carried.

 

There being no further business, Council voted unanimously to adjourn. Meeting adjourned.
