CITY COUNCIL MINUTES NOVEMBER 5, 1979

 

The Jonesboro City Council met in regular session, Monday, November 5, 1979, at 7:30 p.m. Present were, City Attorney, Park, Sanderson, Hinson, Bridger, Minx, Hannah, Haigler, Stricklin, Province, Mays and Haggenmacher. Absent, Mayor, City Clerk and Alderman Shelton.

 

On motion by Stricklin, seconded by Mr. Mays, the minutes of October 15, were approved as mailed.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND SECTION 13-37 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, THE SAME DEALING WITH THE REGULATION OF PAWNBROKERS

 

Mr. Hinson moved that Section 2 be amended to read make available to the Jonesboro Police Department instead of deliver…Motion seconded by Mr. Hannah and, the only dissenting vote, was cast by Ms. Haigler. Mr. Park then moved that the ordinance be adopted as amended, seconded by Ms. Haigler, voting aye: Park, Sanderson, Hinson, Bridger, Minx, Haigler and Stricklin. Voting nay: Hannah, Province, Mays and Haggenmacher. Motion passed and the ordinance was assigned #1700.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO PROVIDE CERTAIN TRAFFIC CONTROL DEVICES; TO PROVIDE PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES

 

On motion by Mr. Stricklin, seconded by Mr. Mays and unanimous vote of council, the ordinance was placed on third and final reading. After reading of same, Mr. Mays moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye and the ordinance, was assigned #1701.

 

The following ordinance was 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE OF THE CITY OF JONESBORO, ARKANSAS; PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Joe Tomlinson advised council of condition of structure at 1720 Arch Street and advised ordinance would be presented at next meeting of council for condemnation.

 

Mr. Sanderson moved that a hearing on appeal from Board of Zoning Adjustment be held on December 3, at 7:00 p.m., motion seconded by Mr. Mays. All voted aye.

 

Mr. Hinson, Chairman of Parking Committee, made the following recommendations to council concerning Federal Building Parking:

 

(A) Four (4) spaces reserved behind building for department heads;

(B) Eleven (11) spaces reserved for police units on Church St. Parking Lot behind Caleb Watson Co.;

(C) Eight (8) spaces on Jackson Street (north side) east of Church St. for Sheriff’s Department;

(D) Three spaces in front of building to be Twelve (12) minutes parking.

 

Mr. Hinson moved that the recommendations be approved, seconded by Ms. Haigler. All voted aye.

 

Mr. Damron Spruill was nominated for appointment to the Airport Commission. His appointment will be voted on at the next council meeting.

 

Mr. Sanderson moved that permission be granted to accept bids on a bull doze for sanitation department. The motion was seconded by Mr. Stricklin. All council voted aye.

 

Announcement was made that the first week of clean sweep was completed and the operation would be completed on November 9.

 

Mr. Hannah advised that no decision had been made on EMS service and that no conflict existed between the City and County on this matter.

 

There being no further business, council adjourned.
