CITY COUNCIL MINUTES - OCTOBER 15, 1990

 

The Jonesboro City Council met in regular session at 7:30 p.m. at City Hall. Present were Mayor, City Clerk, City Attorney and all Aldermen with the exception of Mr. Mays who was representing the Mayor on official city business.

 

The minutes of October l, 1990, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Shelton. All voted aye.

 

Mr. Hannah offered the following ordinance for first reading: (Rez. R -3 to C -3, A. Patteson)

 

AN ORDINANCE TO AMEND #954 KNOWN AS THE REZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Stricklin moved, seconded by Mr. Park to suspend the rules and place on second reading.

All voted aye.

 

Mr. Park offered the following ordinance for first reading:

 

AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE PURCHASE OF A USED LOWBOY TRAILER FOR THE CITY OF JONESBORO STREET DEPT. AND FOR OTHER PURPOSE

 

Mr. Bridger moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye.

 

Mr. Bridger moved, seconded by Dr. Strauser to suspend the rules and place on third reading. All voted aye. Mr. Bridger moved, seconded by Mr. Stricklin for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2301.

 

Mr. Hannah offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND CHAPTER 8.40 - SECTION 8.40.18 - PARKING TIME LIMITS; TO ADD UNDER SUB-SECTION (a) (5) - THE PARKING LOT LOCATED ADJACENT TO THE JUSTICE COMPLEX

 

Mr. Hannah moved, seconded by Mr. Evans to suspend the rules and place on second reading. All voted aye.

 

Mr. Stricklin offered the following ordinance for first reading: (Rez. R -1 to C -3, J. Harrington)

 

AN ORDINANCE TO AMEND #954 KNOWN AS THE REZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Evans moved, seconded by Mr. Stricklin to suspend the rules and place the ordinance on second reading. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Stricklin to amend the title of an ordinance up for third reading as follows:

 

AN ORDINANCE TO AMEND TITLE 8, VEHICLES AND TRAFFIC: CHAPTER 8.40 - SECTION 8.40.15 TOWING AUTHORIZED BY ADDING A NEW SUBSECTION (c) PROVIDING REGULATIONS AND SPECIFICATIONS FOR WRECKER COMPANIES WHO RECEIVE CALLS FROM THE JONESBORO POLICE DEPARTMENT

 

Mr. Hannah moved, seconded by Mr. Shelton for the adoption of the ordinance, as amended without the emergency clause. All voted aye. The ordinance was given the number 2302.

 

The following bids were up for review:

90:38 - 16 mobile radios - tabled

90:39 - 1 (one ton) fire truck

 

Mr. Hannah moved, seconded by Mr. Stricklin to accept the low bid meeting specifications. All voted aye.

90:40 - landfill dozer - tabled

90:41 -Public Works - uniforms

 

Mr. Hannah moved, seconded by Mr. Shelton to accept the low bid meeting specifications. All voted aye.

 

Mr. Hannah offered the following traffic resolution as recommended by the Traffic Safety Officer:

 

(a)                      The placement of stop signs at the following locations:

Trammel Dr. at Frog Pond Rd.

Frog Pond Rd. at Richardson Dr.

Limestone Dr. at Richardson Dr.

Colony Dr. at Richardson Dr.

Willow Rd. at Ingles Rd.

Gladys Dr. at Ingles Rd.

Industrial Dr. at Ingles Rd.

all intersections on Caraway Rd. between Hwy 63 S to Hwy 1

 

(1)                     The placement of 25 mph speed limit sign one-half block S of Hwy 63B on Royale St All voted aye. The resolution was given the number 1990:48.

 

Mr. Park moved, seconded by Mr. Stricklin to reappoint Carolyn Sheppard to Parks and Recreation Commission with term to expire 11/17/95. All voted aye.

 

With no further business, the meeting adjourned.
