DISCUSSION OF REINSTATEMENT OF PLASTIC PIPE IN THE JONESBORO CITY CODE

A representative with ADS addressed the committee regarding the reinstatement of plastic pipe in to the Jonesboro Code.  He explained he had been told by Mayor Brodell that if his company would replace and properly install the pipe at Community Fellowship Church, then plastic pipe would be reinstated in to the Jonesboro Code of Ordinances.  Mayor Brodell denied the agreement saying he told ADS that the matter would be brought back to the committee for discussion.  A representative for Spurlock Concrete Pipe spoke in opposition to the reinstatement, saying it was still in the experimental stage.  He explained the cost of the material was not the issue, but rather the cost of installation.  Councilman Farmer questioned who would be responsible for quality control of installation if plastic pipe were reinstated.  He explained Engineering Department was not staffed to provide that type of control.  City Engineer, Claude Martin recommended the specifications require a professional engineer sign off on the project as part of the reinstatement.  No action was taken regarding reinstatement of plastic pipe into the Jonesboro Code.

MEDALLION DRIVE - COMPLETION OF CONSTRUCTION

Attorney Skip Mooney, Sr. addressed committee members about completing construction of Medallion Drive as recorded.  It was explained that Hamlin Investments, the developers had not completed the construction of the dedicated street due to a ditch  located at the end of Medallion Drive, and since 1987  has gone bankrupt.  Attorney Mooney wanted the City of Jonesboro to pay for the completion of the street.  The decision was made to have Mayor Brodell to get the City Attorney to review the matter and advise committee members.  No action was taken.

DELAY OF OVERLAYS

At Mayor Brodell’s request, Councilman Farmer moved, seconded by Councilman Dover to allow City Engineer Claude Martin to determine problem areas, and determine the scheduling of street overlays.  It was explained that street overlays had been stopped, but now was the time to be doing the overlays while weather permits.  Councilman Farmer stated the City Engineer needed to be involved on the front end of reviewing street overlays rather than the back end, to make sure we do not worsen drainage problems by overlaying the street.

 TRAFFIC STUDY

Councilman Moore moved, seconded by Councilman Street to schedule the following companies to make presentations to the committee for the purpose of ranking them for the traffic study for improvements to Southwest Jonesboro:  Peters & Associates, Kimberly Horn & Associates, and Associated Engineering.  All voted aye.

PUBLIC HEARING

A public hearing was set for Tuesday, April 22nd at 7:00 p.m. for discussion of the International Building Code.

AIR CONDITIONER AT CITY HALL

Based on information provided by the Mayor’s Assistant, Larry Johnson, Councilman Moore moved, seconded by Councilman Street to replace the air conditioner unit at 515 W. Washington.  Mr. Johnson had sent a letter to Councilman Copeland explaining approximately $17,000.00 had been spent on repairs to the current air conditioner, and it would cost approximately $30,000.00 to replace the unit.  Mayor Brodell stated they would work quickly to get the unit installed.  All voted aye.

BID ON PROFESSIONAL AUDIO

Councilman Moore moved, seconded by Councilman Street to accept the one and only bid of Professional Audio, accepting the base bid with alternates 5 & 9, but eliminating alternate 7, a locking steel cabinet.  All voted aye.

MATA - WEST NETTLETON

Mr. Aubrey Scott had raised the issue of repayment of three million dollars which had been barrowed from the MATA account for the paving of gravel roads, in order to proceed with work at the end of West Nettleton approaching Strawfloor. Mayor Brodell had been asked to contact Bond Counsel, Jim Buttry with Friday Eldridge and Clark Law Firm to find out if the money had to be returned to the MATA account and if so,  which account it should come from, the General Account or the Drainage Fund.  Councilman Farmer stated since he owns property that the West Nettleton project would run through, and he wanted to stay removed from the process, but in his opinion the money would be better spent on other needs in the City of Jonesboro.

FARMCREEK DITCH

Councilman Dover moved, seconded by Councilman Moore authorizing the cleaning and hauling off of debris of ¼ mile of the Farmcreek Ditch.  All voted aye.

With no further business the meeting was adjourned.
