MAPC MINUTES

JANUARY 12, 1978

 

The Metropolitan Area Planning Commission met Thursday, January 12, 1978 at 7:00 P. M. in the Court Room at City Hall.

 

The meeting was called to order by the Chairman, Mr. Ralph Morrison.

 

Members Present: Morrison, Cooper, Ball, Smith, Tilton, McDaniel, Freeman and Brown

 

Members Absent: Morse

 

Others Present: Mike Cameron, Jimmy Cooper, Brenda Barnes and Curt Hodges.

 

Minutes for December were read and approved.

 

Items for business were as follows:

 

Item #1 Howard Vance request a rezoning from Residential One (R-1) to Commercial Three (C-3) at the following location. The Northwest Quarter of the Northeast Quarter of Section 29, Township 14 North, Range 4 East. General location of this property is fronting approximately 1320 feet on the east side of Brown’s Lane. A motion was made by Mr. Tilton and seconded by Mr. Ball to approve the request with a stipulation of a development plan showing 60’ R/W on Highland Drive. REQUEST APPROVED UNANIMOUSLY.

 

Item #2 Dalton Farmer and John Burris request a rezoning from Residential One (R-1) to Commercial Three (C-3) at the following location. A part of the North one-half of Section 31, Township 14 North, Range 4 East, being more particularly described as follows:

 

(Burris Tract) Begin at the North Quarter Corner of Section 31, Township 14 North, Range 4 East; thence south 0 degrees 54 minutes East 30.0 feet to the point of beginning proper; thence North 89 degrees 25 minutes east 132.0 feet, thence south 0 degrees 54 minutes east 130.0 feet; thence south 89 degrees 25 minutes west 170.0 feet; thence north 0 degrees 54 minutes west 130.0 feet; thence north 89 degrees 25 minutes east 38.0 feet to the point of beginning proper, containing 0.5 acres. General location of this property is on the south east corner of Parker Road and Rhonda Drive.

 

(Farmer Tract) Begin at the North Quarter Corner of Section 31, Township 14 North, Range 4 East; thence south 0 degrees 54 minutes east 30.0 feet; thence south 89 degrees 25 minutes west 98.0 feet to the point of beginning proper; thence south 0degrees 54 minutes east 200.0 feet; thence south 89 degrees 25 minutes west 170.0 feet; thence north 0 degrees 54 minutes west 200.0 feet thence north 89 degrees 25 minutes east 170.0; to the point of beginning proper, containing 0.78 acres. General location of this property is the Southwest corner of Parker Road and Rhonda Drive.

 

A motion was made by Mr. Ball and seconded by Mr. Smith to approve the request. The request was approved unanimously.

 

Item #3 Dwain Lewis requested a rezoning from Residential One (R-1) to Commercial Four (C-4) at the following location, Lot 1 of Block 4 of the Ridgecrest Addition to the City of Jonesboro, Arkansas. General location of this property is on the Southeast corner of Parkview Avenue and Culberhouse Street, former location of Parkview Grocery. Mr. Joe Shumaker represented Dwain Lewis in proposing a remodeling of the existing building on the corner of Parkview and Culberhouse to a Beauty Shop with off street parking. Mr. Robert Robinson, resident on Culberhouse represented other residents on opposing the request of rezoning. Mr. Smith made a motion to deny the request, seconded by Mr. Cooper. Reason for denial being the location is spot zoning. Voting Aye, Cooper, Ball, Smith, Tilton and Brown, pass was McDaniel and Freeman. REQUEST DENIED.

 

Item #4 Wallace Fowler request a rezoning from Residential One (R-1) to Commercial Three (C-3) at the following location. Lot one of Fowler First Replat of a part of Block A of Marlo Acres First Addition to Jonesboro, Arkansas. General location of this property is on the South/West corner of Southwest Drive (State Hwy No.39 and Culberhouse St.) A motion was made by Mr. Ball and seconded by Mr. Brown to approve request. REQUEST APPROVED. Voting aye, McDaniel, Ball, Smith, Tilton, Freeman and Brown, pass was Cooper.

 

Item #5 Daniel Merryman request a rezoning from Commercial Three (C-3) to Residential Three (R-3) at the following location. The South half of Lot 2 of Laird Survey of the North half of the Northwest Quarter of Section 28, Township 14 North, Range 4 East, Craighead County, Arkansas. General location of this property is the North/West corner of Brazos Street and Dayton Avenue. A motion was made by Mr. Ball and seconded by Mr. Smith to approve request. REQUEST APPROVED. Voting aye, Cooper, Ball, Smith, Tilton, Freeman and Brown pass was McDaniel.

 

Item #6 J.W. Cowles requests a rezoning from Residential One (R-1) to Commercial Three (C-3) at the following location. A part of the Southwest Quarter of Section 29, Township 14 North, Range 4 East, Craighead County, Arkansas being more particularly described as follows: commencing at the center of Section 29, aforesaid; thence south 0 degrees 58 minutes west along the half section line 1177.2 feet; thence north 89 degrees 02 minutes west 50 feet to the point of beginning proper; thence south 0 degrees 58 minutes west along the west right-of-way line of Browns Lane 599.7 feet; thence north 89 degrees 02 minutes west 619.0 feet; thence north 0 degrees 58 minutes east 599.7 feet; thence south 89 degrees 02 minutes east 619.9 feet to the point of beginning proper, containing 8.53 acres more or less. General location of this property is on the west side of Brown’s Lane, joining the recently rezoned property to the future location of Barton Lumber Company and joining the south side of Skilcare Nursing Home property. A motion was made by Mr. Brown and seconded by Mr. Cooper to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item # 7 Daniel Merryman request final approval of a replat of the south one half of Lot 2 of Laird Survey of the north half of the Northwest Quarter of the Northeast Quarter of Section 28, Township 14 North, Range 4 East, into 5 lots. General location of this property is the North/West corner of Brazos Street and Dayton Avenue. A motion was made by Mr. Ball and seconded by Mr. Smith to approve request. REQUEST APPROVED. Voting aye, Cooper, Ball, Smith, Tilton, Freeman and Brown, pass was McDaniel.

 

Item #8 Don Baker requests final approval of replat of the Northwest Quarter of the Southwest Quarter of Section 35, Township 14 North, Range 3 East less the north 570.02 feet thereof, containing 22.92 acres into 9 lots. General location of this property is on the west side of Neeley Road and south of Spring Valley Sub-division 1st Addition. A motion was made by Mr. Cooper and seconded by Mr. Brown to approve request. REQUEST APPROVED UNANIMOUSLY.

 

Item #9 Joe Murray, Jr. requests final approval of High Meadow (Southridge Addition). Subject property received preliminary approval by MAPC in August 1977. General location of this property is described as being on the north side of Neely Road and west of timber Trails 1st Addition containing 19.80 acres, more or less. This item was tabled at the November and December MAPC meeting for additional drainage planning. REQUEST TABLED at the meeting, by Mr. Murrey’s request for further drainage planning.

 

Item #10 J.W. Cowles request final approval of a plat to establish a district lot form an un-platted area. Subject property is described as a part of the Northeast Quarter of the Southwest Quarter of Section 29, Township 14 North, Range 4 East, Craighead County, Arkansas, being more particularly described as follows: Commencing at the center of Section 29, aforesaid; thence south 0° 58’ west along the half section line 1177.2 feet; thence north 89° 02’ west 50 feet to the point of beginning proper; thence south 0° 58’ west along the west right-of-way of Brown’s Lane 100 feet; thence north 89° 02’ east 420 feet to the point of beginning proper, containing 0.96 acres, more or less.

 

General location is fronting approximately 100’ on the west side of Brown’s Lane and immediately south of Skillcare Nursing Home. A motion was made by Mr. Brown and second by Mr. Freeman to approve request. REQUEST APPROVED UNANIMOUSLY.

 

 NOTE: Re-election of Officers were; Morrison, Chairman; Cooper, Vice Chairman; Ball, Secretary. A vote was taken which was UNANIMOUS.

 

The meeting was adjourned at 8:30 P.M.
