CITY COUNCIL MEETING FEBRUARY 7, 1977
The Jonesboro City Council met in regular session, Monday, February 7, 1977, at 7:30 p.m. There were presents, Mayor, City Clerk, City Attorney, and the following named aldermen: Park, Sanderson Hinson, Shelton, Bridger, Minx, Hannah, Stricklin, Province, Smith and Shepard. Absent: Haigler.
Mr. Stricklin offered the following resolution:
RESOLUTION TO NAME JUDGES AND CLERKS FOR THE CITY WATER AND LIGHT PLANT ELECTION OF 1977
Mr. Sanderson moved for the adoption of the resolution, seconded by Mr. Smith with all members voting aye. The resolution was given the number 1977:01.
After a lengthy discussion on the site for building a Senior Citizens Center, Mr. Hannah moved that Mr. McKinnon and his Board renegotiate with American Legion Board and their Commander, that the Forrest Home Nazarene Church property be included in consideration and that they also consider the price of construction of a new building at the Community Center. The motion was seconded by Mr. Minx after which Mr. Sanderson offered the following amendment: That a cost analysis of maintaining each building be made, seconded by Mr. Smith. On roll call, each member cast an aye vote. Roll call on original motion was also answered by unanimous aye vote.

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES
The following ordinance was on 2nd reading:
AN ORDINANCE TO AMEND ARTICLE #12, TITLE OF THE JONESBORO PARK COMMISSION BY AMENDING THE ORDINANCE AND CHANGING THE NAME TO THE JONESBORO PARK AND RECREATION COMMISSION AND FOR OTHER PURPOSES
The following ordinance was on 2nd reading:
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY INDUSTRIAL (I-1.); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
The following ordinance was on 3rd reading: (Annexation #1558)
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 5; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-2); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES
Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shepard, all voted aye and the ordinance was given #1558.
The following ordinance was on 2nd reading
AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY R-1 AND C-3; DECLARING AN EMERGENCY AND FOR OTHER PURPOSE
The following ordinance was on 3rd reading:
AN ORDINANCE TO ESTABLISH FIRE LANES AT CARAWAY PLAZA SHOPPING CENTER AND TO PLAN AND RECORD SAME WITH THE CITY CLERK AND FOR OTHER PURPOSES
Mr. Hannah moved for the adoption of the ordinance, seconded by Mr. Smith, all aye except Mr. Sanderson who cast a nay vote. The ordinance was given #1559.
The following ordinance was on 3rd reading:
AN ORDINANCE TO ESTABLISH FIRE LANES AT INDIAN MALL SHOPPING CENTER AND TO PLAN AND RECORD SAME WITH CITY CLERK: AND FOR OTHER PURPOSES
Mr. Hinson moved for the adoption of the ordinance, seconded by Mr. Smith. All voted aye except Mr. Sanderson who cast a nay vote. The ordinance was given #1560.
The Mayor read a letter from the Indian Mall Association advising Council of their plans on complying with energy savings. The Mayor commended the association for these actions.
Mr. Stricklin moved that the following structures be approved for condemnation: 1009 East Washington; 723 East Washington and 412 Cate.
The motion was seconded by Mr. Bridger with all voting aye.
Mr. Stricklin offered the following ordinance:
AN ORDINANCE TO AMEND SECTION 13-37 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, TITLED “PAWNBROKERS AND REQUIREMENTS TO BE MET BY PAWNBROKERS”, IN THE CITY OF JONESBORO, ARKANSAS, AND FOR OTHER PURPOSES
Mr. Sanderson moved that the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Park, all voted aye and the ordinance was read a 2nd time.
Mr. Stricklin offered the following ordinance
AN ORDINANCE TO AMEND ORDINANCE #954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES
On motion by Mr. Bridger, seconded by Mr. Park, the request from the Unification Church to solicit funds was denied by unanimous vote of council.
Mr. Bridger presented the 1977 Street Program to council and asks them for any additions they might with to make.
There being no further business, council voted to adjourn.
