CITY COUNCIL MINUTES, NOVEMBER 16, 1981

 

The Jonesboro City Council met in regular session, Monday, November 16, at 7:30 P.M. Present, City Attorney and all aldermen. Absent: Mayor and City Clerk. Vice Mayor Park presided over the meeting in absence of Mayor Stallings.

 

The minutes of November 2, 1981, were approved as mailed on motion by Mr. Hinson, second by Mr. Mays, all aye.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS DATED OCTOBER 23, 1981, ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Province. Mr. Bridger voted nay and all other council voted aye. The ordinance was given the number 1781.

 

The following ordinance was on 3rd reading:

 

AN ORDINANCE TO AMEND SECTION 15-87 OF THE CODE OF ORDINANCES CONCERNING PARKING TOO CLOSE TO CURB AND OTHER MATTERS

 

Mr. Stricklin moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was given the number 1782.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS: ASSIGNING SAID ANNEXED TERRITORY TO WARD 3; ZONING SAID ANNEXED TERRITORY RESIDENTIAL R-2, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR A CHANGE IN ZONING BOUNDARIES AND FOR OTHER PURPOSES                     

 

Mr. Shelton moved the rules be suspended and the ordinance be placed on 2nd reading, seconded by Mr. Sanderson, all aye. After the reading, Mr. Sanderson moved the rules be further suspended and the ordinance be placed on 3rd reading, seconded by Mr. Haggenmacher, all aye. Mr. Sanderson then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Shelton, all aye. The ordinance was given the number 1783.

 

An ordinance placed on the agenda by Attorney Rees annexing property on the 63 By-Pass was tabled.

 

Mr. Sanderson moved that the appointment of Betty Sloan to the Forum Commission be approved, seconded by Mr. Bridger, all aye.

 

On motion by Mr. Bridger, seconded by Mr. Stricklin and unanimous vote of council, Judy Loberg was appointed to the Parks and Recreation Commission.

 

Mr. Mays moved that permission be granted for placing a mobile home at 1701 Irby. Motion seconded by Mr. Hinson. Mr. Minx and Mr. Hannah voted nay and all other voted aye. Motion adopted.

 

Mr. Hannah moved that the condominium regulations ordinance be set for the special hearing date of December 1 at 7:00 p.m. Motion seconded by Mr. Stricklin, all aye.

 

Mr. Stricklin offered the following ordinance:

 

AN ORDINANCE TO PROVIDE FOR THE POLICE OFFICER TRAINING FUND

 

Discussion followed on the ordinance and Mr. Hannah inquired as to how the money would be spent. Mr. Haggenmacher suggested that the funds be placed in a special account instead of the general fund as indicated in the ordinance. The ordinance remained on 1st reading for further study by council.

 

Mr. Minx suggested the council appeal the decision of Circuit Court concerning Freedom of Information Act.  No action taken on the matter.

 

Mr. Hannah advised council that they should make a decision as to how raises would be allocated for employee raises, across the board or percentage. Mr. Hannah informed council that a decision on the matter would be made at the following meeting.

 

Mr. Province discussed with council the structure located at Main and Nettleton and the dilapidated condition of same. Mr. Park asked Mr. Tomlinson to check on the matter and report to council.
