CITY COUNCIL MINUTES - JULY 19, 1999

                     

The Jonesboro City Council met Monday, July 19, 1999, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk, Donna K. Jackson, and 11 council members. Those members were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy. Councilman Province and City Attorney, Phillip Crego were unable to attend.

 

Councilman Perrin moved, seconded by Councilman Roddy for approval of the minutes from July 6, 1999, as delivered. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy.

 

Mayor Brodell presented Certificates of Appreciation to Firemen: Donnie Smith, Adam Marshall, and Anthony Minton for their bravery in the rescue of a local citizen during a fire and rescue operation. Public Safety Director, Floyd Johnson, and Assistant Fire Chief, Rusty Bradley assisted in the presentation. The firefighters received a standing ovation by Council and others present at the meeting.

 

The following ordinance was on third and final reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES (James Darnell)

 

Councilman Rega moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy. The ordinance was assigned number 3141.

Council reviewed the following bids:

 

•99:22 - Mobile Data Computer System - Police Department

Councilman Rega moved, seconded by Councilman Crockett to accept the bid of MoArk Communications for $297,000.00 ($41,432.84 was added to the $255,567.16 for additional computers). A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy.

 

•99:24 - City Hall Roof - Administration Department

Councilman Young moved, seconded by Councilman Copeland to accept the bid of Jonesboro Roofing for $54,605.00. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy.

Councilman Rorex objected to the 25 M.P.H. speed limits, stating it was too slow. It was explained that the streets were short residential streets, and the slower speed was needed. A voice vote was taken resulting in all members voting aye, with the exception of Councilman Rorex who voted nay. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rega, Copeland, Moore, Perrin, and Roddy. The resolution was assigned number 1999: 29.

                                                                                                                              

Councilman Crockett moved, seconded by Councilman Copeland for the adoption of a resolution endorsing Quality Precast Inc. to participate in the Advantage Arkansas Program. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy. The resolution was assigned number 1999:30.

 

Councilman Rega moved, seconded by Councilman Copeland to accept the Mayor’s recommendation to appoint Mike Johnson and Jean Passmore to fill the unexpired terms of Herbert Parker and Stan Langley on the Library Board. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy.

 

Under new business, Mayor Brodell stated minor changes had been made to the original agreement for a combined Emergency 911 System between Craighead County and the City of Jonesboro. The changes made were as follows: 1) Replacing the 911 Director with the Chairman of the 911 Committee to serve on the Advisory Board; 2) A twelve month (rather than six month) notification period should either party decide to amend the agreement (otherwise the agreement is renewed annually); 3) In the event the agreement is terminated, an independent appraiser would appraise the assets, and reimbursement up to 25% would be provided to the County or 75% to the City of Jonesboro as the case may be. Councilman Perrin, Chairman of the E-911 Committee, explained Arkansas State Law requires agreements between any two separate governmental agencies be filed with the Secretary of State’s Office. Councilman Young questioned the wording on Page 3 Paragraph 9, where it states, If Craighead County paid less than 25% of the actual operating costs of the center, and it will reimburse the City. If Craighead County paid more than the operating costs, it will reimburse the county. Councilman Young questioned if Craighead County would reimburse itself. It was explained that if Craighead County paid more that the operating costs it would be reimbursed by the City of Jonesboro. Councilman Tate moved, seconded by Councilman McCall for the adoption of the resolution. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, McCall, Young, Crockett, Rorex, Rega, Copeland, Moore, Perrin, and Roddy. The resolution was assigned resolution number 1999:31.

 

Mayor Brodell stated Meadows Construction Company would be starting construction on Highway 141 and it would be four lanes not three lanes, with a sidewalk on the east side. He reported that thirty chairs were donated to the City of Jonesboro by the Haworth Company, and thanked them for their contribution. Mayor Brodell stated City Hall had been flooded with calls in opposition to the Jackyl Concert being held on Hastings parking lot. He explained City Attorney, Phillip Crego would be drafting an ordinance requiring a permit and fee prior to concerts being allowed to operate in the City of Jonesboro.

 

Councilman Moore inquired about the progress report on 1210 S. Madison (Ebbert property). Mayor Brodell stated there would be an update provided at the next council meeting.

 

Councilman Roddy announced a public hearing to discuss CDBG funding for a fourth year, July 22, 1999, at 7:00 p.m. at 900 W. Monroe.
