PUBLIC HEARING - 6:30 P.M. - A public hearing was conducted by MATA'S Implementation Committee regarding prioritized street projects throughout Jonesboro. Mr. Ernie Peters, Traffic Engineer and Mr. Danny Honnell, Chairman of the Implementation Committee answered questions for the Council and the public.

 

CITY COUNCIL MINUTES, DECEMBER 5, 1994

 

The Jonesboro City Council met in regular session, Monday, December 5, 1994, at 7:30 P.M. A full quorum was in attendance. Present were the Mayor, City Clerk, City Attorney, and all council members with the exception of Councilman Province who was unable to attend.

 

The minutes of November 14 (Special Called Meeting) and November 21, 1994, were approved as mailed on motion by Councilman Perrin seconded by Councilman Wise. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Councilman Harpole offered the following ordinance for the first reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 2463, WHICH APPROVED THE METROPOLITAN AREA TRAFFIC AUTHORITY'S STREET AND HIGHWAY PLAN DATED JANUARY 14, 1992, WITH CERTAIN CONDITIONS, BY ADDING CERTAIN RECOMMENDATIONS AS PRESENTED BY THE METROPOLITAN AREA TRAFFIC AUTHORITY IMPLEMENTATION COMMITTEE ON DECEMBER 5, 1994.

 

Councilman Harpole moved, seconded by Councilman Bowers to suspend the rules and place on second reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. Councilman Mays moved, seconded by Councilman Perrin to further suspend the rules and place on the third and final reading. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. Councilman Vance moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The ordinance was given the number 2589.

 

The following ordinance was on the third reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES. (David Gary)

 

Councilman Evans moved, seconded by Councilman Kelton for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Vance who voted nay. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Harpole, Mays, and Hannah. The ordinance was given the number 2590.

 

The following ordinance was on the third reading:

 

AN ORDINANCE VACATING, CLOSING AND ABANDONING UNIMPROVED STREET EASEMENTS ALONG LOTS G, H, AND K IN CALDWELL'S SUBDIVISION IN THE CITY OF JONESBORO

 

Councilman Hannah moved, seconded by Councilman Harpole for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. The ordinance was given the number 2591.

 

The following ordinance was on the third reading:

 

AN ORDINANCE SETTING STANDARDS FOR PERSONS OR FIRMS TO OPERATE EMERGENCY TRANSPORT SERVICES WITHIN THE CITY LIMITS

 

Councilman Harpole moved, seconded by Councilman Evans for the adoption of the ordinance. A roll call vote was taken resulting in all council members voting aye, with the exception of Councilman Wise who abstained from voting. Those members voting aye were: Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Harpole, Mays, and Hannah. The ordinance was given the number 2592.

 

Bid number 94:45 (Liability Insurance for all departments) was reviewed. Councilman Evans moved, seconded by Councilman Wise to accept the low bid which met specifications. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah.

 

Councilman Wise moved, seconded by Councilman Bowers for the adoption of a resolution requesting City Water and Light to provide free service at 4918 S. Culberhouse for the beautification project. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. This resolution was given the number 1994:68.

 

Councilman Perrin moved, seconded by Councilman Kelton for the adoption of a resolution certifying Jonesboro Concrete Pipe Co., Inc. to participate in the Arkansas Enterprise Zone Program. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. This resolution was given the number 1994:69.

 

Councilman Vance moved, seconded by Councilman Wise for the adoption of a resolution authorizing Mayor Brodell to negotiate a land donation to the State of Arkansas for the purpose of a training institute for industrial workers. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Ingram, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. This resolution was given the number 1994:70.

 

Councilman Harpole moved, seconded by Councilman Perrin for the adoption of a resolution requesting City Water and Light to provide free sewer service at 215 E. Allen. A roll call vote was taken resulting in all council members voting aye. Those members voting aye were: Wise, Evans, Ingram, Mullenix, Bowers, Perrin, Kelton, Vance, Harpole, Mays, and Hannah. This resolution was given the number 1994:71.

 

With no further business the meeting was adjourned.
