Councilman Farmer moved, seconded by Councilman Moore to place on the agenda a resolution recognizing the work of Councilman Copeland whose resignation is effective August 1, 2003. All voted aye with the exception of Councilman Copeland who abstained from voting.

Councilman Farmer questioned City Attorney Crego about the proper procedure for filling the unexpired term of Councilman Paul Copeland. Mayor Brodell stated he had spoken with Representative Paul Bookout (this afternoon) who had called the Attorney General to rush the AG’s opinion regarding filling the vacancy. Mayor Brodell had requested the AG opinion based on Jonesboro’s population (over 50 thousand) in conjunction with ward voting verses city wide voting. The question was as to whether a special election had to be held or if the City Council would elect the position. The decision was made to set a special meeting of the Nominating & Rules Committee in order to set a procedure for filling the unexpired term, once the AG opinion was received.
Councilman Moore moved, seconded by Councilman Farmer to place on the agenda a resolution setting a public hearing for the abandonment of part of Leroy and Donald Streets located in Dudley’s Subdivision as requested by the Nettleton School District. All voted aye.
Councilman Moore moved, seconded by Councilman Farmer to approve the list of volunteers for the Citizens Clean Sweep Advisory Committee, an ad hoc committee created to offer suggestions for cleaning up Jonesboro. All voted aye.
With no other business, Councilman McCall moved, seconded by Councilman Farmer for adjournment. All voted aye.
