MINUTES

METROPOLITAN AREA PLANNING COMMISSION

APRIL 14, 1998

 

MEMBERS PRESENT: Coleman, Little, Damron, Finley, Beadles, Pitts, Shaw and Phillips

 

MEMBERS ABSENT: Gardner

 

The minutes of the March 10, 1998 meeting were approved as submitted.

 

#1 RZ98-10 Max Dacus, Jr. requested approval of rezoning from Commercial C-3 to Industrial I-1 for 2.84 acres located on the southeast corner of Stadium Boulevard and Harrisburg Road.

 

Dr. Beadles moved to recommend approval to the City Council subject to an additional 10' R/W on Harrisburg Road and a site development plan approved by MAPC before building.  Ms. Shaw seconded, 6 voted aye, 0 no, one absent for vote, REQUEST APPROVED WITH STIPULATIONS.

 

#2 RZ98-11 Dan Hatch requested approval of rezoning from Residential R-1 to Commercial C-3 for 2.77 acres and from Residential R-1 to Residential R-3 for 4.53 acres located on the southwest corner of Paragould Drive and Johnson Avenue.

 

Ms. Shaw moved to recommend approval of C-3 zoning on the 2.77 acres to the City Council (owner withdrew R-3 portion of the request), subject to:

1.  Site plan approval by MAPC before development

2.  Additional ROW on Johnson and Paragould Drive

3.  10' Utility easement

4.  Drainage easements when ditch location is decided

Mr. Pitts seconded, 7 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#3 PUD98-1 Alec Farmer requested preliminary approval of plans for a Residential Planned Unit Development containing 14 units on 14 lots on 23.69 acres.  The general location of the property is north of Nettleton Avenue, east of Strawfloor Road.

 

Mr. Damron moved to give preliminary approval subject to R/W to comply with MATA requirements and subject to Staff Comments.  Ms. Finley seconded, 7 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.

 

#4 FP98-3 Alec Farmer requested final approval of subdivision plans for Commerce Square Phase IV containing 4 lots on 9.48 acres.  The general location of the property is south of C W Post Road, west of Commerce Drive.

 

Mr. Phillips moved to approve the plans seconded by Mr. Little.  Seven voted aye, 0 no, REQUEST APPROVED.

 

#5 FP98-4 Robert Rees requested preliminary approval of subdivision plans for Highland Subdivision, Phase II containing 38 lots on 8.81 acres.  The general location of the property is north of Highland Drive, east of Amanda Drive.

 

Dr. Beadles moved to give final approval subject to:

1.  Final grade on streets in floodway will not exceed existing elevations

2.  Provide as built certification on all street development in floodway

3.  Engineer's Comments

4.  Street names

5.  Lot 1, Block F is not developable

Ms. Shaw seconded, 7 voted aye, 0 no, REQUEST APPROVED WITH STIPULATIONS.
