Metropolitan Area Planning Commission Minutes

March 12, 1970

body

The Metropolitan Area Planning Commission met on Thursday, March 12, 1970 at 7:30 P.M. in the courtroom of the City Hall.

MEMBERS PRESENT:  Scott, Kenward, Lane, Melton, King, Griffin, and Falls.

MEMBERS ABSENT:  Ulmer, Jarrett, Spurlock.

The meeting was called to order by Chairman Scott.

February 12, 1970 minutes were read and approved.

Items for business were as follows:

Item #1.  A decision on Mr. Summers Little’s requests for a rezoning from R-3 to C-3 lots 5, 6, 7, and 8 of Sigler’s College Addition was delayed until this meeting, so members of the Commission could determine the problems that exist in the zoning application.  A letter from Little Home, Inc. was presented, stating Mr. Little’s desire to cooperate with the City of Jonesboro.  A motion was made to approve the rezoning by Mr. Lane and seconded by Mr. Melton.  Vote was YEA: Kenward, Lane, Melton, King, Griffin, and Falls.  NAY: None.  Motion carried.

Item #2.  Paul Arnold’s request to rezone his property from R-1 to R-3.  Attorney Ward come before the Commission representing Mr. Arnold.  Mr. Ward passed out copies of the plat to each member and then pointed out several reasons for rezoning to R-3; afterwards, Mr. Hudson came before the Commission representing residents of the area to give reasons for objecting the rezoning.  Among the reasons for objecting was the bridge and walkway that crosses over Christian Creek was unsafe.  The Commission assured the citizens that a letter would be written to the proper authorities for action.  After some discussion the Chairman moved that the Commission end any further public hearing on the matter and a decision will be made before the next meeting.

Item #3.  Jerry and Mary Craft to rezone their property from R-1 to R-2.  A motion was made by Mr. King to deny rezoning and was seconded by Mr. Falls.  Vote was YEA- Lane, Melton, King and Falls.  NAY: Kenward and Griffin.  Motion carried.

Jerry and Mary Craft’s rezoning request was denied for two reasons:

1.                     Mr. Spence and Mr. Clark owners of the property adjoining Mr. Craft’s property have not been given any written approval for their desire to have their property rezoned to R-2.

2.                     The Planning Commission is waiting for the study from Harland Bartholomew and Associates.

Item #4.  Dacus 1st replat of Dacus Acres, Jonesboro, Ark.   A motion was made by Mr. Lane to approve the replat and was seconded by Mr. Falls.  Motion passed unanimously.

Item #5.  Shaeffer’s 1st replat of Sigler’s College Addition, Jonesboro, Arkansas.  A motion was made by Mr. Falls and seconded Mr. Griffin to approve the replat.  Motion was passed unanimously.

Meeting was adjourned at 10:00 P.M.

NOTES:  Mr. Summers Little’s plat will not be stamped approved until a new plat is given showing setbacks and right of ways.
