CITY COUNCIL MINUTES - JANUARY 2, 2001

 

OATH OF OFFICE - 6:10 P.M. - The Oath of Office was administered by Judge David Laser to the following city officials: Mayor Hubert Brodell, City Clerk Donna Jackson and six council members, position two from each of the six wards. Those members were: Bill Roddy, Paul Copeland, David Young, Harold Perrin, Chris Moore, and Cecil Province.

 

CITY COUNCIL MINUTES - January 2, 2001

 

The Jonesboro City Council met Monday, January 2, 2001, at 6:30 p.m. A full quorum was in attendance. Present were: Mayor Hubert Brodell, City Clerk Donna Jackson, City Attorney Phillip Crego, and 11 council members. Those members were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Tate was unable to attend.

 

Councilman Perrin moved, seconded by Councilman Roddy to approve the minutes as provided. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

A proclamation was delivered by Mayor Brodell, proclaiming January, 2001 as Birth Defects Prevention Month and recognizing the leadership role of the March of Dimes in the fight to prevent birth defects. The three March of Dimes representatives to receive the Mayor’s Proclamation were Bill West, Jay Blackshare, and Darlene Calkin. Mayor Brodell praised their efforts and encouraged everyone to support the March of Dimes.

 

The following ordinance was on the third reading:

 

ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-1) TO RESIDENTIAL (R-2), LOCATED AT 2101 W. MATTHEWS. (LORETTA LITTLE)

 

Councilman Young moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3267.

 

Councilman Kelton offered the following ordinance for first reading:

 

ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-1) TO INDUSTRIAL (I-1), LOCATED IN THE 9700 BLOCK OF EAST HIGHLAND. (JERRY NICHOLS)

 

Councilman Young moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. No further action was taken on this particular ordinance.

 

Councilman Young offered the following ordinance for first reading:

 

ORDINANCE APPROPRIATING CITY OF JONESBORO, ARKANSAS SALES AND USE TAX REVENUE BONDS, 1996 AND 1997 SERIES, BOND FUND ACCOUNT BALANCES.

 

Councilman Perrin moved, seconded by Councilman Young to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Young moved, seconded by Councilman Crockett to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. Councilman Roddy moved, seconded by Councilman Young for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The ordinance was assigned ordinance number 3268.

 

Councilman Perrin moved, seconded by Councilman Moore for the adoption of a resolution requesting City Water and Light to provide free utility service to a building located at Parker Park, 1522 North Church Street. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. The resolution was assigned number 2001:01.

 

Under new business, Councilman Rega moved, seconded by Councilman Young to nominate Councilman Harold Perrin as Vice Mayor for the year 2001. Councilman Kelton moved, seconded by Councilman Moore to have nominations cease. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy. A voice vote was taken on the previous motion made by Councilman Rega, seconded by Councilman Young resulting in all members voting aye. Those members voting aye were: Kelton, McCall, Young, Crockett, Rorex, Rega, Province, Copeland, Moore, Perrin and Roddy.

 

As required by law, Mayor Brodell reported to Council the “State of the City” address by first thanking the City Council, City Department Heads, City Employees, and the Citizens of Jonesboro for their support in 2000. Mayor Brodell reported in the 14 years he has served as Mayor of Jonesboro, the City’s expenditures have been less than budgeted, even though the 2000 budget figures have not yet been finalized. Mayor Brodell praised the work done by the Street and Mata Departments in their efforts to black-top gravel roads within the last three years. He explained that all the gravel roads, including the newly annexed areas will be paved sometime in 2001, once preliminary work is completed in the Mays Addition. Mayor Brodell gave a proposed overview of State Highway Projects which will begin the bidding process in 2001 as follows:

 

1st Quarter - E. Highland from Commerce Drive to the city limits.

2nd Quarter -Johnson Ave. from Culberhouse to Berry’s Truck Stop; Hwy 63 from Bono to county line.

3rd Quarter -From Berry’s Truck Stop Overpass & Johnson Ave. back to Culberhouse to Marshall Street.

4th Quarter -49 S. Bypass all the way around to Maple Valley for 5 lanes with sidewalks, curbs and gutter.

 

Other city projects mentioned by Mayor Brodell were a diagonal cut from Hwy 18 across to Cottage Home Road; work in Parker Park, and Allen Park, and Drug Program implemented by the Jonesboro Police Department.
