CALLED MEETING - JULY 27, 1989

 

A Called Meeting was held by the City Council of the City of Jonesboro at 7:00 p.m. at City Hall. Present were Mayor, City Clerk, and Aldermen Park, Stricklin, Bridger, Province, Mays, Sanderson, Strauser, and Hinson. Absent were Aldermen Evans, Shelton, Hannah, and Nix.

The meeting was called for the purpose of discussion concerning the North Caraway Road Improvement District.

 

Mr. Stricklin offered the following ordinance for first reading which was read by the Clerk:

 

AN ORDINANCE ESTABLISHING THE NORTH CARAWAY ROAD IMPROVEMENT DISTRICT NUMBER 1; AND FOR OTHER PURPOSES

 

Mr. Stricklin moved, seconded by Dr. Strauser to place the ordinance on second reading. All voted aye. The ordinance was read for the second time. Mr. Stricklin moved, seconded by Dr. Strauser to further suspend the rules and place the ordinance on third reading. All voted aye. The ordinance was read for the third time. The attorney representing the matter, Skip Mooney, Jr. stated the improvement district would be for a five-year period and would dissolve at the end of that time. He further stated that there would be a (30) thirty day period from the publishing of the ordinance for which someone could file a lawsuit challenging the matter. At the regular council meeting on August 7, a schedule for property owners’ assessment will be reviewed, along with the petition. In response to questions by Aldermen, the city can start work at any time. The Public Works Director, Jeff Gibson was asked when work would be completed on the project and he responded by Thanksgiving. Mr. Sanderson moved, seconded by Mr. Stricklin to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2197.

 

Mr. Stricklin moved, seconded by Mr. Hinson to set a Public Hearing on August 7, 1989, at 7:15 p.m. regarding the approval of a grant from AIDC for O. S. Kelly, Co. All voted aye.

 

With no further business, the meeting adjourned at 7:25 p.m.
