METROPOLITAN AREA PLANNING COMMISSION

MARCH 13, 2001

 

MEMBERS PRESENT: Beadles, Little, Damron, Gott, Bennett, Shaw, Phillips, Krennerich present for items 6-11

 

MEMBERS ABSENT: None (1 appointment vacant)

 

The minutes of the February 13, 2001 meeting were approved as submitted.

 

#1 RZ01-05 Lora Wells requested rezoning, from R-2 to C-3 Commercial, of Lot 5 in Block “B” of Pyle Replat of Block “B” of Pyle Addition, generally located at the northeast corner of Johnson Avenue and Rogers Street.  

 

Bill Hafford explained that this is the proposed site of Bill’s Barber Shop and the Barber’s Daughter Beauty Shop, both of which are located in area to be demolished by the AHTD for the widening of Johnson Avenue.  No opposition was expressed by any in attendance.

 

Mr. Bennett made a motion to recommend approval of the rezoning to the City Council as submitted.  The motion was seconded by Ms. Shaw.  Voting was 6 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.

 

#2 RZ01-06 L. D. Burrow and Geneva Barkley requested rezoning, from R-1 Residential to C-5 Commercial, of Lots 7 & 8 in Block “A” of Spence Subdivision, located at 2205 & 2207 Race Street.

 

Properties across the street and to the east and west are zoned commercially at this time and these two properties lie in the middle.  No opposition was expressed by any in attendance.

 

A motion to recommend approval of the rezoning to the City Council was made by Ms. Shaw and seconded by Mr. Damron.  Voting was 6 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.

 

#3 RZ01-07 Arthur Bradley requested rezoning, from R-2 Residential to C-5 Commercial, of Lot 13 of Block 3 of Matthews Addition, generally located between 221 & 233 Fisher Street.

 

This is the future site of the Beacons and Bridges Organization who will serve as an incubator for neighborhood revitalization projects and small business development and community organizing throughout the community over the next five years.  ASU is donating a manufactured home for a temporary office space.  Private donations and grants will be used to fund the projects. 

 

 

Ms. Shaw made a motion to recommend approval of the rezoning to the City Council with the understanding that in five years that the manufactured home would be gone and the owner revisiting the issue of zoning with consideration being give to returning the property to Residential R-2 Zoning.  The motion was seconded by Mr. Little.  Voting was 6 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.

 

#4 RZ01-08 KMC General Contractors requested rezoning, from R-1 to R-3 Residential, of 0.48 acres, generally located north of Johnson Avenue on the west side of State Street (across from 304 State Street).

 

Commissioners stated they could not support more high density development in this area  but would consider a less intense zoning of R-2.  Mr. Meredith informed the commissioners of his plans to build around four units there which would comply with R-2.

 

Mr. Little made a motion to recommend approval of the rezoning to Residential R-2 instead of R-3 to the City Council with the stipulation that site development plans be submitted and approved by the MAPC.  The motion was seconded by Mr. Damron.  Voting was 6 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.

 

#5 RZ01-09 Rick Robertson, Thomas Howell, & Keith Palmer requested rezoning, from AG-1 Agricultural to I-1 Industrial, of approximately 16.9 acres, generally located in the 6700 block of East Highland Avenue.

 

Ms. Shaw made a motion to recommend approval of the rezoning to the City Council with the stipulation that side development plans be submitted and approved by the MAPC.  The motion was seconded by Mr. Phillips.  Voting was 6 in favor, 0 opposed, MOTION CARRIED, REQUEST APPROVED.

 

#6 RZ01-10 Elaine Hallum & Joe Heinemann requested rezoning, from C-3 Commercial and R-1 Residential to C-4 Commercial, of a part of Lot 13 of Senter & Co’s Addition (1.078 acres), generally located at the northwest corner of Highland Drive and Wofford Street.

 

Opposition was expressed by Skip Mooney, Sr. representing the property owners in the area.  Issues of traffic safety, scenic parkway and high traffic commercial uses were discussed at length.  It was noted that the AHTD is or will be conducting a traffic study to determine what can be done to improve the intersection and make it safer.  It was stated that the side street (Wofford) is a residentially developed street and a lesser intense use should occur on the corner lot.

 

A motion was made by Mr. Krennerich to table the request until such time at the AHTD has completed their study of the intersection and we know what changes will be made to improve the intersection and the realignment of opposing streets.  The motion was seconded by Ms. Shaw.  Voting was 5 in favor, 3 opposed, MOTION CARRIED, REQUEST TABLED.

 

#7 RZ01-11 Carroll Caldwell requested rezoning, from C-4 to C-3 Commercial, of 6.16 acres, generally located at the southeast corner of Wimpy Lane and Southwest Drive.

 

Mr. Krennerich made a motion to recommend approval of the request with the following stipulations:

1.  Providing site development plans to the MAPC for approval

2.  Include elevation drawings in the plans

3.  Include a landscape plan for the site and buffering plan for the south side in the plans

4.  Revise footprint of the building for step downs

 

The motion was seconded by Mr. Little.  Voting was 6 in favor, 1 opposed, MOTION CARRIED, REQUEST APPROVED WITH STIPULATIONS.

 

#8 RZ01-12 Robert Layne requested rezoning, from R-1 Residential to C-3 Commercial, of 0.80 acres located at 2217 Woodsprings Road.

 

WITHDRAWN PRIOR TO MEETING.

 

#9 SU01-3 Sach Oliver requested permission to locate a mobile home/manufactured home at 2416 West Matthews Avenue.

 

Ms. Shaw made a motion to table the request due to lack of representation with Mr. Gott making the second.  Questions were raised regarding land elevation and exact location of the home.  Voting was 7 in favor, 0 opposed, MOTION CARRIED, REQUEST TABLED.

 

#10 SU01-4 Charles Smith requested permission to locate a mobile home/manufactured home at 1101 Easley Lane.

 

No representation was present at the meeting to answer questions by commissioners.  A motion to table the request was made by Mr. Phillips and seconded by Mr. Damron.  Voting was 7 in favor, 0 opposed, MOTION CARRIED, REQUEST TABLED.

 

#11 PP01-01 Mike Layman requested preliminary plat approval for the subdivision of approximately 99 acres, generally located east of Mt. Carmel Road and south of Kellers Chapel Road, into 55 residential lots.

 

Mr. Krennerich made a motion to grant preliminary approval of the request with the following stipulations:

1.  Compliance with the City Engineer’s analysis and comments

2.  Providing an outlet to the south

2.  Providing a second outlet to Mt. Carmel Road

 

The motion was seconded by Mr. Damron.  Voting was 6 in favor, 1 absent, 0 opposed, MOTION CARRIED, REQUEST APPROVED.
