Minutes for the City Council meeting on January 6, 1964

Mayor, Treasurer, and six Aldermen were sworn in by Search Taylor. Herbert Sanderson, Mayor; Estelle Johnson, Treasurer; Lafayette Sammons, 1st Ward; J.W. Ledbetter, 2nd Ward; Neil Stallings, 3rd Ward; Virgil Snow, 4th Ward; Woodrow Wilson, 5th Ward; J.W. Pardew, 6th Ward.

 

The City Council of the City of Jonesboro, Ark., met in regular session at City Hall, Monday night, January 6, 1964, at 7:30 p.m. There were present: Mayor, City Attorney and City Clerk and the following named Councilmen: Sammons, Griffin, Wilson, Bridger, Brickell, Stallings, Snow, Pardew, Cook, Ledbetter and Mays. Absent: Heern.

 

Mr. Cook offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE EXTENDING MATURITY OF CERTIFICATES OF INDEBTEDNESS AND DATE FOR ISSUANCE OF PARKING REVENUE BONDS TO FEBRUARY 1, 1965

 

Mr. Cook moved with Mr. Ledbetter seconding the motion that the rule be suspended and the ordinance be placed on the second reading. Roll was called and all voted aye. Motion carried. Mr. Cook made the motion seconded by Mr. Ledbetter that the rule be further suspended and the ordinance be placed on the third and final reading. On calling the roll, all voted aye and the motion carried. Mr. Cook then moved with Mr. Ledbetter seconding the motion that the ordinance be adopted. Roll was called and all voted aye. Motion carried. Mr. Cook made the motion seconded by Mr. Ledbetter that the emergency clause be adopted. All voted aye and the motion carried. The ordinance was given the number 1086.

 

Mr. Brickell moved with Mr. Mays seconding the motion that the City Attorney be instructed to file whatever proceeding that might be necessary to determine the existence of a public right-of-way on East Washington, from Houghton Street east. Roll was called. All voted aye. The motion carried.

 

Mr. Mays moved with Mr. Cook seconding the motion that the Finance Committee’s recommendation for salary increases be accepted and Mr. Snow made the motion seconded by Mr. Stallings that the motion be amended to raise the fire and police hosemen and patrolmen $5.00 per month. On calling the roll for the amendment, voting aye were Stallings, Snow and Mays. Voting no, Sammons, Griffin, Wilson, Bridger, Brickell, Pardew, Cook and Ledbetter. The amendment failed. Roll was called on the original motion and all voted aye. Motion carried.

 

Mr. Mays offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE CLOSING AN ALLEY IN NETTLETON STATION FROM MAIN STREET TO SCHOOL STREET

 

Mr. Mays moved with Mr. Sammons seconding the motion that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All voted aye and the motion carried. Mr. Mays made the motion that the rule be further suspended and the ordinance be placed on the third and final reading. Mr. Sammons seconded the motion. On the roll call, all voted aye and the motion carried. Mr. Mays then moved with Mr. Sammons seconding the motion that the ordinance be adopted. All voted aye and the motion carried. It was moved by Mr. Mays, seconded by Mr. Sammons that the emergency clause be adopted. All voted aye and the motion carried. The ordinance was given the number 1087.

 

Mr. Wilson offered the following ordinance and placed it on the first reading:

 

AN ORDINANCE TO PROHIBIT UNAUTHORIZED VEHICULAR TRAFFIC ON OR NEAR AIRPORT RUNWAYS; TO PROVIDE PENALTIES FOR VIOLATION THEREOF

 

Mr. Cook moved with Mr. Sammons seconding the motion that the rule be suspended and the ordinance be placed on the second reading. Roll was called. All aye and the motion carried. Mr. Cook made the motion seconded by Mr. Sammons that the rule be further suspended and the ordinance be placed on the third and final reading. Roll was called. All voted aye and the motion carried. Roll was called and all voted aye. Motion carried on the emergency clause. The ordinance was given the number 1088.

 

Mr. Snow made the motion seconded by Mr. Mays that the bills as okayed by the Finance Committee be paid. Roll was called. All aye and the motion carried.

 

There being no further business, Council voted unanimously to adjourn.
