II. ROLL CALL

III. APPROVAL OF MINUTES

• Minutes for April 15, 2026, Stormwater Management Board Meeting

Motion to approve the minutes was made by Porter and seconded by Coleman. The minutes were unanimously approved.

IV. NEW BUSINESS

Sam Adair for 813 Oriole Ct. joined the meeting virtually to discuss VR 01-26. He wants to build a shop that will later be turned into a mother-in-law suite. The request is to match the pool deck so the building can be handicap accessible. The pool deck is 7 ½” above the BFE. The existing pool deck has the same elevation as the garage. If the elevation is raised for two-foot freeboard, the ramp will be too steep for it to be handicap accessible. Porter made a motion to approve the variance. Merideth seconded. All voted aye.  Light stated that the city requires that ditches on front and side lot lines be enclosed. Delta Grain put up cash for the project on Evan Drive. They have requested the money be released because ArDOT will not issue a permit to put the pipe in. Light stated that ArDOT is opposed to including some ditches. Wyatt stated the Developer did what was required by the city and now there is an issue with ArDOT. Light stated that there was a different District Engineer when this started. Wyatt asked if the enclosed ditch was not done, would there be any damage to the community. Light stated that it is located on the outskirts of the city. Light also stated that this does not need City Council approval, just a vote by the Board. Porter made a motion that the cash bond be released. Coleman second. All voted aye.

V. OLD BUSINESS

Wyatt gave an ArDOT update. Airport Road is reaching completion and the bridge is open. Light stated that the Aggie Road and Red Wolf Boulevard intersections grow into a larger project. There are congestion and drainage to consider.

The BRIC grant funded was halted for the Lost Creek Basin design. It could potentially be funded later. Hopefully, the funding can be used for right-of-way acquisition.

Porter questioned the Annie Camp Detention pond beautification. Light stated the Mayor’s Youth Council will deliver door hangers to see what the neighbors want to be seen done to the property. Those door hangers will be out this summer.

Dooley stated the ribbon cutting for Vet School at Arkansas State University is scheduled for August 11th.
