IV. OLD BUSINESS

Light discussed the Stormwater Utility kick-off meeting. The consultants provided a milestone schedule at the meeting. The study will tell the City what projects that can be done, how much it will cost, and what amount to set the fee.

Clark questions how the study would affect ASU. ASU is a separate entity and MS4. Light stated there was a discussion concerning ASU at the kick-off meeting. Attorney’s will check into how it will be affected.

Farris questioned if the consultants are comparing us to a similar city where a Stormwater Utility Fee was created. Light stated they just completed a similar size scope in a city in Delaware.

All Board members are welcome to attend any meetings with the consulting firm and offer input. The next meeting is going to be in November. The Board will be invited but there is no obligation to attend.

Light informed the Board of the FEMA buyout program. The City is applying for a grant to purchase five Severe Repeatative Loss (SRL) properties. The estimated cost is $545,000 using 100% Federal money for the purchase. All of the property owners have been contacted and agreed to negotiate to sell. The property will be deed restricted greenspace.

Light reminded the Board of the Stormwter Workshop scheduled for November 9th and 10th. The November 9th meeting will be at the Public Works Facility on Dan Avenue and the November 10th meeting will be at ASU. He encourage everyone to attend.

V. NEW BUSINESS

Light informed the Board there will be a Craighead County Flood Risk Review meeting on November 2nd, from 9:30am - 11:30 am at the Public Works Facility. The meeting is free to attend and is open to the public.
