PUBLIC HEARING - 6:00 P.M. - A public hearing was conducted to vacate a 120.0' drainage easement and a 146.6' utility easement on Lot 6, Pardew North Addition (Guy Pardew & Lan Metz/ Ed Stepp)

 

PUBLIC HEARING - 6:10 P.M. - A public hearing was conducted to vacate Allision Street located in the Curtview Subdivision of Jonesboro, Arkansas. (Ronald L. White & Laura J. White/C.M. Mooney, Sr.)

 

CITY COUNCIL MINUTES - SEPTEMBER 16, 1996

 

The Jonesboro City Council met Monday, September 16, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Hubert Brodell, Mayor; Phillip Crego, City Attorney; and 8 council members. Those members were: Vance, Province, Hannah, Young, Rega, Tate, Kelton, and Roddy. City Clerk, Donna Jackson was attending the 1996 Institute for Municipal Clerks in Fayetteville Arkansas.

 

The minutes of September 3, 1996, were approved as delivered by Councilman Vance and seconded by Councilman Roddy. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Province, Hannah, Young, Rega, Tate, Kelton, and Roddy.

 

As the first order of business Mr. T. J. Rowell, Chief Engineer for the Arkansas Fish and Game Commission gave a presentation regarding State Nature Centers. Mr. Rowell stated he was to recommend potential center sites in and near Jonesboro, Pine Bluff, Little Rock and Ft. Smith.

 

The next order of business was a request by Mrs. Sandra Heath of 5716 Kings Point Lane, to address the Council regarding the improper use of a building permit by her neighbor Mr. Roy Dale Conaway of 5712 Kings Point Lane. Mrs. Heath explained that Mr. Conaway was using the 900 square foot structure for business purposes, and the permit issued to him prohibits commercial use. A second neighbor complained that Mr. Conaway was operating a garage and salvage business out of the building, and that unlawful items were being buried on the lot.

City Attorney, Phillip Crego stated the City had intervened in the past regarding the Conaway property. Mayor Brodell assured Mrs. Heath that steps would be taken to correct the situation.

 

Councilman Tate offered the ordinance for the first reading:

Councilman Young offered the following ordinance for the first reading:

 

ORDINANCE TO AMEND ORDINANCE NO. 2511 TO REINSTATE A MULTI-WAY "STOP" SIGN AT THE INTERSECTION OF FLINT & COLLEGE.                     

 

No further action was taken regarding this ordinance.

 

The following millage resolutions were approved:

 

FIRE PENSION FUND -                      

Councilman Vance moved, seconded by Councilman Roddy for the adoption of the Fire Pension Fund millage resolution. A roll call vote was taken resulting all council members voting aye. Those members voting aye were: Vance, Province, Hannah, Young, Rega, Tate, Kelton, and Roddy. The resolution was given the number 1996:44.

 

POLICE PENSION FUND -

Councilman Young moved, seconded by Councilman Rega for the adoption of the Police Pension Fund millage resolution. A voice vote was taken resulting all council members voting aye. Those members voting aye were: Vance, Province, Hannah, Young, Rega, Tate, Kelton, and Roddy. The resolution was given the number 1996:45.

 

PUBLIC LIBRARY -

Councilman Tate moved, seconded by Councilman Roddy for the adoption of the Public Library millage resolution. A voice vote was taken resulting all council members voting aye. Those members voting aye were: Vance, Province, Hannah, Young, Rega, Tate, Kelton, and Roddy. The resolution was given the number 1996:46.

 

CITY -

Councilman Vance moved, seconded by Councilman Rega for the adoption of the City millage resolution. A voice vote was taken resulting all council members voting aye. Those members voting aye were: Vance, Province, Hannah, Young, Rega, Tate, Kelton, and Roddy. The resolution was given the number 1996:47.

 

Under new business, Councilman Vance moved, seconded by Councilman Tate to authorize Mayor Brodell to purchase eight and one-half (8-1/2) acres for $21,250.00 ($2,500 per acre) to come from unappropriated sales tax. The land purchase will assist in road improvements leading from the Herget overpass and exit/entrance ramps. A voice vote was taken resulting all council members voting aye. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Province, Hannah, Young, Rega, Tate, Kelton, and Roddy.

 

Councilman Rega introduced Mr. Chris Connally, as the new 911 Director, replacing Mr. Bill Watt. Mr. Connally had worked under the supervision of Mr. Watt as well as the previous 911 Director, Mr. Marcus Whitley.

 

Councilman Tate reported on the cleanup of the Central Chevrolet property stating the fence had been painted, parking lots sealed, and weeding of the lot.
