CITY COUNCIL MINUTES MARCH 20, 1978

 

The Jonesboro City Council met in regular session, Monday March 20, 1978, at 7:30 p.m. Present: Mayor, City Attorney, Aldermen-Park, Sanderson, Hinson, Shelton, Bridger, Minx Hannah, Haigler, Stricklin, Province and Shepard. Absent: Smith. Also, visiting the meeting was the 9th grade Civics Class from high school.

 

Mr. Minx moved that the minutes of March 6, be approved as mailed, seconded by Mr. Hannah. All voted aye.

 

On motion by Mr. Stricklin, seconded by Mr. Park and unanimous vote of council the City was authorized to sell 2.72 acres of part of Lots 5, 6 and 7 of the Earl Kiech Addition for $10,000 an acre to Kiech Gin Company.

 

Mr. Bernard Weller with the United State Humane Society was present to discuss the city dog pound. Members of council had not been provided a copy of Mr. Weller’s report therefore; Mr. Park moved that any action be delayed for two weeks until council could study the report. The motion was seconded by Mr. Hinson and received unanimous vote of council.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on third reading, seconded by Mr. Hinson. All voted aye. After the reading of the ordinance, Mr. Stricklin moved for the adoption of same to include the emergency clause, seconded by Mrs. Haigler. All voted aye and the ordinance was given #1637.

 

The following ordinance was on 2nd reading:

 

AN ORDINANCE DESIGNATING MAXIMUM TIME LIMITS FOR PARKING ON CITY STREETS AND PARKING LOTS WITHIN THE CITY OF JONESBORO, ARKANSAS AND FOR OTHER PURPOSES

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on third reading, seconded by Mr. Park. All voted aye. After the reading of the ordinance, Mr. Sanderson moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Bridger. All voted aye and the ordinance was given #1638.

 

On motion by Mr. Hannah, seconded by Mrs. Haigler and unanimous vote of council, the cost of signs and port will be charged to the Parking Meter Fund.

 

Mr. Sanderson offered the following ordinance:

 

AN ORDINANCE TO CREATE AN AUDITORIUM COMMISSION, HEREAFTER KNOWN AS THE FORUM COMMISSION, TO PROVIDE FOR COMMISSION MEMBERS, TERMS AND VACANCIES, AND PROVIDING FOR THE RESPONSIBILITIES AND DUTIES OF THE COMMISSION AND FOR OTHER PURPOSES

 

Mr. Hannah offered the following ordinance:

                     

AN ORDINANCE DESIGNATING A BUS PARKING ONLY FROM 7:00 A.M. TO 8:30 A.M. AND FROM 2:00 TO 3:00 P.M. IN FRONT OF MACARTHUR MIDDLE SCHOOL AND FOR OTHER PURPOSES

 

Mr. Stricklin moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Hannah. All voted aye.

 

Mr. Hannah offered the following ordinance:

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954, KNOWN AS THE ZONING ORDINANCE FOR THE CITY OF JONESBORO, ARKANSAS, PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Bridger offered the following ordinance:

 

AN ORDINANCE TO PROVIDE FOR THE SALE OF CITY PROPERTY UPON A BID BASIS AND TO ESTABLISH THE MAXIMUM AMOUNT OF PROPERTY TO BE SOLD AND FOR OTHER PURPOSES

 

Mr. Hannah moved that the rules be suspended and the ordinance be placed on second reading, seconded by Mr. Stricklin. All voted aye.

 

After the reading, Mr. Hannah moved that the rules be further suspended and the ordinance be placed on third reading, seconded by Mr. Stricklin. All voted aye. Mr. Hannah then moved for the adoption of the ordinance to include the emergency clause, seconded by Mr. Stricklin. All voted aye and the ordinance was given #1642.

 

Mr. Bridger offered the following ordinance:

 

AN ORDINANCE ACCEPTING SAID LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2): DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

On motion by Mr. Shelton, seconded by Mr. Park and unanimous vote of council, the rules were suspended and the ordinance placed on second reading.

 

The following bids were opened on Building Insurance:

Mr. Hannah moved that the bids be referred to the insurance committee for recommendations, seconded by Mr. Bridger. All voted aye.

Mr. Bridger moved that the low did for asphalt be accepted, seconded by Mr. Hannah. All voted aye.

 

The following bids were opened for a lawn mower for Cemetery Department;

Mr. Hannah moved that the low bid meeting the specs be approved, seconded by Mr. Shelton. All voted aye.

 

The following bids were opened for a Pick-up truck:

Aycock Pontiac                     $3,990.00

Moon Chevrolet                     $4,184.14

 

Mr. Parks moved that the low bid meeting the specs by accepted, seconded by Mr. Hinson. All voted aye.

 

On recommendation of the Purchasing Agent, carpet for the Court Room will be purchased from Mid West Rug, on motion by Mr. Bridger, seconded by Mr. Sanderson, and unanimous vote of council.

 

Permission was granted for placing a mobile home at 2303 Clark Street, on motion by Mr. Stricklin, seconded by Mr. Shelton and unanimous vote of council.

 

Mr. Sanderson moved that the Fall Clean Sweep be scheduled for two weeks beginning the first Monday in April. The motion was seconded by Mr. Smith and council voted aye.

 

On motion by Mr. Stricklin, seconded by Mr. Bridger and unanimous vote of council, new hours for the landfill will be 8 a.m. to 6:00 p.m. daily and 8 a.m. to 5:00 p.m. on Saturdays until Fall Clean up.

 

Mr. Hannah moved that costs for new lighting for the Court Room be allocated from the Building and Maintenance Fund, seconded by Mr. Bridger. All voted aye.

Mr. Bridger moved that all the above bids be referred to the City Engineer and Street Committee for recommendations. The motion was seconded by Mr. Hannah. All voted aye.

 

There being no further business to come before council, the meeting adjourned.
