Councilman Dover moved, seconded by Councilman Moore giving Mayor Brodell approval to enter into an immediate contract with either Fisher Arnold or Carter Burgess to do additional topography in the development of contour maps, as required by FEMA.  The approximate cost is $38,000 with the money to come from the 2003 Budget, Drainage Improvement line item.  All voted aye.

Councilman Street moved, seconded by Councilman Dover endorsing a letter from the Infrastructure Committee, to Congressman Marion Berry to include particular language in the Fiscal Year 2004 Agricultural Appropriations bill for $2,000,000 to help alleviate flooding of Ditch 26.  All voted aye.

STREETS & MATA

Councilman Moore presented a proposal on behalf of Mayor Brodell and his assistant Larry Johnson to purchase .80 acre, located on Lawson Road from Mr. Jerry Marriott.  The purchase is needed in order to construct a five-lane highway in the area and would be contingent on Mr. Ken Yarbrough donating additional right-of-way to the City of Jonesboro.  Councilman Moore explained Mr. Bob Gibson had appraised the property for $40,000 and Mr. Johnson and Mayor Brodell had been negotiating with Mr. Marriott who wanted city sewer brought up to his property line in exchange for the property.  The sewer improvement would cost $36,875.00, and the Mayor’s Office was requesting approval to purchase the .80 acre for $36,875.00, with Mr. Marriott to do his own sewer improvement.  Councilman Dover moved, seconded by Councilman Street to recommend to the full council the purchase of .80 acre for $36,875.00, contingent on Mr. Ken Yarbrough donating additional right-of-way, with the money to come from the Street and Drainage Tax.  All voted aye.

PLANNING SUBCOMMITTEE

Councilman Street moved, seconded by Councilman Dover providing for a swale located at Farm Creek to be constructed into a ditch, using city dump trucks for haul-off, and to include rip-rap as needed to control erosion.  All voted aye.

Councilman Street provided committee members with nine (9) Requests for Qualifications to perform a traffic improvement study for the southwest portion of Jonesboro.  Mr. Street explained Mr. Glenn Batten, City Planner had provided an evaluation of the qualifications for the purpose of ranking the firms, and he also provided a ranking of the firms.  The decision was made to make the nine RFQs available in the Office of City Clerk, Donna Jackson to allow committee members the opportunity to review and rank the firms by the next committee meeting.

Councilman Street informed committee members that Mr. Lowell Gragg had been terminated from the Planning and Inspections Department.

With no further business Councilman Moore moved, seconded by Councilman Dover to adjourn.
