CITY COUNCIL MINUTES, MARCH 4, 1996

 

The Jonesboro City Council met Monday, March 4, 1996, at 6:30 p.m. A full quorum was in attendance. Present were: Donna Jackson, City Clerk; Phillip Crego, City Attorney, and 11 council members. Those members were: Vance, Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin, and Harpole. Councilman Province was unable to attend. Vice Mayor, Gary Harpole officiated the council meeting in Mayor Brodell’s absence.

 

The minutes of February 19, 1996, were approved as amended by Councilman Perrin and seconded by Councilman Young. The following amendments were made: (FIRST PAGE, SIXTH PARAGRAPH, Waddel Appeal) A . . . to amend the ordinance from Residential (R-2) to Commercial (C-4); and (PAGE FIVE, BID NUMBER 96:04) A. . . to accept the higher bid of Town and Country II, because of its superior warranty. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

Councilman Vance moved, seconded by Councilman Young to table a decision regarding the Gary Winters appeal until the next council meeting scheduled for March 18, 1996. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

Councilman Tate moved, seconded by Councilman Kelton to table ITEM 4-A - Parking Ordinance, until the next council meeting scheduled for March 18, 1996. A voice vote was taken resulting in all council members voting aye. Those members voting aye were: Vance, Wise, Evans, Hannah, Young, Rega, Tate, Kelton, Roddy, Perrin and Harpole.

 

Under new business, Alderman Young presented a report from City Water & Light, listing benefits provided to the community during 1995. The total monetary worth of these benefits to the community of Jonesboro is $2, 550,194.

 

Councilman Kelton moved, seconded by Councilman Vance to grant a ninety (90) day condemnation extension with no extensions thereafter, to Mr. Harold Wells of 226 S. Bridge Street. A voice vote was taken resulting in a nine (9) to two (2) vote in favor of the motion. Those voting aye were: Vance, Wise, Hannah, Young, Rega, Kelton, Roddy, Perrin and Harpole. Those voting nay were: Tate and Evans.

 

In closing, Vice Mayor Harpole explained Mayor Brodell was attending a Visitation Service in Memphis, for Judge Bearden’s only brother. Vice Mayor, Harpole also reported six of the seven new tornado sirens had been installed and the seventh would be installed by this week.

 

With no further business the meeting was adjourned.
