CITY COUNCIL MINUTES - OCTOBER 21, 1991

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were the Mayor, City Clerk, City Attorney, and all the Aldermen.

 

The minutes of October 7, 1991, were approved as mailed on motion of Mr. Evans, seconded by Mr. Stricklin. All voted aye.

 

Mr. Stricklin offered the following ordinance for the first reading:

 

AN ORDINANCE MAKING IT ILLEGAL AND APPROVING THE POSTING OF A NO LOITERING OR TRESPASSING SIGN, BETWEEN THE HOURS OF 8:00 P.M. AND 7:00 A.M. AT THE MINI-PARK AREA OF CHURCH AND MONROE STREETS

 

Mr. Shelton offered the following ordinance for first reading: (Annexation of R-1 on Nash and Caraway Road)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY TO WARD FIVE (5) DECLARING AN EMERGENCY; AND FURTHER PURPOSES.

 

Mr. Hannah moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye. Mr. Nix moved, seconded by Mr. Shelton to further suspend the rules and place on third and final reading. All voted aye. Mr. Hannah moved, seconded by Mr. Shelton for the adoption of the ordinance with the emergency clause. All voted aye. The ordinance was given number 2359.

 

Mr. Mays offered the following ordinance for first reading: (Rez. R-1 to C-3 Race Street Commercial Addition)                     

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR THE CHANGE IN ZONING BOUNDARIES.

 

Mr. Stricklin moved, seconded by Mr. Nix to suspend the rules and place on second reading. All voted aye.

 

Mr. Mays offered the following ordinance for first reading: (Rez. R-1 to C-3 E. of Stadium, S. of Fire Academy Dr. And near Fox Meadow Lane)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Shelton moved, seconded by Mr. Hinson to further suspend the rules and place on second reading. All voted aye.

 

Mr. Shelton offered the following ordinance for first reading: (Rez. R-1 to I-1 E. of Harry Dr. N. of Doris Pl.)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Hinson moved, seconded by Mr. Shelton to suspend the rules and place on second reading. All voted aye.

 

The ordinance requesting rezoning from R-1 to R-3, lots (2) and three (3) of Gary Hills Subdivision was never offered. It was explained, the City Clerk must be notified if the ordinance is to be placed on the agenda for the meeting.

 

Mr. Stricklin offered the following ordinance for first reading: (Rez. R-1 to R-2 S. Parker Road)

 

AN ORDINANCE TO AMEND ORDINANCE NO. 954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Hinson moved, seconded by Mr. Evans to amend the ordinance to read: Rezoning of lots 1 and 8 to R -2, everything else to be R -1. A roll call vote was taken. The result was two (2) to (9) with Mr. Evans and Mr. Hinson voting aye and everyone else voting nay. Mr. Shelton did not cast his vote.

 

Mr. Hannah offered a resolution requesting a public hearing be set in the matter of the Colony Road Improvement District. The hearing was set for November 4, 1991, at 7:15 p.m. Mr. Hannah moved, seconded by Mr. Evans for the adoption of the resolution. All voted aye. The resolution was given number 1991:42.

 

Under new business the Mayor informed Council, Jonesboro had been chosen as one of twelve Communities in Arkansas to receive the 1991 Volunteer Community Award. The Mayor attributed this accomplishment to the people of Jonesboro for their hard work as volunteers. Mayor Brodell reminded Council of the Public Hearing on Monday, October 28. 1991, concerning the Transportation Study, also the Public Hearing set for Tuesday, October 29, 1991, for the redistricting of wards. Next the Mayor presented a request from the Parks and Recreation Commission concerning the purchase of a mower. Discussion followed, with Dr. Strauser reminding Council the 1992 budget had not yet been approved. There was confusion over if money was coming from the 1991 budget or the 1992 budget. Mr. Davis suggested an ordinance by drawn up, to bypass the bidding process. The decision was made to research the matter further, and bring it up at the next Council Meeting.

 

Mr. Stricklin reported the Parks & Recreation commission had done a lot of work on the Watson Center and Dr. Schrantz had donated $310.00 for paint, to be used to paint the inside of Watson Center. Mr. Stricklin requested permission to present a slide show of all the Park and Recreation facilities at the second Council Meeting in November.

 

Mr. Wise requested the City of Jonesboro to supply paint for an ASU project in which the students would donate their labor to rid the overpasses of graffiti.

 

In closing, Mayor Brodell reminded Council of the need for a Moratorium on annexation due to regulations of the Class Four Fire Insurance Rating. Mr. Nix and Mr. Hannah expressed concern over the need for a Moratorium versus informing the public of the City Council’s resistance to annexation until the new fire insurance rating was complete. However, Brian Wadley explained by the time people invest the money and effort to bring an annexation to the Council, it would be difficult to refuse their request. Mr. Shelton moved, seconded by Dr. Strauser to set a Moratorium on annexation until July 1, 1993. A roll call vote was taken with all voting aye.

 

With no further business the meeting was adjourned.
