AN ORDINANCE FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS OF THE CITY OF JONESBORO, ARKANSAS, THE QUESTION OF WHETHER A PETITION SHALL BE FILED BY SAID CITY IN THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS FOR THE PURPOSE OF ANNEXING CERTAIN ADDITIONAL TERRITORY THERETO, AND EMPOWERING THE CITY ATTORNEY AND OTHER CITY OFFICIALS TO TAKE ALL NECESSARY STEPS FOR SAID ANNEXATION AND FOR OTHER PURPOSES

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas.
SECTION 1. It is hereby found that it is desirable and necessary to annex the real property, more particularly hereinafter described, to the City of Jonesboro, Arkansas, said property being hereby found to be suitable for urban development.
It is further found that the annexation of said land, more particularly hereinafter described, is necessary in order to extend fire and police protection to said lands and to plan an orderly development as a part of the Jonesboro community and that such annexation will protect the best interest, convenience and welfare of the people of the said City and of the inhabitants of said land herein sought to be annexed that said land is of a kind properly to be included in the City; and said land is contiguous to said City as now bounded.
SECTION 2. The City Clerk is therefore hereby directed to certify the following question to the Craighead County Board of Election Commissioners to be voted upon by the qualified electors of the City of Jonesboro, Arkansas, in the General City Election to be held in the said City on Tuesday, April 6, 1948.
The following question is hereby submitted to the qualified electors of the City of Jonesboro, Arkansas: Shall the City of Jonesboro, Arkansas, file a petition in the County Court of the Craighead County, Arkansas, and take all other necessary steps for the annexation of the following described real property to the City of Jonesboro, Arkansas, said land lying in the County of Craighead and Western or Jonesboro District thereof to-wit:
Beginning at one-fourth (1 ¼) corner 11 and 12 Township Fourteen (14) North, Range Three (3) East; thence East on one-half (1/2) Section to the one-fourth (1 ¼) Section corner of Section Eight and Nine (8 and 9), Township Fourteen (14) North, Range Four (4) East; thence South on Section line to corner of Sections eight and nine, sixteen and seventeen (8, 9, 16 and 17) Township Fourteen (14) North, Range Four (4) East; thence East on section line to the NE corner of the NW ¼ of the NE ¼, Section Sixteen (16), Township Fourteen (14) North, Range Four (4) East; thence South on one-sixteenth (1/16) section line SE corner of SW ¼ at the NE ¼, Section Sixteen (16), Township Fourteen (14) North, Range Four (4) East, thence East on one-half (1/2) section line to the center of Section Fifteen (15) Township Fourteen (14) North, Range Four (4) East; thence South on one-half (1/2) section line to point of intersection with the South right-of-way line of the St. Louis and Southwestern Railroad; thence Northeasterly along said right-of-way to point where same intersects with the West right-of-way line of the Missouri Pacific Railroad; thence Southwesterly along west right-of-way line of Missouri Pacific Railroad to point where same intersects with City limits of Nettleton, Arkansas; thence West along said City limits to point where same intersects with the East right-of-way line of St. Louis and San Francisco Railroad; thence Northwesterly along said right-of-way line to point where same intersects section line between Sections Twenty-one and Twenty-two (21 and 22) Townships Fourteen (14) North, Range Four (14) East; thence South on section line to a point 660’South of Corner to Sections Twenty-one, Twenty-two, Twenty-seven and Twenty-eight (21, 22, 27 and 28) Township Fourteen (14) North, Range Four (4) East; thence West parallel to section lines to a point on section line 660’ South of corner to Sections Nineteen, Twenty, Twenty-nine and Thirty (19, 20, 29 and 30) Townships Fourteen (14) North, Range Four (4) East, thence South on section line to one-fourth (1/4) section corner Section Twenty-nine and Thirty (29 and 30), Township Fourteen (14) North, Range Four (14) east; thence West on one-half (1/2) section line to center Section Twenty-five (25) Township Fourteen (14) North, Range Three (3) East; thence North on one-half (1/2) section line to one-fourth (1/4) section corner to Section Twenty-four and Twenty-five (24 and 25), Township Fourteen (14) North, Range Three (3) East; thence West on section line to corner of Section Twenty-three, twenty-four, Twenty-five and Twenty-six (23, 24, 25 and 26), Township Fourteen (14) North, Range Three (3) East, thence North on section lines to one-fourth (1/4) section corner to Sections eleven and twelve (11 and 12), Township Fourteen (14) North, Range Three (3) East; the point of beginning including all land within the above described limits excepting the land lying within the above described territory including within the existing corporate limits of the City of Jonesboro, Arkansas.
Vote for or against annexation of said lands by striking out one of the following statements:
For annexation of said land to the City of Jonesboro, Arkansas
Against annexation of said land to the City of Jonesboro, Arkansas
SECTION 3. The Mayor and City Clerk are hereby directed to advertise and question before said election as required by law.
SECTION 4. In the events that a majority of the qualified electors voting on said question at the said election vote for the annexation of said land, the City Attorney is directed to fill a petition for the annexation of said land to the City of Jonesboro, Arkansas, in the County Court of Craighead County, Arkansas, and take all necessary steps to perfect the same and to cause the filing of said petition to be advertised as required by law, and the City Engineer is directed to prepare plate showing said lands to be annexed and to file same with the City Clerk for public inspection.
SECTION 5. In the event that said land or any part thereof is duly annexed to the City, the City Council shall after the final order of the County Court thereon, make provision for the incorporation of said lands so added to existing or new words of the City of Jonesboro.
SECTION 6. It is hereby found that the best interest of the City of Jonesboro and of the property owners and residents of the lands herein above described require that said lands be annexed to the City in the order that is orderly development as urban property may be best provided for; that the annexation of said land is necessary to provide adequate police and fire protection to said lands and to protect the public peace, and the public health and the public safety of residents already in the corporation; that said annexation is necessary for the orderly development of highways within and without the present corporate limits; that in order that this question may be submitted at the said election this ordinance must be immediately passed and an emergency is therefore declared, and this ordinance being necessary for the protection of public peace, health and safety, shall be in full force and effect from and after its passage, adoption and publication.
