CITY COUNCIL MINUTES - AUGUST 5, 1985

 

The Jonesboro City Council met at 7:30 p.m. Present were Mayor, City Clerk, and all Aldermen.

 

The Minutes of July 15, 1985, were approved as mailed on motion by Mr. Hannah, seconded by Mr. Nix. All voted aye.

 

Mr. Culpepper moved, seconded by Mr. Nix to extend for four months from September 1, 1985, until December 31, 1985, liability insurance from Gallagher at a premium rate of $23,620.00. All voted aye.

 

The Mayor recommended deferring action of a request to annex a tract of land south of Race, west of Stadium Blvd., citing drainage and street problems and failure of petitioners to appear or have council present to make a formal request for a public hearing.

 

Mr. Shelton moved, seconded by Mr. Park to hold the first council meeting in September on Tuesday, September 3, 1985, because of the regularly scheduled meeting falling on Labor Day. All voted aye.

 

Mr. Mays moved, seconded by Mr. Shelton to set a Public Hearing for Bob Stuenkel for closing and abandoning of portions of three streets on September 3, l985, at 7:00 p.m. All voted aye.

 

Mr. Park offered the following ordinance: (Annexation N. of 63 Bypass-Guaranty Mortgage, Inc)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY COMMERCIAL (C-3); DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.

 

Mr. Stricklin moved, seconded by Mr. Culpepper to suspend the rules and place on second reading. All voted aye.

 

Mr. Shelton offered the following ordinance: (Annexation Race St.)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER IF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, ASSIGNING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.

 

The following ordinance was on second reading: (Annexation W. Nettleton W. of Smoot)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS, BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS, DATED JULY 10, 1978, ASSIGNING SAID ANNEXED TERRITORY TO WARD 1, DECLARING AN EMERGENCY AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Bridger to allow the placement of a trailer at 505 W. Forrest to Amy and Dale Barber. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Nix to authorize the expenditure of $13,000 to remove barrels of 50 solid wastes from the municipal landfill to a hazardous waste disposal side located out of state. All voted aye.

 

The Mayor read a letter from Gary Wells, Chairman of the Landfill Commission to Dr. Phyliss Garnett, Director of Pollution Control and Ecology in Little Rock regarding closing of the landfill and citing the removal of 2,000 barrels of industrial waste during the past year.

 

Mr. Culpepper moved, seconded by Mr. Stricklin to utilize money from fixed assets, professional services, and street maintenance to make up the cities portion of $25,000 (seed money) for the Northeast Arkansas Solid Waste Authority. All voted aye.

 

Mr. Culpepper moved, seconded by Mr. Stricklin to set a public hearing on September 3, 1985 at 6:00 p.m. to eliminate seven islands in SW Jonesboro thought annexation of property located in Section 25, Township 14, Range 3 East of Craighead County, Arkansas. All voted aye.

 

Mr. Evans expressed appreciation to Chief Rorex and the Fire Department for their assistance in enabling him to attend the Council meetings.

 

Mr. Shelton asked Traffic Officer, Capt. Smith to investigate the placement of a “No Littering” sign and a 20 mph speed limit on Pine Street.

 

Mr. Hannah announced a meeting of the Police Committee would follow the Council meeting in the Mayor’s office.

 

Mr. Culpepper announced an ordinance was being drafted regarding a 30 mph speed limit on W. Nettleton from Gee Street to the city limits.

 

Mr. Nix announced an ordinance was being prepared for the erection of 5 stop signs near Annie Camp Junior High School.
