JUNE 11, 1981
The Metropolitan Area Planning Commission met Thursday, June 11, 1981 at 7:30 P.M. in the courtroom at City Hall.
Members Present: Cooper, Tilton, Ball, White, Scott, Farmer and Blalock
Members Absent: Gott and Smith
Others Present: Mike Cameron, John Broadaway, Brenda Barnes and John Troutt.
Items considered were as follows:
Item #1 Louise Tilley, William S. Tilley and Suzanne T. Spurlock, requests a rezoning of two contagious tracts of Land.
Tract I Request is from Residential One (R-1) to commercial Three (C-3) the following described property: A part of the southeast Quarter southeast Quarter southwest Quarter (3.47 ac.) a part of the south half southwest Quarter southeast Quarter (5.24 ac.), all being in Section 25, Township 14 North and Range 3 East, Craighead County, Arkansas, more particularly described as follows: Beginning at the south Quarter Corner Section 25, T14N and R3E; thence south 87 degrees 59’ west on the south line said Section 25, a distance of 234.3 feet; thence north 431.5 feet to an iron pipe; thence north 215.5 feet to a fence; thence easterly along said fence as follows; north 86 degrees 57’ east 100.0 feet, north 88 degrees 06’ east 150.0 feet, north 88 degrees 09’ east 200.0 feet, north 87 degrees 58’ east 42.6 feet to the west right-of-way line of U.S. Highway #49; thence along said right-of-way line as follows; south 22 degrees 57’ west 88.0 feet, south 35 degrees 18’ west 208.5 feet, south 7 degrees 31’ east 64.2feet, south 27 degrees 28’ west 33.5 feet, south 63 degrees 05’ east 10.0 feet; thence continuing along said right-of-way line on a curve to the left as follows: On a chord bearing south 27 degrees 22’ west 100.0 feet, on a chord bearing south 22 degrees 23’ west 143.6 feet to the south line said Section 25, T14N and R3E, thence south 88 degrees 03’ west along said section line 211.1 feet to the point of beginning proper containing, in all, 8.71 acres.
Tract II Request is from Residential One (R-1) to Residential Two (R-2) the following described property: A part of the southeast Quarter southeast Quarter southwest Quarter Section 25,, Township 14 north, Range 3 east, Craighead County, Arkansas, more particularly described as follows: Commencing at the south Quarter corner Section 25, R14N and R3E, thence south 87 degrees 59’ west 234.3 feet along the south line said Section 25 to the point of beginning proper; thence continuing south 87 degrees 59’ west 270.0 feet; thence north 431.5 feet to a fence; thence north 87 degrees 59’ east along said fence produced 270 feet to an iron pipe; thence south 431.5 feet to the point of beginning proper, containing 2.68 acres. The general location of this property is south of Highway 49 south.
Attorney Jim Lyons and Randy Ishmael represented property owners in opposition to request, stating the owners were definitely opposed to the rezoning request. They felt this is a Residential area - not Commercial. They were opposed to any type Commercial building being built and excess traffic flow. They were also opposed to Multi-family dwellings.
Attorney Dennis Zolper represented Mrs. Tilley, property owner requesting rezoning.
Mr. Tilton made a motion to approve request as presented except that Tract III and a 100’ buffer strip along the west side of Tract II, beginning at the northeast corner of Tract III running northward along the west edge of Tract II would remain Residential One (R-1). Motion was seconded by Mr. Farmer. Voting aye: Mr. Tilton, Mr. Ball, Mr. White, Mr. Farmer and Mr. Blalock, Mr. Scott voting no. REQUEST APPROVED.
Item #2 LC Incorporated request a replat of Lots One and Two of Block A of Service Park Addition to Jonesboro, Arkansas into one lot. The general location of this property is east of Willow Road and north of Service Drive.
Mr. Ball made a motion to approve request, seconded by Mr. White. REQUEST APPROVED UNANIMOUSLY.
Item #3 Herman Phillips requests final approval of site development plans for Highland Square Shopping Center in Jonesboro, Arkansas. The general location of this property is east of Caraway Road and south of Highland Drive.
A motion was made by Mr. Scott and seconded by Mr. Farmer to approve request subject to a drainage easement document being presented to the MAPC and that nothing be changed without being brought back to the Planning Commission for approval. REQUEST APPROVED UNANIMOUSLY.
With no further business the meeting adjourned at 9:30 P.M.
