CITY COUNCIL MINUTES - March 4, 2002
 
The Jonesboro City Council met Monday, March 4 2002, at 6:30 p.m. A full quorum was in attendance. Present were: City Clerk, Donna K. Jackson, and twelve council members. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland, and Roddy. Vice Mayor Young presided over the meeting in the absence of Mayor Brodell. City Attorney, Phillip Crego was unable to attend.
 
Councilman Roddy moved, seconded by Councilman Tate to approve the minutes of February 18, 2002, as previously delivered. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin Copeland and Roddy.
 
Councilman Rorex offered the following ordinance for first reading:
 
ORDINANCE VACATING AND CLOSING LUTTERLOH STREET A PORTION OF HOPE AVENUE AND AN ALLEY LOCATED IN ELDER'S ADDITION. (JONESBORO REAL ESTATE HOLDINGS)
 
Councilman Tate moved, seconded by Councilman Perrin to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye with the exception of Councilman Rega who recused himself from voting on agenda items 4-A and 4-B due to a conflict of interest. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Tate moved, seconded by Councilman Kelton to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye with the exception of Councilman Rega who recused himself. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Perrin moved, seconded by Councilman Moore for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye with the exception of Councilman Rega who recused himself. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Perrin moved, seconded by Councilman Moore for the adoption of the emergency clause. A roll call vote was taken resulting in all members voting aye with the exception of Councilman Rega who recused himself. Councilman Moore moved, seconded by Councilman Crockett that the ordinance be approved based on the stipulation that City Water and Light fees of $4,300.00 be paid and the utility letter from Southwestern Bell be provided. Attorney for Jonesboro Real Estate Holdings, Roger Colbert agreed to the stipulations. The ordinance was assigned ordinance number 3345.
 
Councilman Perrin offered the following ordinance for first reading:
 
ORDINANCE TO REZONE PROPERTY FROM RESIDENTIAL (R-2) TO COMMERCIAL (C-3), LOCATED AT 1300 E. MATTHEWS. (JONESORO REAL ESTATE HOLDINGS)
 
Councilman Kelton moved, seconded by Councilman Crockett to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye with the exception of Councilman Rega who recused himself. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Rorex moved, seconded by Councilman Tate to further suspend the rules and place on third and final reading. A voice vote was taken resulting in all members voting aye with the exception of Councilman Rega who recused himself. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Copeland moved, seconded by Councilman Roddy for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye with the exception of Councilman Rega who recused himself. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Province, Moore, Young, Perrin, Copeland and Roddy. The ordinance was assigned ordinance number 3346.
 
Councilman Crockett offered the following ordinance for first reading:
 
ORDINANCE TO WAIVE COMPTITIVE BIDDING AND AUTHORIZE PURCHASE OF MOTOROLA RADIOS AND SPEAKER/MICROPHONES FOR THE JONESBORO POLICE DEPARTMENT
 
Councilman Rega moved, seconded by Councilman Crockett to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Perrin moved, seconded by Councilman Crockett to further suspend the rules and place on the third and final reading. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Moore moved, seconded by Councilman Crockett for the adoption of the ordinance. A voice vote was taken resulting in all members voting aye. Those members voting aye were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Rega moved, seconded by Councilman Crockett for the adoption of the emergency clause. A roll call vote was taken resulting in all members voting aye. Alderman Perrin offered the following ordinance for first reading:
 
ORDINANCE AMENDING ORDINANCE NO. 3315 TO INCLUDE "INVESTMENT ADVISORS" IN THE DEFINITION OF PROFESSIONAL SERVICES.
 
Councilman Rega moved, seconded by Councilman Crockett to suspend the rules and place on second reading. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland and Roddy. Councilman Tate moved, seconded by Councilman Moore to reappoint Mr. Ralph (Pop) Stricklin to City Water and Light Board (Ward 2) with an expiration date of January, 2005. A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland and Roddy.
 
Agenda Item 6 - Request for appeal hearing regarding a denial by the Metropolitan Area Planning Commission for a zoning change from Residential (R-1) to Commercial (C-3) was pulled at the request of Mr. Jerry Sims representing Mr. and Mrs. Roy Bearden.
 
Councilman Roddy moved, seconded by Councilman Crockett to accept the Sanitation Committee's recommendation to accept the low bid meeting bid specifications of General Truck #1 for a sanitation truck (Bid number 2002:01). A voice vote was taken resulting in all members voting aye. Those members were: Kelton, Tate, Rorex, Crockett, McCall, Rega, Province, Moore, Young, Perrin, Copeland and Roddy.
 
Mr. Jerry Phillips addressed the Jonesboro City Council regarding recognition of Mr. Burnis Posey in the American Family Association Journal for his work with the American Legion (Post 21) in conducting "In God We Trust" rallies to over 2,700 students in four school districts. Council members were invited to attend and participate.
