CITY COUNCIL MINUTES - JULY 7, 1986

 

The Jonesboro City Council met a 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and Aldermen Park, Stricklin, Evans, Bridger, Hannah, Strauser, Sanderson, Culpepper, Mays and Nix. Absent were Aldermen Hinson and Shelton.

 

The minutes of June 6, 1986, Council Meeting were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Culpepper. All voted aye. The minutes of June 30, 1986, Called Council Meeting were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Evans. All voted aye.

 

The following bid was up for review:

 

86:12 - Mosquito Chemicals - Mr. Park moved, seconded by Mr. Hannah to split the bid and approve the low bid meeting specifications. All voted aye.

 

Mr. Bridger offered the following ordinance: (Annexation- Barnett property E. of Old Paragould Hwy., N. of Hwy 49)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 6; ZONING SAID ANNEXED TERRITORY COMMERCIAL (C-3) AND AGRICULTURAL; DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES

 

Mr. Bridger moved, seconded by Mr. Evans to suspend the rules and place on second reading. All voted aye. The ordinance was read for the second time. Mr. Bridger further moved, seconded by Dr. Strauser to further suspend the rules and place on third reading. Mr. Nix objected, stating the evaluation sheet distributed by the Inspector to the Department heads had not been circulated and evaluated by the Aldermen. Therefore, Mr. Bridger withdrew his motion and Dr. Strauser withdrew his second.

 

Mr. Culpepper offered the following ordinance: (Rezoning-C-5 to R-2 of Lots 14, 15 & 16 of Block 6, W. Washington & E. of Gee St.)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE TO PROVIDE FOR A CHANGE IN ZONING CLASSIFICATION

 

Mr. Park moved, seconded by Mr. Hannah to suspend the rules and place on second reading. All voted aye. The ordinance was read for the second time.

 

The following ordinance was on third reading: (Annexation-Cox & Milner-Corner of Loberg & Nettleton)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS TO THE CITY OF JONESBORO, ARKANSAS; BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY, ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-2); DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Stricklin to adopt the ordinance. All voted aye. The ordinance was given the number 1985.

 

The following ordinance was on third reading: (Amend #806 est. min. allowable diameter drainage pipe)

 

AN ORDINANCE TO AMEND SECTIONS 20 1/2-5 AND 21-15 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO; AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Nix to adopt the ordinance. All voted aye. The ordinance was given the number 1986.

 

The Mayor distributed information regarding a mandatory seat belt law for Arkansas from Lydia Robertson. He asked Aldermen to review it and if they felt at a future meeting the resolution should be considered for adoption to bring the matter before the Council.

 

Upon the recommendation of the Mayor, Mr. Sanderson moved, seconded by Mr. Stricklin to reappoint Charles Frierson, Don Culpepper, Herb Davis, and Dan Mulhollen to the Solid Waste Authority with terms to expire 8/1/89. All voted aye.

 

Capt. Bob Smith, Traffic Safety Officer presented a report regarding a request by Reginald Prunty for speed limit and stop signs in N. Jonesboro. Mr. Park moved, seconded by Mr. Nix for an ordinance to be drafted by the City Attorney to adhere to the recommendation of Capt. Smith. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Hannah to table a request by Mr. Dick Tate regarding the placement of a mobile home at 316 Carson. All voted aye.

 

Mr. Sanderson offered the following resolution: (Res. - Kenney Man. Co.)

 

RESOLUTION AUTHORIZING A CERTIFICATE OF LOCAL GOVERNMENT FOR CERTAIN BUSINESSES, ARKANSAS ENTERPRISE ZONE PROGRAM; JONESBORO, ARKANSAS

 

Mr. Hannah moved, seconded by Mr. Sanderson to adopt the resolution. All voted aye. The resolution was given the number 1986:18.

 

The Mayor announced a Public Hearing would be held regarding the access to the 4-Lane on Hwy 63 Bypass in Truman at 7:30 at the High School on July 8, 1986.

 

The Mayor reported on a request by Mr. Owens regarding No Parking in the 900 Block of E. Word. The Mayor asked the Traffic Safety Officer, Capt. Bob Smith to review the request and report at the next Council meeting regarding same. He further suggested the inclusion of same with a previous request on the agenda by Reginald Prunty in the form of an Ordinance.

 

Concerning the closing of Sporlar Avenue, Attorneys Skip Mooney and Dennis Zolper approached the Council concerning same stating an agreement had been reached by conflicting parties. Mr. Mooney stated his client will concede to the street closing with the provision that a right-of -way easement be donated off of the petitioners land. Mr. Zolper concurred. In addition, to amend the property description on the proposed ordinance under Section #3, Line #4 following Cook Street to include the following “as recorded in Deed Rec. 48, pg. 212.” Mr. Stricklin then offered the ordinance:

 

AN ORDINANCE TO CLOSE A PORTION OF SPORLAR AVE. A/K/A COOK STREET RUNNING E & W BETWEEN CARTWRIGHT ST. & MADISON ST.

 

Mr. Sanderson moved, seconded by Mr. Hannah to suspend the rules and place on second reading. All voted aye. The ordinance was read for the second time. Mr. Park further moved, seconded by Mr. Culpepper to suspend the rules and place on third reading. All voted aye. Mr. Nix commented that he concurred with the placing of the ordinance on third reading since a Public Hearing regarding same had been held at the June 16, 1986, Council Meeting. The ordinance was read for the third time. Mr. Hannah moved, seconded by Mr. Stricklin to adopt the ordinance as amended. All voted aye. The ordinance was given the number 1987.

 

Mr. Park presented a recommendation from the Parks and the Cemetery Committees and moved that the Mayor be granted permission to take bids for the sale of city-owned building on the SW corner of the intersection of E. Matthews & Kitchen on a 60- day notice, with property appraised at $39,500 with proceeds to go toward permanent facilities for the Park Recreation and Cemetery, and storage of mosquito control equipment. Mr. Hannah seconded the motion. All voted aye.

 

Mr. Sanderson announced the Sanitation Committee would meet following the meeting. He also announced a program regarding the Sales Tax proposal would be presented at the Jonesboro Rotary Club on Tuesday, July 8, 1986, at 12:00 noon at the Elks Club.

 

Mr. Maya asked Jeff Gibson to present a detailed report at the next Council meeting regarding a bond with H & S Construction Co. Mr. Mays also reported security measures were being taken to protect the new mower purchased for cemetery use.
