Minutes for the City Council meeting on February 1, 1971

The City Council of the City of Jonesboro met in regular session in City Hall, Monday night, February 1, 1971, at 7:30 p.m. There were present: Mayor, City Attorney, City Clerk and the following named Councilmen: Pierce, Park, Dr. Bowers, Williams, Darling, Stricklin, Minx, Smith, Cowers, Harris and Knight. Absent: Johnson.
The following Ordinance was on the third and final reading:
AN ORDINANCE TO AMEND ORDINANCE NO.954 KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGE IN ZONING BOUNDARIES (ORDINANCE #1292 ZONING AMEND)
Mr. Knight moved with Mr. Darling seconding the motion that the Ordinance be adopted and that the Emergency Clause be adopted. On calling the roll all members present voted aye. Both motions carried.
Mr. Knight offered the following Resolution and Mr. Darling moved with Mr. Stricklin seconding the motion that the Resolution be adopted. Dr. Bowers passed and all other members voted aye. The motion was carried. (Resolution Closing Street hearing set)
RESOLUTION SETTING PUBLIC HEARING ON THE VACATING AND ABANDONING OF A PORTION OF MOCKINGBIRD LANE
The resolution was given the number 1971:04.
The Mayor appointed Tom Robinson to the Library for a 3-year term. Mr. Minx moved
with Dr. Bowers seconding the motion that the appointment be accepted and approved. All present voted aye and the motion carried.
Mr. Pierce moved with Mr. Knight seconding the motion that an advance payment of $8,000.00 be paid to Barnett Construction Co. for work on the Arkansas Service Center Road. Voting nay: Dr. Bowers. All other members present voted aye and the motion carried.
After the bids were opened to buy the City’s cotton allotment, Dr. Bowers moved with Mr. Darling seconding the motion that the bid of $4,423.42 from Bill Stone be accepted. All members present voted aye and the motion carried.
Mr. Minx offered the following Ordinance for its 1st reading:
AN ORDINANCE RAISING THE MONTHLY FEES FOR SANITATION PICKUP ON BOTH COMMERCIAL AND RESIDENTIAL SERVICE, AMENDING ORDINANCE NO.778
Mr. Knight moved with Mr. Pierce seconding the motion that the City purchase the Red Hamilton property on the corner of Kitchen and East Matthews for $20,000.00 Purpose of purchase, to widen Kitchen and money to pay for it, to come out of the Parking Meter fund. All present voted aye and the motion carried.
Mr. Minx offered the following Resolution and moved for its adoption with Mr. Smith seconding the motion. All present voted aye and the motion carried.
RESOLUTION TO EXPRESS APPRECIATION TO BROOKS GRIFFITH FOR HIS SERVICE TO THE CITY OF JONESBORO AND ITS CITIZENS AS THE CITY OF JONESBORO DIRECTOR OF PUBLIC WORKS
The resolution was given the number 1971:03.
Mr. Knight moved with Mr. Pierce seconding the motion that the bills as okayed by the finance committee be paid. All voted aye and the motion carried.
