NOVEMBER 12, 1981

 

The Metropolitan area Planning Commission met Thursday, November 12, 1981 at 7:00 p.m. in the Council Chambers.

 

MEMBERS PRESENT: Mr. Cooper, Mr. Ball, Mr. Tilton, Mr. Gott, Mr. White, Mr. Farmer, Mr. Blalock, Mr. Scott.

 

MEMBERS ABSENT: Mr. Smith.

 

OTHERS PRESENT: Mike Cameron, John Broadaway, Brenda Watkins, Joe Tomlinson, Curt Hodges

 

#1 Joe Mack Campbell and Dena J. Campbell request a rezoning from Commercial Three (C-3) to Residential Two (R-2), the following described property: Lots 7, 8 and 9 in Block B of Oakhurst Addition to the City of Jonesboro, Arkansas. The general location of this property is North of Monroe and East of Puryear Street.

 

Mr. Tilton made a motion to approve request, seconded by Mr. White. REQUEST APPROVED

UNANIMOUSLY.

 

#2 George F. Baldwin, Jr. and Marie Baldwin request a rezoning from Residential One (R-1) to Commercial Three (C-3) the following described property. Begin at the corner of Sections, 8, 9, 16, & 17, Township14 North Range 4 East; thence South on Section line 732.8 feet; thence East 25 feet to the point of beginning proper; thence East 114.7 feet; thence South 29° 19' East 67.2 feet to the North and West line of State Highway #1 (Hwy 49B) right-of-way line; thence South 57° 33' West along aforesaid right-of-way line 175 feet to the East line of Caraway Road; thence North along the aforesaid line 152 feet to the point of beginning proper. The above described property being a part of the Northwest Quarter of the Northwest Quarter of Section 16, Township 14 North, Range 4 East. The general location of this property is on the Northeast corner of Johnson Avenue and Caraway Road.

 

Mr. White made a motion to approve request, seconded by Mr. Ball. REQUEST APPROVED

UNANIMOUSLY.

 

#3 Harold Fisher requests approval of a revised replat of Fisher’s Commercial Subdivision. The general location of this property is North of Highway 18 East and East of Kathleen Street.

 

Mr. White made a motion to approve request, seconded by Mr. Ball. REQUEST APPROVED

UNANIMOUSLY.

 

#4 J. Lamberth requests preliminary approval of subdivision plans for Lamberth’s Lakeview Acres Subdivision. The general location of this property is one quarter mile West of Craighead County Road #31, approximately three miles North of Jonesboro.

 

Mr. Scott made a motion to approve request, seconded by Mr. Ball, and subject to Lakeside Drive being extended to the South property line and Tammy Drive extended to the West property line. REQUEST APPROVED UNANIMOUSLY.

 

#5 Max Dacus requests a replat of Lots 1, 2, 3 and 4 in Block 5 of R. L. Hays 2nd Addition to Jonesboro, Arkansas into one lot. The general location of this property is East of North Church Street and South of Hickory Avenue.

 

Mr. Scott made a motion to approve request, seconded by Mr. Gott. Voting Aye: Mr. Blalock, Mr. Tilton, Mr. Gott, Mr. Farmer, Mr. White, Mr. Scott. Pass: Mr. Ball. REQUEST APPROVED

 

#6 Robert Rees, Larry Payton and Dr. James M. Robinette request a zoning classification of Commercial Three (C-3). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to the subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the City accepting said land. The property is described as follows: A part of the South ½ of the Southwest 1/4 of Section 27, Township 14 North, and Range 4 East. containing 5.76 acres and a part of the Northeast 1/4 of the Northwest 1/4 of Section 34, Township 14 North, Range 4 East, containing 11.39 acres. The general location of this property is along either side of the Highway 63 bypass just East of the Missouri Pacific Railroad.

 

Mr. Ball made a motion to Table request, seconded by Mr. White. Reason for Tabling was that a portion of the property was not contiguous to the City limits as required by state law. Voting Aye Mr. Blalock, Mr. Ball, Mr. Gott, Mr. Farmer, Mr. White, Mr. Scott. No Mr. Tilton. REQUEST TABLED.

 

#7 Steve Smith requests a zoning classification of Commercial Three (C-3). Subject zoning request is submitted under the provisions of City Ordinance #1473 providing for zoning classification prior to subject property being annexed to the City. The MAPC is asked to prepare a written statement as to what effect the proposed annexation would have on the City accepting land. The property is described as follows: A part of the South Half of the Southwest Quarter of the Northeast Quarter of Section 29, Township 14 North, Range 4 East, containing 2.07 acres. The general location of this property is North of Race St. and East of Jonesboro Ecumenical Center.

 

Item Tabled prior to meeting by request of the developers. Mr. Ball made the motion to approve the Tabling, seconded by Mr. Blalock. REQUEST APPROVED TO TABLE.

 

#8 David Martin request the combination of two parcels of property into one lot. The general location of this property is South of Forest Home Avenue and West of Stadium Boulevard.

 

Mr. White made a motion to approve request, seconded by Mr. Ball. REQUEST APPROVED UNANIMOUSLY.

 

Further business was as follows: Mr. Dan Pierce presented the proposed”Condominium Ordinance” by the Commissioners. Mr. Scott made a motion to recommend to the City Council the approval of ordinance as presented and Mr. Ball seconded the motion. The “Condominium Ordinance” proposed was APPROVED UNANIMOUSLY.

 

With no further business the meeting adjourned at 9:10 p.m.
