CITY COUNCIL MINUTES - JULY 16, 1984

 

The Jonesboro City Council met in regular session, Monday, July 16, 1984, at 7:30 p.m. Present were Mayor, City Clerk, City Attorney, and all aldermen except Mr. Bridger.

 

The minutes of July 2, 1984, were approved as mailed on motion by Mr. Sanderson, seconded by Mr. Schaaf. All voted aye.

 

Mr. Park moved, seconded by Mr. Hinson, to allow placement of a house trailer at 413 West Forrest. All voted aye. Mr. Mays moved, seconded by Mr. Shelton to allow placement of a house trailer at 4103 Manila Street. All voted aye.

 

Mr. Sanderson moved, seconded by Mr. Shelton to allow an appeal hearing at the next regular meeting of the City Council - August 6, 1984, concerning the Rees property zoning on Nettleton at Cobb. All voted aye.

 

Mr. Hannah offered the following ordinance: (Budget Amend. 5% raises)

 

AN ORDINANCE TO AMEND ORDINANCE #1851, THE 1984 BUDGET ORDINANCE

 

Mr. Hannah moved, seconded by Mr. Park to suspend the rules and place the ordinance on 2nd reading. All voted aye. Mr. Nix moved, seconded by Mr. Hannah to further suspend the rules and place the ordinance on 3rd reading. All voted aye. Mr. Hannah moved, seconded by Mr. Mays to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 1885.

 

The following ordinance was on 2nd reading: (Closing of Apache St.)

 

AN ORDINANCE TO VACATE A PORTION OF APACHE STREET BEING 60 FEET IN WIDTH AND RUNNING WEST TO EAST 607.4 FEET

 

The following ordinance was on 3rd reading: (Lions in city)

 

AN ORDINANCE PROHIBITING THE KEEPING OF LIONS WITHIN THE CORPORATE LIMITS OF THE CITY OF JONESBORO, ARKANSAS: AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Park, to amend the ordinance to include a section defining a lion as a large carnivorous mammal of the cat family. All voted aye. Mr. Sanderson then moved that the ordinance be tabled for an indefinite period of time so that the subject could be studied. Motion died for a lack of a second. Mr. Hannah moved to adopt the ordinance as amended but after discussion by Citizens of the City, Mr. Nix moved, seconded by Mr. Schaaf, to table the ordinance until the next regular meeting of the council at which time a committee appointed by the Mayor could come back with a recommendation. All voted aye. The Mayor appointed Mr. Nix, Mr. Schaaf, and Mr. Blevins to the committee with Mr. Nix being chairman.

 

The following ordinance was on 3rd reading: (Annex prop. N of Hwy 226 and W of Casey Spring - Bill Waldrip)

 

AN ORDINANCE ACCEPTING CERTAIN LANDS ANNEXED TO THE CITY OF JONESBORO, ARKANSAS BY ORDER OF THE COUNTY COURT OF CRAIGHEAD COUNTY ARKANSAS; ASSIGNING SAID ANNEXED TERRITORY TO WARD 4; ZONING SAID ANNEXED TERRITORY RESIDENTIAL (R-1); DECLARING AN EMERGENCY; AND FURTHER PURPOSES

 

After discussion by the council, Mr. Hinson moved, seconded by Mr. Park to deny the ordinance. All voted aye except Mr. Nix who abstained.

 

Mr. Province moved, seconded by Mr. Nix to allow the purchase department to take bids on blanket coverage for all city officials on liability coverage in all departments. All voted aye.

 

Mr. Stricklin moved, seconded by Mr. Nix to have a resolution drawn to honor Joella Morris, Purchasing Agent, for the services she rendered for 7 years of employment. All voted aye.

 

There being no further business, council adjourned.
