Minutes for the City Council meeting on July 18, 1955

The City Council of the City of Jonesboro, Arkansas, met on the above named date in the City Hall at 7:30 p.m. There were present: Mayor, City Clerk, City Attorney and the following named Councilmen: Powell, Hamilton, Stricklin, Fritz, Snow, Copeland, Hart, Hendrix, Johnson and Keister.

 

Mr. Powell made the motion, seconded by Mr. Hamilton, that E.M. Henry be granted a permit to erect a commercial building, corner Sims and Culberhouse subject to the approval of Freddie Haywood and in accordance with the City Planning Commission’s recommendations. Roll was called. All members voting aye. Motion carried.

 

Mr. Powell offered the following Ordinance:

 

AN ORDINANCE PROVIDING FOR PURCHASES OF BUSES AND EQUIPMENT; ISSUANCE OF BONDS; FOR PURCHASE, PLEDGING RESERVES TO PAYMENT OF BONDS; APPOINTING A COMMISSION OF PUBLIC TRANSPORTATION; RECITING OTHER MATTERS RELATING TO TRANSPORTATION AND DECLARING AN EMERGENCY.

 

Mr. Hendrix made the motion, seconded by Mr. Hamilton, that the rules be suspended and the ordinance placed on the second reading. Roll was called. All aye. Motion carried. The Ordinance was then read for the second time. Mr. Powell made the motion that the rules be suspended and the Ordinance be placed on the third and final reading. Mr. Hamilton seconded the motion. Roll was called. All aye. Motion carried. The ordinance was then read for the third and final time. Mr. Hamilton then made the motion, seconded by Mr. Powell, that the Ordinance be adopted as read. Roll was called. All aye. Motion carried. The roll was called on the emergency clause with all members voting aye. Motion carried.  The ordinance was given the number 905.

 

Mr. Keister offered the following Resolution on the payrolls for the Police and Fire Department changes:

 

RESOLUTION AUTHORIZING PAYROLL CHANGES FOR THE POLICE AND FIRE DEPARTMENTS

 

Mr. Hamilton made the motion, seconded by Mr. Powell, that the resolution be adopted as read. Roll was called. All aye. Motion carried. The resolution was given the number 1955:19.

 

Mr. Keister offered the following ordinance:

 

AN ORDINANCE ANNEXING TO THE CITY OF JONESBORO, ARKANSAS, WEST HALF OF SOUTHWEST QUARTER OF NORTHEAST QUARTER (EAST OF PUBLIC ROAD) OF SECTION 25, TOWNSHIP 14 NORTH, RANGE 3 EAST.

 

Mr. Copeland made the motion, seconded by Mr. Johnson, that the rules be suspended and the Ordinance be placed on the second reading. Roll was called. All voting aye. Motion carried. The ordinance was then read for the second time. Mr. Hamilton then made the motion, seconded by Mr. Powell, that the rules be suspended and the ordinance be placed on the third and final reading. Roll was called. All aye. Motion carried. After the Ordinance was read for the third and final time. Mr. Johnson made the motion that the ordinance be adopted as read. Mr. Hamilton seconded the motion. Roll was called. All aye. Motion carried. The ordinance was given the number 904.

 

Mr. Hart made the motion that a signed purchase order must be received before anything is delivered to the City of Jonesboro, and that the Council is going on record to that effect and that notice of same will be printed in the Jonesboro Sun. Mr. Hamilton seconded the motion. Roll was called. All aye. Motion carried.

 

Mr. Hamilton made the motion, seconded by Dr. Fritz, that the bills as okayed by the Finance Committee be paid. Roll was called. All aye. Motion carried.

 

There being no further business Mr. Hamilton made the motion, seconded by Mr. Hendrix, that Council adjourn. All aye. Council adjourned.
