CITY COUNCIL MINUTES - MAY 21, 1990

 

The Jonesboro City Council met in regular session at 7:30 p.m. Present were City Attorney and all Aldermen except Mr. Province. Mayor Brodell and City Clerk, Ouida Puryear were absent.

 

The minutes of May 7, 1990, were approved as mailed on motion by Mr. Stricklin, seconded by Mr. Evans. All voted aye.

 

Mr. Evans offered the following ordinance for first reading: (Rez /R -1 to R -2 five (5) acres.  E side of Barnhill Rd., S of Highland Dr. Lynda Wewers

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES.

 

Mr. Hannah moved, seconded by Mr. Stricklin, to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for a second time. Mr. Hannah moved, seconded by Mr. Hinson, to suspend the rules and place the ordinance on third and final reading. All voted aye. The ordinance was read for the third time. Mr. Hannah moved, seconded by Mr. Shelton, to adopt the ordinance with the emergency clause and all stipulations. All voted aye. The ordinance was given the number 2270.

 

The following ordinance was on third reading: (Rez. R -1 to C -3 for 3.92 acres, S side of Parker Rd., W. of Browns Lane, E of Town and Country, Int., Wallace Fowler (Mooney)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Nix moved, seconded by Mr. Stricklin, to adopt the ordinance. All voted aye. The ordinance was given the number 2271.

 

Mr. Evans offered the following ordinance for first reading: (Rez / R -1 to I -1 for 7.1 acres, E side of S Caraway R,. N of Hwy 1, Jonesboro Memorial Service

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Stricklin moved, seconded by Mr. Park, to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for a second time Mr. Stricklin moved, seconded by Mr. Hannah to further suspend the rules and place on third and final reading. All voted aye. Mr. Sanderson moved, seconded by Mr. Stricklin, to adopt the ordinance wit h the emergency clause. All voted aye. The ordinance was given the number 2272.

 

Mr. Stricklin offered the following ordinance for first reading: (Rez /. R -1 for I 1 for 22.25 acres, E side of S Caraway Rd., N of Hwy 1, MDR Cartage, Inc. 

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Evans moved, seconded by Mr. Hinson, to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for a second time. Mr. Stricklin moved, seconded by Mr. Hinson to further suspend the rules and place the ordinance on third and final reading. All voted aye. Mr. Nix moved, seconded by Mr. Shelton, to adopt the ordinance with the emergency clause and all stipulations. All voted aye. The ordinance was given the number 2273.

 

Mr. Shelton offered the following ordinance for first reading: Rez / R -2 to C-3 for .21 acres, S side of Nettleton Ave., E of Stadium, J. C. Mahon (Mooney)

 

AN ORDINANCE TO AMEND ORDINANCE #954, KNOWN AS THE ZONING ORDINANCE PROVIDING FOR CHANGES IN ZONING BOUNDARIES AND FOR OTHER PURPOSES

 

Mr. Hannah moved, seconded by Mr. Stricklin, to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for a second time. Mr. Hannah moved, seconded by Mr. Stricklin to further suspend the rules and place the ordinance on third and final reading. All voted aye. Mr. Hannah moved, seconded by Mr. Evans, to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2274.

 

Mr. Shelton offered the following ordinance for first reading:

 

AN ORDINANCE TO AMEND ORDINANCE #2257, OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, AR. TO ALLOW FOR REPLACEMENT OF MOBILE HOMES WHICH HAVE BEEN MADE UN- USABLE BY SOME FORM OF NATURAL DISASTER OF FIRE AND FOR OTHER PURPOSES.

 

Mr. Evans moved, seconded by Mr. Hannah, to suspend the rules and place the ordinance on second reading. All voted aye. The ordinance was read for a second time. Mr. Hannah moved, seconded by Dr. Strauser to further suspend the rules and place the ordinance on third and final reading. All voted aye. Mr. Evans moved, seconded by Mr. Hannah to delete the line in section 1, paragraph 2 dealing with an annual fee to cover costs of two staff reviews per year to determine whether the need upon which the Permit was granted still exists. All voted aye. Mr. Hannah moved, seconded by Mr. Stricklin, to adopt the ordinance with the emergency clause. All voted aye. The ordinance was given the number 2275.

 

Dr. Strauser presented the Council with the 1990 Mosquito Department budget. The total figure for the budget is $120,604.00. Dr. Strauser moved, seconded by Mr. Hannah, to have this amount added to the Sanitation budget. All voted aye.

 

The following bids were up for review:

 

90:25 Mosquito chemicals - Mr. Hannah moved, seconded by Mr. Evans, to accept low bids meeting specifications. All voted aye.

 

90:27 Tuckpointing - Bell Center & Watson Center - Mr. Park moved, seconded by Mr. Stricklin, to accept low bid meeting specifications. All voted aye.

 

Mr. Hannah moved, seconded by Mr. Park, to set a Public Hearing regarding ICF/MR revenue bond issue on June 4, 1990 at 7:00 p.m. All voted aye.

 

Mr. Hannah offered a resolution regarding traffic control (A STOP sign placement: High Ridge Lane at Ridge Road - to cause traffic to stop before entering on to Ridge Road.) Mr. Hannah moved, seconded by Mr. Park, to adopt the resolution and allow placement of the signs. All voted aye. The resolution was given the number 1990:28.

 

Mr. Evans offered a Proclamation which proclaimed the week of May 21-28, 1990, as Buckle up week. Mr. Park moved, seconded by Mr. Evans, to adopt the Proclamation. All voted aye.

 

Mr. Sanderson with the parking committee, made a report to the Council about problems which have been brought to the committees attention. One problem dealing with citizens parking in the Justice Complex Parking lot for extended periods of time has become a major problem. He asked that the City Attorney draft an ordinance to limit parking on the lot a 2 hours. He also stated that the reserved parking signs which the sheriff’s office had vacated have been removed and the City will install new signs for their vehicles.

 

Mr. Sanderson also stated that he has received complaints from the Downtown Merchants concerning the vast number of pigeons in the area. Also, they have complained of the lack of parking for customers in the area.

 

Mr. Hannah expressed the loss of a Jonesboro police officer, Ricky D. Barker, and moved to ask the City Clerk to draft and send a letter of Condolences to his family from the City Council and the City of Jonesboro. Mr. Shelton seconded the motion and all voted aye.

 

Mr. Stricklin moved, seconded by Mr. Nix, to ask the Mayor to contact the Highway Department concerning the removal of the traffic light on the corner of Main & Cate. All voted aye except Mr. Sanderson, who voted no. Mr. Sanderson expressed that the light was controlled by the City and not the State.

 

Mr. Shelton asked that Chief Morgan check the feasibility of a traffic light on the corner of Highland and Rains.
