III. APPROVAL OF MINUTES
A. Minutes for the July 16, 2014, Stormwater Management Board Meeting
Motion to approve the minutes was made by Day and seconded by Coleman. The minutes were unanimously approved.
IV. OLD BUSINESS
Gibson explained that each year the City has to do a CRS (Community Rating System) Report. The report summarizes what the City has done to meet the requirements for the year. The City of Jonesboro's current CRS rating is 8.
V. NEW BUSINESS
Gibson discussed the Manhole Cover Project. The Board discussed the project approximately three years ago. Light explained manhole cover will be standard and the inset would be winner's artwork. There are over 16,000 manholes in the City. Beisner questioned the cost of the project. The initial molding cost will be between $5,000 - $8,000. After the mold is cast, the cost per manhole cover will be $250 each (same as the current cost per manhole cover). The winning manhole cover will be used on all new installations and any future replacements. The new manhole cover would distinguish the City of Jonesboro from CWL lids. This project will count as part of the City's Public Outreach. Gibson will email the information to all area schools and media outlets. The deadline for submissions is December 15, 2014. The Board will judge and vote on a winner at the January 2015 meeting.
Light discussed proposed changes to the Jonesboro Municipal Code and the Stormwater Drainage Manual.
Light stated the City has issues with drainage swales. Their slopes are too shallow and fences are being erected in the drainage easement. The water has no place to go. A lot of man hours are spent correcting these problems. Light suggested changing the language to require proposed channels have a minimum depth of 18-inches. He also proposed language changes regarding drainage easements. The proposed language was discussed. Minor adjustments were made to the proposed language.
Also, recommended, where practicable, the easement should not be split between adjacent lots. This would be a requirement for new easements.
Light stated improved channels are currently being checked to carry the 100-year flow. The Stormwater Drainage Manual requires a25-year flow. The proposed change would require 100-year flow since that is what is being currently checked.
Light stated concrete pipe has a longer life expectancy than corrugated metal pipe. He proposed, to require RCP Class III or Class IV under paved surfaces in City's rights-of-way or easements. Morris questioned if driveways are included. Light stated an exclusion for driveways could be added. The section will be amended to read "Roadway Crossings or Under Paved Commercial Parking Lots".
Dover made a motion to forward the proposed changes to the Public Works Committee for consideration. Second by Coleman. All vote Aye.
There will be a meeting at the Paragould Community Center from 7:00 - 8:30 tonight to discuss the Cashe River Watershed Management Plan. The Board was invited.
