AN ORDINANCE TO AMEND ORDINANCE, SECTION 2-16 OF THE CODE OF ORDINANCES OF THE CITY OF JONESBORO, ARKANSAS, DEFINING THE DUTIES OF THE CITY CLERK’S OFFICE

BE IT ORDAINED by the City Council of the City of Jonesboro, Arkansas that the Code of Ordinances, Section 2-16, of the City of Jonesboro, Arkansas is hereby amended to read as follows:

 

(a) Council Proceedings. Shall keep a record and correct journal or minute book of the proceedings of the City Council.

(b) Recorder/ Custodian. Record in typewriting and have custody of all laws, ordinances, resolutions, motions, and petitions of the City.

(c) Record of Court Cases. Record and have custody of all cases and causes of action filed in the Municipal Court.

(d) Court Docket. Keep a docket of all civil and criminal cases in a separate book each for the civil and criminal division, and shall docket each case thereon and make a note of the filing of any and all pleadings issuance of all process, and orders of said court and such other information as required by the Municipal Court.

(e) Judgment Books. Keep the necessary record books and record therein in some acceptable manner ordered or approved by the Court, all Judgments and orders of said Municipal Court.

(f) Miscellaneous records and reports. Keep all other records and make all other reports as is required by other laws.

(g) Make all reports and records required to be kept by law, ordinance, or resolution, available to the Mayor, City Council, Department heads and elected officials upon request by the appropriate individual.

 

Section 2: The remaining duties of the City Clerk, as outlined in Section 2-16 of the Code of Ordinances of the City of Jonesboro, Arkansas are hereby transferred to the Department of Finance and Administration, as of date of passage. Those duties are as follows:

 

(a) Bookkeeping System. Maintain and keep a set of books as prescribed and provided for by the Auditor for said City of by order or resolution of the City Council regard to all City Business.

(b) Cemetery records and reports. Keep a separate ledger, books, and other records as prescribed by the auditor or by order or resolution of the City Council regard to all cemeteries maintained by the City, and shall make a monthly report to the City Council in open session of the financial conditions of said cemeteries.

(c) Warrants or Treasurer. The Director of Finance and Administration shall draw and countersign all orders or warrants on the treasury in pursuance of any order or resolution of the City Council.

(d) Payrolls. Make the payroll of all city employees in accordance with the salaries established by the City Council in accordance with the payroll system or procedure prescribed by the auditor, and shall keep a full and accurate accounting of all such warrants.

(e) Court Financial Records. Maintain and keep a set of books as prescribed and provided for by the City Auditor or by order of said Municipal Court for the Courts Business and all Court Costs paid into the registry of said Court; and

(f) All other financial matters now being performed by the City Clerk’s office.

 

Section 3: All Ordinances and/or parts of ordinances in conflict herewith are hereby specifically repealed.

 

Section 4: It is hereby found and declared by the City Council of the City of Jonesboro, Arkansas, that the efficiency of City Government in Jonesboro Arkansas will be enhanced by consolidating all financial matters under one department, that department being the Department of Finance and Administration; that the revision of the City Clerk’s Office will enable the City Clerk more time for her official duties and that, therefore, an emergency is hereby declared to exist and this ordinance is necessary for the preservation of the public peace, health and safety, it shall take effects from and after its passage and approval.
